Any member of the public may address the Public Art Committee for up to three (3) minutes on
matters not on the Agenda. The law generally prohibits the Public Art Committee from
discussing or taking action on such items. However, the Public Art Committee may schedule the
item for discussion at a future meeting.

PUBLIC ART COMMITTEE
REGULAR MEETING
The Public Art Committee regular meeting was called to order at 12:33 p.m. in the City Hall,
Administrative Conference Room at 13777 Fruitvale Avenue in Saratoga.

Deputy City Manager Crystal Bothelio reported that the agenda for this meeting was properly
posted on August 29, 2017.

AGENDA ITEMS:
1. Public Art Committee Minutes
Recommended Action:
Review and approve the Public Art Committee minutes from August 17, 2017.
BERNALD/LO MOVED TO APPROVE THE PUBLIC ART COMMITTEE MINUTES
FROM AUGUST 17, 2017. MOTION PASSED. AYES: LO, BERNALD. NOES: NONE.
ABSTAIN: NONE. ABSENT: NONE.
2. PLACE Lease Agreement
Recommended Action:
Consider recommendation to the City Council to extend the lease of PLACE with Montalvo
Arts Center and to pay for the lease from the Public Art budget.
The Public Art Committee discussed the lease agreement.
BERNALD/LO MOVED TO RECOMMEND THAT THE CITY COUNCIL EXTEND
THE LEASE OF PLACE WITH MONTALVO ARTS CENTER AND TO PAY FOR
THE LEASE FROM THE PUBLIC ART BUDGET. MOTION PASSED. AYES: LO,
BERNALD. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE.
The Public Art Committee asked staff to discuss a longer lease or option to purchase the
artwork with Montalvo.

3. Public Art Map
Recommended Action:
Discuss map displaying locations of artistic significance in the City of Saratoga.
The Public Art Committee reviewed the map and agreed to postpone publication until after
the utility box painting is done. The Committee also asked that the Peck Bench, mural on the
Water Company building, and stained glass window at Saratoga Federated Church. The
Committee agreed to discuss additional locations at the next meeting.
4. Rock Painting Program
Recommended Action:
Consider proposal to create a rock painting program.
Vice Mayor Bernald shared an update on interest that has been expressed in creating a rock
painting program.
The Public Art Committee discussed the City’s role and involvement in a rock painting
program. The Committee asked staff to return with additional information about the cost of
creating rock painting kits that can be checked out by community groups.
5. Future Meetings
Recommended Action:
Discuss agenda topics and scheduling of future meetings.
The Committee agreed to schedule a meeting for October 19 and discuss the Rock Painting
Program, Montalvo’s response to the request for a longer lease or options to purchase
PLACE, and the Public Art Map.

Subject: Rock Painting Program
At the Public Art Committee meeting discussed development of a rock painting public art
program at the September 7, 2017 meeting. During the meeting, the Committee expressed
interest in creating rock painting kits that can be loaned out to interested individuals or groups
to help offset the cost of painting rocks.
Staff was asked to provide estimated costs for development of rock painting kits. A set of 3 rock
painting kits is estimated to cost $415. Each kit would have just over 80 small river rocks, 2 sets
of paint, 2 sets of permanent markers, 2 brush sets, 2 spray sealants, and would come in a large
plastic bin. Below is a breakdown of costs.

In addition to purchasing kits, the City may want to provide guidelines for rock painting. For
example, the City could encourage criteria similar to that of the utility box painting program.
More specifically, the guidelines could advise against including: political statements or symbols;
religious references or symbols; profane or offensive content; graffiti-like style artwork;
copyrighted or trademarked material; or corporate or organizational references, branding, or
symbols. Additionally, the kits could encourage painters to use a common hashtag so that
photos of rocks posted on social media can be connected to the program. Example hashtags
include #SaratogaRocks or #SaratogART.

The City may also want to provide instructions on placement of rocks. Recommendations for
placement of rocks could include City parks and public landscaped areas, not including lawns or
City medians.
Other Rock Painting Programs:
Several U.S. communities have launched rock painting programs. Many of the programs are
started by local art groups or community members to encourage the public to engage in public
art and build community. Through these programs, local organizers invite the public to
purchase a rock, decorate it, mark their name or a hashtag on the bottom of the rock, and then
hide the rock in safe public places where rocks will not damage landscape equipment or put the
people looking for rocks in danger. After a rock is found, the public is invited to post a photo of
the rock to a local Facebook group or social media site and hide the rock for others to discover.

Some programs have also encouraged the public to follow a certain theme for rock artwork. For
example, the Kindness Rocks Project calls for individuals to inspire random acts of kindness
through rock artwork. Through the Kindness Rocks Project, rocks have been placed throughout
the United States and in 7 other countries.

Since these programs have grown organically through Facebook and other social media sites,
there is little to no cost associated with the programs. Generally, participants obtain their o wn
rocks and materials. Some of the programs, such as Greensboro Rocks, host rock painting
parties and provide rocks and paints. The cost of rocks, paint, sealant, and pens for 100 artists
would be roughly $350 depending on the nature of the event.
