ROLL CALL PRESENT: Members Ray Cosyn, Sudip Ghosal, John Hirokawa, Rebecca Jepsen, Chuck Page ABSENT: None ALSO PRESENT: Crystal Bothelio, City Clerk/Asst. to the City Manager Captain Rich Urena, Santa Clara County Sheriff’s Office REPORT ON POSTING OF THE AGENDA Crystal Bothelio, City Clerk/Asst. to the City Manager, reported that the agenda for this meeting was properly posted on June 15, 2017. ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS None AGENDA ITEMS: 1. Public Safety Task Force Minutes Recommended Action: Review and approve draft minutes from the May 25, 2017 meeting. JEPSEN/PAGE MOVED TO APPROVE DRAFT MINUTES FROM THE MAY 25, 2017 MEETING. MOTION PASSED. AYES: COSYN, GHOSAL, HIROKAWA, JEPSEN, PAGE. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 2. Public Safety Task Force Work Plan Council Priorities & Implementation Timeline Recommended Action: Review City Council priorities for the Public Safety Task Force work plan; discuss and finalize the work plan implementation timeline. Crystal Bothelio, City Clerk/Asst. to the City Manager, provided a report on the draft implementation timeline. Saratoga Public Safety Task Force Agenda - Page 2 of 3 Vice Chair Chuck Page noted that there is some inconsistency between the list of CERT members maintained by City staff and the list of individuals provided by Santa Clara County Fire to receive Disaster Service Worker identification cards. The Public Safety Task Force considered the implementation timeline. PAGE/JEPSEN MOVED TO APPROVE THE IMPLEMENTATION TIMELINE WITH THE FOLLOWING CHANGES: INCLUDE TIME AT A FUTURE PUBLIC SAFETY TASK FORCE MEETING FOR A REPRESENTATIVE OF CERT TO PROVIDE AN OVERVIEW OF CERT AND DISCUSS ALIGNING NEIGHBORHOOD WATCH AND CERT; HOLD THE NEIGHBORHOOD WATCH LEADER GATHERING BEFORE DISCUSSING THE NEIGHBORHOOD WATCH REGISTRATION PROCESS/GUIDELINES OR GUIDELINES FOR KEEPING NEIGHBORHOOD WATCH GROUPS ACTIVE TO BEGINNING GETTING INPUT FROM NEIGHBORHOOD WATCH LEADERS; AND TENTATIVELY PLAN TO HAVE THE NEIGHBORHOOD WATCH LEAD GATHERING IN SEPTEMBER OR OCTOBER. City Budget Overview Recommended Action: Receive summary on the City’s budget development process. Crystal Bothelio, City Clerk/Asst. to the City Manager, provided an overview of the City’s budget process. 4. Public Safety Metrics Recommended Action: Review arrest data (on-view vs warrant) and suspicious calls for service; provide direction on development of metrics for measuring success of crime prevention efforts. Captain Rich Urena presented arrest data and suspicious calls for service data. The Public Safety Task Force requested monthly updates to the arrest, suspicious calls for service, and crime data. 5. Improved Public Safety Webpage Recommended Action: Review existing content on City public safety page and provide recommendations for improvement. Crystal Bothelio, City Clerk/Asst. to the City Manager, reported on the current status of the website development, content on the City’s public safety page, and content used on other public safety webpages. Saratoga Public Safety Task Force Agenda - Page 3 of 3 The Public Safety Task Force requested a button on the homepage connecting visitors to the City’s safety page, a strong search tool, and additional home protection information. The Task Force considered creating a tiered messaging methodology for communicating, similar to the Homeland Security Advisory System that indicates the threat of terrorism through a color-coded scale. 6. Mobile App with Public Safety Information Recommended Action: Provide recommendations for desired mobile app content. The Public Safety Task Force suggested including traffic safety informational on the mobile app, such as what to do during an accident or areas of potential congestion due to construction. The Task Force also considered how mobile notifications could be used to communicate safety information. The Task Force agreed to further refine recommendations for mobile app content at the July meeting. 7. Future Agenda Items Recommended Action: Consider agenda items for upcoming meetings. Additional agenda items for the July 27, 2017 meeting included discussion of the Neighborhood Watch Gathering and the mobile app. ADJOURNMENT Chair John Hirokawa adjourned the meeting at 7:59 p.m. Minutes respectfully submitted: Crystal Bothelio, Deputy City Manager City of Saratoga
