HomeMy WebLinkAbout01-17-2012 PEBTAC MinutesCITY OF SARATOGA PEDESTRIAN, EQUESTRIAN & BICYCLE TRAILS ADVISORY COMMITTEE Meeting Minutes DATE: Tuesday, January 17, 2012 TIME: 4:00 pm LOCATION: City of Saratoga Administrative Conference Room, 13777 Fruitvale Avenue, Saratoga, CA 95070 1. Call to Order: Meeting called to order by the Vice Chair at 4:00pm 2. Roll Call: Present: Stallman, Swan, Waltonsmith, Cosyn; staff: Harvancik 3. Report on Posting of the Agenda: So done 4. Accept Agenda Items and Order: Accepted 5. Approval of Minutes: October minutes approved 6. Oral and Written Communication: none 7. Old Business • Future Trail CIP’s: Prospective candidate projects for City Council consideration are prepared • 22100 Mt. Eden Road trail easement dedication: Property owner is working up a different plan and trail easement is still part of it 8. Staff Report • Current City Newsletter Saratogan includes a link to Trails maps • West Valley College will be doing a median landscaping project along Fruitvale - a committee member suggested that pedestrian crossings of Fruitvale be made an agenda item and it was suggested that the Traffic Safety Commission could take this on. In any case, the plan for the landscaping will be made available to the Trails Committee at a future meeting. • Garrod property annexation is going before the County's Urban Service Area unit and will return for City Council in 4 months • Joe's Trail - a problem with drilling for one of the piers for the Saratoga Creek bridge is resulting in delays to bridge installation • The Parks and Recreation Commission campaign Move-It Saratoga is seeking candidate trail/walking routes 9. New Business: • Saratoga Retirement Community Pedestrian Trails: Richard Roof who is chair of the walking group from the Saratoga Retirement Community brought up the matter of a new gate closing off the San Marcos road pedestrian path - requesting that the route be reopened. City staff has looked into the matter and found that the residence which is presently undergoing work where the gate was installed does have a trail easement dedication, but the trail easement does not exist on the adjacent property. The recently closed off route is on the Trail Master Plan and staff will seek a trail easement so that the path is reopened and maintained to current trail standards. It was suggested to the walking group by the committee chair that prescriptive easement legalities be explored as a possible way to reopen the path near term. The gate to Chester next to the fire road access is still open but it is a detour for the residents. 10. Reports (information only, no actions to be taken) • Pending trails updates: Tank trail is in great shape • Member reports: Ray reported on the pilot Bike Sharing project which was the topic of the January VTA BPAC meeting 11. Action Items Summary: Staff will continue to work towards getting the San Marcos path reopened 12. Adjournment to Next Regularly Scheduled Meeting: Tuesday, February 21, 2012 at 4:00 pm
