HomeMy WebLinkAbout04-19-2011 PEBTAC MinutesCITY OF SARATOGA PEDESTRIAN, EQUESTRIAN & BICYCLE TRAILS ADVISORY COMMITTEE Meeting Minutes DATE: Tuesday, April 19, 2011 TIME: 4:00 pm LOCATION: City of Saratoga Planning Offices, 13777 Fruitvale Avenue, Saratoga, CA 95070 1. Call to Order: Meeting called to order by the Vice Chair at 4:00pm 2. Roll Call: Present: Goldberg, Stallman, Swan; Staff: Harvancik Absent: Cosyn, Waltonsmith 3. Report on Posting of the Agenda: So done 4. Accept Agenda Items and Order: No changes 5. Approval of Minutes: March minutes approved 6. Oral and Written Communication: The Andersons asked about and provided input regarding the Garrod property equestrian path along Garrod – Mt. Eden Crest Rd. where they live which is a private road. They asked that the path be off road so that road does not get littered with horse droppings. They also suggested that the road be taken over by the City up to and including where the equestrian path crosses the road just west of where Calabazas Creek begins. They asked about and were told that liability for trails dedicated to the City and accepted by the City is indemnified by the City. 7. Old Business • Saratoga Creek Trail update: This item will be moved off of future agendas • Circulation Element bicycle route re-evaluation: The response to City Council will go out in May • Garrod Annexation – trail easements: Next step is for proposed trails to be shown on a map by the applicant • Saratoga to the Sea connection from Saratoga to Sanborn Park update: Environmental document still needs one more agency approval, then comes the public review period. 8. Staff Report • Lower tank trail had a small slide which was repaired by the contractor who built the trail • All trails have been sprayed for poison oak • The design for pedestrian pathways along HWY 9 from Vickery Lane to Los Gatos was presented for review • A bus shelter will be installed at the Village for the Sunnyvale northbound stop across the street from the Fire Station • Arbor Day is to be held April 22nd @ 3:30 at Foothill Park 9. New Business • Joint Meeting with City Council and PRC: Future CIP candidate trail projects and a map will be presented May 18th 6:00 • Joint meeting with PRC: Will be held May 10th 6:30 in Warner Hutton House • Future Trail CIP’s: Comments and questions were discussed 10. Reports (information only, no actions to be taken) • Pending trails updates: Big Basin Rd (HWY 9) widening at blind curves project is only partway completed (switchback hairpin) with 2 more locations - one above the San Jose Water Company stretch and one just above Hakone yet to be done - photos of existing and virtual reality as built are available in the project document found at http://www.dot.ca.gov/dist4/documents/route9/sr9_complete_fedD_04072011.pdf • Member reports: Arbor Day is April 22nd 3:30 at Foothill Park (next to Foothill School) 11. Action Items Summary • Chair will check on San Jose Water Company support of trail connection to Sanborn Park 12. Adjournment to Next Regularly Scheduled Meeting: The May 17th meeting is cancelled
