Hi Crystal,
Thanks for your note. I appreciate the follow up.
The Yes on Measure Q committee submitted a California form 460 semi-annual statement covering
the period from January 1, 2014 to June 30, 2014 to the City of Saratoga on July 15, 2014 receiving a
date stamp on that day. It is my understanding that during this pre-election time, if expenditures
are not made for the November 2014 election, then the committee will continue to prepare and
provide the required semi-annual statements to the City Clerk to meet FPPC reporting
requirements.
For a 1st pre-election statement covering the period that runs from July 1, 2014 to September 30,
2014: if I understand correctly, a pre-election statement for the committee is not required unless
we have incurred expenses related to the November 2014 election during that time. Our
committee did not incur expenses related to the November 2014 election for the period from July
1, 2014 to September 30, 2014, therefore has not provided a 1st pre-election statement to the City
Clerk.
The committee intends to prepare and provide to the City Clerk by October 23, 2014, a second pre-
election statement covering the period before the November 2014 election of October 1, 2014 to
October 18, 2014, if/when we obtain invoices for expenditures related to the November 2014
election. Our committee has not at this time incurred invoiced expenses related to the upcoming
November 2014 election.
Please let me know if this response does or does not satisfy the FPPC legal reporting requirements
for our committee, if you require additional information or if you have any questions.

If the Committee has made expenditures related to the upcoming election, please submit the 460
as soon as possible.

Hello Trish,
I am writing to let you know that if the Yes on Measure Q Committee has made expenditures
related to the upcoming election, the committee is required to file 2 pre-election campaign
disclosure statements. The 1st pre-election campaign disclosure statement (Form 460) is due to
me by October 6, 2014 as required by the Fair Political Practices Commission (FPPC). The 1st pre-
election statement covers the period that runs from July 1, 2014 to September 30, 2014.
The 2nd pre-election campaign disclosure statement is due October 23, 2014. The 2nd statement
covers the period between 34 days and 17 days before the election (October 1 to October 18).
Late submittals may be subject to a fine of$10 per day, starting the day after the filing deadline,
until the statement is filed; fines may not exceed the cumulative amount of reported
contributions or expenditures, or $100, whichever is greater.
Copies of the Form 460 and the FPPC guide for local campaigns are attached. If you need
assistance or more information regarding campaign disclosure requirements, please call the
FPPC's toll-free advice line at 1-866-ASK-FPPC (1-866-275-3772). The FPPC advice line operates
Monday through Thursday from 9:00 a.m. to 11:30 a.m.
