HomeMy WebLinkAbout06-21-2011 PEBTAC MinutesCITY OF SARATOGA PEDESTRIAN, EQUESTRIAN & BICYCLE TRAILS ADVISORY COMMITTEE Meeting Minutes DATE: Tuesday, June 21, 2011 TIME: 4:00 pm LOCATION: City of Saratoga Planning Offices, 13777 Fruitvale Avenue, Saratoga, CA 95070 1. Call to Order: Meeting called to order by the Vice Chair at 4:00pm 2. Roll Call: Present: Goldberg, Stallman, Swan, Waltonsmith; Staff: Harvancik Absent: Cosyn 3. Report on Posting of the Agenda: So done 4. Accept Agenda Items and Order: Move South Thunder item to right after Garrod 5. Approval of Minutes: April minutes approved 6. Oral and Written Communication: none 7. Old Business • Garrod Annexation – trail easements: Reviewed property map showing owner proposed trail routing. No trail is shown on the Garrod-Mt. Eden Crest Rd. segment. Further definition is needed to show a trail connection out to Mt. Eden Rd. trail. • Saratoga to the Sea connection from Saratoga to Sanborn Park update: A 30 day Public Review begins June 27th for the “Initial Study” which is to be posted on the City website. 8. Staff Report • The new issue Heritage Tree application form is now available • Bots dots along the Bike Lane line on Saratoga Avenue at the Library have been removed subsequent to a member of the public request. • The design for the new bus shelter across from the Fire Station at the Village was shown 9. New Business • Joint Meeting with City Council combined with PRC: minutes are posted on the PRC site • Joint meeting with PRC: Identified City process for initiating a description file document for new CIP items to be tracked • Future Trail CIP’s: Project description write-ups are being prepared – the Village Creek Trail initial draft was shown • South Thunder annexation, easement review: Bill Brooks presented photos of grading and fencing work taking place along the property boundary and the need to insure connectivity for the trail to Mt. Eden Rd. • Summer schedule: Meeting to be held in July with an August recess 10. Reports (information only, no actions to be taken) • Pending trails update: Castle Rock impending closure by the State will create a gap in the Saratoga to the Sea Trail. State legislation has been introduced, SB-356, to allow local jurisdictions to take over parks slated for closure and this may warrant a City Council resolution in support so that maybe Mid- Pen could keep the park open. • Member reports: Goathead Puncturevine weeds have been removed where found at all city school sites and trail/roadways adjacent to the schools. This year for the first time, Kevin Moran Park did not have any infestations. Foothill, Christa McAuliffe, and Argonaut schools are expected to be rid of further annual infestations after this year since only minor patches were found and completely cleaned up. 11. Action Items Summary: • Staff to continue to pursue Garrod map completion • Committee member, Jim, to locate a resolution supporting SB-356 to submit to the City Council 12.
