HomeMy WebLinkAbout01-12-2017 TSC Meeting MINUTES CITY OF SARATOGA TRAFFIC SAFETY COMMISSION REGULAR MEETING MINUTES DATE: January 12, 2017 TIME: 6:30 PM – 9:30 PM LOCATION: Administrative Conference Room 13777 Fruitvale Avenue, Saratoga, CA 95070 Call to Order Roll Call: Chen, Choi, Cosyn, Coulter, Harris, Kane, McIntyre Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on January 6, 2017. Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Oral & Written Communication Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. Approval of Draft Minutes January 12, 2017 - COMMISSIONER HARRIS MOTIONED TO APPROVE. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 6-0 (COMMISSIONER CHEN ABSTAINED) Sheriff’s Report to the Commission Old Business 1. Traffic Matrix #337 Issue: Request to reduce speeding at Brookglen by John Helm. This item has been brought to TSC in previous years. In 2013, the City installed bots dots at the “S” curve. In 2014, Sankaran Suresh requested for additional traffic calming measures. At the time, the TSC recommended that the City write a letter to trim the shrubs for better visibility of pedestrians walking on the street. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. TRAFFIC ENGINEER RECOMMENDED BOTTS DOTS. SIGNAGE. Data collection over 48 hours. Volume data of does not warrant stop sign. - COMMISSIONER MCINTYRE MOTIONED TO EVALUATE INPAVEMENT SIGN AS PART OF THE EXITING PLAN AND THEN ASK THE SHERIFF’S OFFICE TO IMPLEMENT DIRECTED ENFORCEMENT. - COMMISSIONER HARRIS GAVE SECOND MOTION. - APPROVED- 7-0 2. Traffic Matrix #347 Issue: Request for additional parking restriction at Melinda Circle by Alex Pang. This item was heard in November 2015 and the TSC recommended that the corners at the intersection of Melinda Circle have restricted parking and the corner of Melinda Circle opposite the back of the school. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER KANE- IMPELEMENT EXISTING PLAN AND STAFF TO DEVELOP A COMPREHENSIVE ANALYSIS ON TRAFFIC FLOW AND PARKING STUDY AT CHRISTA MCCAULIFF AND THE COMMUNITY. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0 3. Traffic Matrix #359 (Deferred to March Meeting) Issue: Request for comprehensive traffic calming plan for Sobey Road. This item has been heard multiple times in the last two years and the area will be addressed through a comprehensive plan. Action: TSC will review and discuss plan presented by the traffic engineer and make a recommendation. New Business 4. Traffic Matrix #380 Issue: Request for stop sign at Ascension and Miller by Vasu Sankhavaram Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER JOHN CHEN MOTIONED TO TAKE NO ACTION. - COMMISSIONER KANE GAVE SECOND MOTION. - APPROVED 7-0. 5. Traffic Matrix #381 Issue: Request for traffic calming methods to reduce speeding on Glen Brae from Scotland to Beaumount by Lynn and Joe Pinto. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER CHEN MOTIONED TO CONTINUE EFFORT TO REVIEW TRAFFIC LIGHT SOLUTION TO REDUCE OVERFLOW TRAFFIC AND TO CHECK RADAR ENFORCEMENT TRAILOR. - COMMISSIONER HARRIS GAVE SECOND MOTION. - APPROVED 7-0 6. Traffic Matrix #382 Issue: Request for traffic calming methods to reduce speeding on Douglass Lane by Rupen Shah. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER CHEN MOTIONED TO TAKE NO ACTION. - COMMISSIONER CHOI GAVE SECOND MOTION. - APPROVED 7-0 7. Traffic Matrix #383 Issue: Request for traffic calming methods to reduce speeding at Homes Drive by Terrence Lynch. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER KANE MOTIONED TO ASK SHERIFF TO ENFORCE DIRECTED ENFORCEMENT. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0-0 8. Traffic Matrix #384 Issue: Request for traffic calming methods on Hill Avenue to reduce speeding by Rose Vasseghi. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER KANE PROPOSED TO TAKE NO ACTION ON THE SPEEDING. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0-0 - COMMISSIONER HARRIS GAVE MOTION TO LOOK AT THE POSSIBILITY THE INTERSECTION LINE - COMMISSIONER CHEN GAVE SECOND MOTION. - APPROVED 7-0-0 (Staff send letter to trim tree – talk to Franziska about which shrub) 9. Traffic Matrix #385 Issue: Request for restricted parking at 6th street and implementation of turnaround at Big Basin Way by Marilyn Marchetti. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. Marilyn Marchetti- Speed table, neighborhood enforced parking permit, signage that says permit parking. Paint one side of 6th street red. Paint one side of Pamela way. Traffic Engineer recommended to perform parking study, one side no parking on 6th street. City will look into permit parking at Village area. John Cherbone- Big Basin turnaround is something Council would like to see. But will not bring relief in the near future. Commissioner Chen motioned to restrict parking on one side. - COMMISSIONER HARRIS MOTIONED FOR THE TRAFFIC ENGINEER TO STUDY WHICH SIDE OF THE STREET SHOULD HAVE RESTRICTED PARKING AND ALSO LOOK INTO PERMIT PARKING PROGRAM AND DEFINING PARKING STRATEGY AS PART OF VILLAGE PLAN AND TO TEST THE PARKING PROGRAM. - COMMISSIONER CHEN GAVE SECOND MOTION. - APPROVED 7-0 - (NEIGHBORHOOD WATCH ON THE 24TH AT 7 P.M. CONDOMINIUM CLUB HOUSE) 10. Discuss Traffic Safety Commission current process. -Commissioners discussed process improvements. 11.
