HomeMy WebLinkAbout07-19-2011 PEBTAC MinutesCITY OF SARATOGA PEDESTRIAN, EQUESTRIAN & BICYCLE TRAILS ADVISORY COMMITTEE Meeting Minutes DATE: Tuesday, July 19, 2011 TIME: 4:00 pm LOCATION: City of Saratoga Planning Offices, 13777 Fruitvale Avenue, Saratoga, CA 95070 1. Call to Order: Meeting called to order by the Vice Chair at 4:00pm 2. Roll Call: Present: Cosyn, Stallman, Swan, Waltonsmith; Staff: Harvancik 3. Report on Posting of the Agenda: The agenda for this meeting was properly posted on July 15, 2011. 4. Accept Agenda Items and Order: Accepted 5. Approval of Minutes: June minutes approved 6. Oral and Written Communication: none 7. Old Business • Garrod Annexation – trail easements: An updated map from the property owner now shows a trail on the property frontage and not on the road itself. The committee voted in support of the proposed trail route. A local resident discussed the possibility of dedicating a trail easement on another property connecting to Eden Crest Ct. • Saratoga to the Sea connection from Saratoga to Sanborn Park update: The initial study for the property acquisition is on the City website for the comment period ending on July 27th. The purchase agreement is in process by the City, County Parks, and Mid-Peninsula Open Space District. • Future Trail CIP’s: 5 CIP projects being drawn up using the CIP template were shown. • Saratoga Avenue sidewalk: This item to be continued to next meeting. 8. Staff Report • Santa Clara Valley Water District (SCVWD) grants for the Village creek trail design and to build the overlook vista were granted. • Valley Initiative for Values in Urban Agriculture and Horitculture Foundation (VIVA) received a SCVWD grant. VIVA has a project they want to do in Saratoga along Saratoga Creek. • The City Commission appreciation event the year will be on September 27th. 9. New Business • 22100 Mt. Eden Road trail easement dedication: A trail using a new easement is being constructed across the gap. Existing fencing will be moved out of the creek. • SB356 - local operating agreements for State Parks: Bill has reached the Governor's desk. Saratoga may not be in a position to utilize the bill with Castle Rock State Park slated for closure - which would possibly affect Saratoga to the Sea Trail - if the park is actually found to be located in Santa Cruz County even though it has a Los Gatos address. Committee members decided to see if there is an alternate trail to the one through Castle Rock which would connect to the westerly portion of the Saratoga to the Sea Trail - possibly along Skyline Blvd. 10. Reports (information only, no actions to be taken) • Pending trails update: Castle Rock impending closure by the State will create a gap in the Saratoga to the Sea Trail. State legislation has been introduced, SB-356, to allow local jurisdictions to take over parks slated for closure and this may warrant a City Council resolution in support so that maybe Mid-Pen could keep the park open. • Member reports: Goathead Puncturevine weeds have been removed where found at all city school sites and trail/roadways adjacent to the schools. This year for the first time, Kevin Moran Park did not have any infestations. Foothill, Christa McAuliffe, and Argonaut schools are expected to be rid of further annual infestations after this year since only minor patches were found and completely cleaned up. 11. Action Items Summary: • Committee will investigate Saratoga to the Sea Trail connection alternative to Castle Rock State Park segment. 12.
