Call to Order: Meeting called to order by the Chair 2. Roll Call: Present: Cosyn, Goldberg, Stallman, Swan; Staff: Harvancik; Absent: Waltonsmith 3. Report on Posting of the Agenda: So done 4. Accept Agenda Items and Order: No changes 5. Approval of Minutes: December minutes approved 6. Oral and Written Communication: none 7. New Business • West Valley College Trail – Lori Gaskin, President of West Valley College, presented the Creek Restoration project and Trail project which are being developed through a Grant from the Santa Clara Valley Water District. The proposed projects will rebuild the bridge by the Campus Center and create stair step pools and riffles to control streambed erosion. A followup phase would include a trail along the creek and the upper flood basin pond with directional signage linking it to Douglass Lane at Fruitvale Avenue. An observation deck in the middle of campus and invasive plant removal are other features of the plan. The College is applying for two Santa Clara Valley Water District grants: (1) stream restoration implementation grant; and (2) trails grant to implement the initial phase involving the stream bed restoration and bridge rebuild. Committee input included support for the trail and a suggestion that the observation deck include “before” photos of the creek. Other questions included upper pool enhancement as a wetland habitat and whether any threatened wildlife has been discovered. It was suggested that the College also look into seeking funding from the Land and Water Conservation Fund. • Joint Meeting with City Council – scheduled for May 18th 6pm (preceding the Council Meeting) • Future Trail CIP’s – 10 candidate projects were identified. The Committee plans to review the list at the next meeting. 1. Congress Springs Park North Side Access 2. Blue Hills School Safety Crossing 3. Joe’s Trail Extension 4. Village Creek Trail 5. Corner of Montauk and Fruitvale at Redwood Middle School 6. Saratoga Creek Trail 7. Via Regina Trail 8. Big Basin Way (Village) to Hakone Gardens 9. Prospect Road Sidewalk from Titus to Johnson 10. Quito Road Sidewalk from Highway 85 to Allendale • SCVWD grant opportunity – Staff is working to submit an application for portions of the Village Trail. • Congress Springs Park north side access path – This connection across the freeway using the utility bridge next to Cox can be a CIP candidate in July. • Sobey Meadows Court trail – This trail and easement were vacated by the City Council in action taken in 1981. 8. Old Business • Saratoga Creek Trail update – The trail downstream of the Village will likely be on the north side of the creek as properties are redeveloped in that area. • Circulation Element bicycle route re-evaluation – Sobey Road may make a good candidate as an alternative lower volume traffic route compared to Quito Road - just like the “Postal Route” on the west side of town offers an alternative to Pierce Road. Bicycle Lane/Route designation of Quito would want to be maintained as far south as Sobey Meadows Road, however, and it was suggested that Quito could warrant remaining a Class III route in order to keep bicycle signs posted as a reminder to car traffic. Reconstruction of portions of Quito due to bridge replacement(s) will help improve the roadway for bicycle use, too. • Garrod Annexation – trail easements are being routed along the perimeter to make the necessary trail connections. Mid-Peninsula Open Space already has a use agreement for access crossing the western portion of the property. • Saratoga Avenue walking connections – Construction will take place this summer. 9. Staff Report: Joe’s Trail is progressing well. Mt. Eden trail head stakes are being replaced with boulders to control access. 10. Reports: • Pending trails updates - none • Member reports – none 11.
