ACTION MINUTES
I. Call to Order
Chair Manzo called the meeting to order at 7:30pm.
II. Roll Call
Commissioners Present: Foscato, Johnson, Gipstein, Manzo, O’Donnell
Commissioners Absent: Chandra, Cross
III. Report on Posting of Agenda
Pursuant to Government Code 54954.2, the agenda was properly posted on February 22,
2001.
IV. Approval of Minutes of January 24, 2001, Library Commission Meeting
Commissioner Gipstein moved to approve the minutes of the January 24, 2001, meeting as
amended. Commissioner O’Donnell seconded the motion and it passed 5/0.
V. Old Business
a. Library Expansion Committee Update
1. Serbian Church is no longer a viable location for temporary library facility.
2. Library Expansion Committee seriously considered temporary library facility versus
saving monies for the expansion project itself.
3. Distributed Report on Interim Library Facility.
- One trailer removed from plan to save money.
- County may pay for temporary storage.
b. Report on Joint Meeting with Council
1. Unsatisfactory turnout of Library Commissioners.
2. Chair Manzo forward recommendation to not accept permanent art donations, but
rather facilitate rotating art exhibits at Library.
3. Updated Council on two Senate Bills favoring Library districts in redistribution of
ERAF.
c. Commission Meeting Attendance and Procedures
Commissioners reminded to call or e-mail Lori Burns, if unable to attend Library
Commission Meeting as soon as possible.
VI. New Business
a. Joint Ventures with Private Businesses and Local Public Libraries
Tabled.
VII. Reports
Assembly Person Dutra has introduced AB315 address ERAF funds for Libraries.
a. Susan Fuller, County Librarian
1. SCCL catalog distributed for review prior to distribution to Library Expansion
Committee regarding Temporary Library Services.
b. Dolly Barnes, Community Librarian
- Guide people to help themselves.
- Directs patrons to credible sites.
- Allows access to subscription databases.

c. Marcia Manzo, Library Commission Chair
Election of Commission Chair and Vice Chair in April
d. Lori Burns, City Staff Liaison
No Report.
e. Jim Givens, Friends of the Saratoga Libraries
1. FSL committed to raise 600,000 to furnish library as general obligation bond funds
can not used to purchase furniture, shelving, etc.
2. FSL currently has a balance of $302,000.
3. FSL Board is proving outstanding leadership.
4. Jim Givens is retiring from FSL Board June 2001.

None.
IX. Adjournment
Commissioner O’Donnell moved to adjourn the meeting. Commissioner Foscato seconded
the motion and the meeting was adjourned at 8:40pm. 5/0
