HomeMy WebLinkAbout10-19-2017 Public Art Committee MinutesSaratoga Public Art Committee Meeting Minutes - Page 1 of 2   MINUTES OCTOBER 19, 2017 PUBLIC ART COMMITTEE REGULAR MEETING The Public Art Committee regular meeting was called to order at 12:18 p.m. in the City Hall Administrative Conference Room at 13777 Fruitvale Avenue in Saratoga. ROLL CALL PRESENT: Mayor Emily Lo, Vice Mayor Mary-Lynne Bernald ABSENT: None ALSO PRESENT: James Lindsay, City Manager Crystal Bothelio, Deputy City Manager REPORT ON POSTING OF THE AGENDA Deputy City Manager Crystal Bothelio reported that the agenda for this meeting was properly posted on October 12, 2017. ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS None AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from September 7, 2017. BERNALD/LO MOVED TO APPROVE THE PUBLIC ART COMMITTEE MINUTES FROM SEPTEMBER 7, 2017. MOTION PASSED. AYES: LO, BERNALD. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 2. Public Art Map Recommended Action: Receive update of draft public art map, to be provided at the meeting. Vice Mayor Bernald shared that she spoke with an elementary school art teacher who would like her students to paint a utility box. The Committee discussed possible additions to the map and agreed to include the Blessing Bench on the map. The Committee also requested labels on the map for utility box locations and a reference to the rock painting program. The Committee asked that the updated map be presented after the utility boxes have been painted. Saratoga Public Art Committee Meeting Minutes - Page 2 of 2   3. Rock Painting Program Recommended Action: Consider proposal to create a rock painting program. The Committee discussed creating rock painting kits that can be checked out by groups or individuals interested in painting rocks and placing them throughout the community. Vice Mayor Bernald shared that people in the community are already painting rocks and labeling them with the hashtag, #SaratogaRocks. She suggested continuing to use the hashtag. Mayor Lo proposed locating rocks in public locations and other areas of the community where the City would like to direct people to. She raised concerns regarding liability. She recommended guidelines to offer suggestions on rock placement and content, as well as creating a deposit to encourage individuals to return the rock painting kits. Mayor Lo also requested a variety of rock sizes be included in the rock painting kits. The Committee directed staff to create 4 rock painting kits with necessary supplies and replenish the kits as needed. The total budget for the program was set at $2,000. The Committee further agreed to create guidelines for the kits that would: 1) advise against painting political statements or symbols, religious references or symbols, profane or offensive content, graffiti-like style artwork, copyrighted or trademarked material, or corporate or organizational references, branding, or symbols; 2) encourage use of the hashtag #SaratogaRocks; and, 3) encourage placement of rocks on public property or publicly accessible private property, with owner permission. The Committee further directed staff to issue kits for no more than 4 weeks with the option to renew kit loans and require a $40 deposit for each kit. The Committee requested that the kits and guidelines be presented at the next Public Art Committee meeting. 4. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings. The Committee agreed to meet on Monday, December 4 at 12:00 p.m. to discuss the Rock Painting Program, review Paint the City applications, and assess the public art budget.
