The law generally prohibits the Library Commission from discussing or taking action on such items. The Library Commission may choose to place the topic on a future agenda. Approval of Minutes Draft minutes for the October 24, 2017 Agenda Items 1. Review of Draft 2018 Work Plan, Consider 2017 Accomplishments Summary: Every year, the City Council considers and authorizes Commission work plans. Typically, the Commission also presents progress on existing work plan items. The Council review of work plans typically happens in the beginning of the calendar year. The Commissions are tentatively scheduled to present their work plans during a study session on March 5, 2018. Action: Review and finalize the draft 2018 work plan, identify Library Commission accomplishments to be highlighted. 2. Support for Library Goals/Efforts Action: Discuss how the Library Commission can help support the goals and activities of the Library. 3. Library Card Promotion Action: Discuss Library Commission promotion of Library Card signups. 4. Meeting with Other Library Commissions Summary: In the past, members of the Saratoga Library Commission have attended meetings of other city Library Commissions, such as the City of Cupertino. Review of 2017 Work Plan, Consider 2018 Work Plan Summary: Every year, the City Council considers and authorizes Commission work plans. Typically, the Commission also presents progress on existing work plan items. The Council review of work plans typically happens in the beginning of the calendar year. Action: Review and identify progress on the 2017 work plan, identify recommended changes to the 2018 work plan. The Commission discussed revisions to the work plan and agreed on the following changes: - Remove Item 2, Consider data of countywide survey relating to Saratoga Library and make recommendations, from the Key Points of Work Plan. - Replace the word recommendation with feedback under item 3 in the Key Points of Work Plan. - Remove Survey from Topics in Detail. - Replace “Provide recommendations based on survey results regarding the $200,000 interior space budget” with “Support Library with Interior Space Review Project” under Interior Space Budget in Topics in Detail. The Commission agreed to finalize the work plan at the December meeting. 4. Rescheduling December Meeting Date Summary: The December meeting falls on a furlough day for the City of Saratoga. In the past, the December meeting has been rescheduled for earlier in the month. Action: Consider rescheduling the December meeting. The Commission agreed to reschedule the December meeting for December 19 at 7:00 p.m. 5. Community News & Trends Summary: Share news and trends within the community. The Commission discussed use of the laptop borrowing station, the Cultural Fashion Show, library card outreach activities, and a library fact sheet. Reports 1. Nancy Howe, Santa Clara County Librarian County Librarian Nancy Howe provided updates on Discovery Tables, Kanopy, Robotics programming, implementation of the Voters Choice Act, Friends/Commissioners Forum, and the next JPA meeting. 2. Michael Eitner, Saratoga Community Librarian Saratoga Library Commission Minutes - Page 3 of 3 Community Librarian Michael Eitner shared information about new programs for children, the Fashion Show, a lecture on the Electoral College, and the number of wireless users at the Library. 3. Alice Patrick, Friends of the Saratoga Libraries Friends of the Saratoga Libraries President Alice Patrick announced the September display of Saratoga authors, National Friends of the Libraries Week, the revamped Friends website, Friends social media presence, the Book Go Round facility lease, the Friends citywide membership mailing, and the upcoming Friends book sale. 4. Karen Burley, Library Commission Vice Chair No announcement. Elicia Ye with the Teen Advisory Board announced upcoming Teen Advisory Board activities, including Crafternoon and Career and College Day. 5. The theme, “No Matter What: Caring, Coping, Compassion” encompasses the selected works, “Goodbye, Vitamin” by first-time novelist Rachel Khong and “My Lovely Wife in the Psych Ward” by writer and TEDx presenter Mark Lukach. Both spotlight the challenges of caregiving and the importance of family and community support during tough times. SVR will kick off on Thursday, Feb 1, 2018 at 7:30pm at the Visual and Performing Arts Center at De Anza College in Cupertino moderated by Mercury News columnist, Sal Pizarro interviewing both authors. SCCLD is offering a new service called Fold3 aimed specifically at veterans of American conflicts, dating back to the Revolutionary War. Fold3 merges a huge database of over 500 million records of photos, official documents such as military records and personal records to provide a rich historical record of U.S. soldiers. Searches can be conducted by name or by military unit. Why did the other parts of the Country see the contest so differently? To get some answers, County Supervisor Joe Simitian traveled to three states and had more than 100 conversations in counties that historically voted for Democratic candidates but “flipped” in 2016 to support Donald Trump. “My goal was to listen, learn and understand. And I learned a lot” said Supervisor Simitian. SCCLD will host several speaking engagements as Supervisor Joe Simitian shares what he learned about America beyond the Bay Area. The changes come about thanks to a combination of staff efficiencies, a prioritization of expanded service hours, and additional funds provided by the North County Library Authority (NCLA). The Santa Clara County Library District (SCCLD) has enacted these changes following up on its own customer satisfaction survey pertaining to library hours. The additional open hours of service reflect the preferences expressed by their local communities and will provide residents more opportunities to visit the library and access services at times that are convenient to them. Saratoga Library will add hours on Mondays and Tuesdays from 10 a.m. to 1 p.m. They currently are open between 1 p.m. and 9 p.m. on those days. “As a strong advocate of expanding library hours, which has been a popular request by our library patrons, I am very pleased and excited to see this materialize,” said Sa ratoga Mayor Emily Lo. “Our community will enjoy and greatly benefit from the additional hours of services on weekdays.” Woodland Library will begin offering hours on Sundays from 11 a.m. to 5 p.m. They currently are closed on Sundays. “NCLA is glad to be able to respond to the community’s desire for Woodland Library to be open on Sundays. My family has been involved with Woodland since its inception in the 1970s and it’s nice to see this neighborhood branch library thriving, loved by th e local community, and now soon to be available for the public to enjoy seven days a week,” said Suzanne Epstein, President of the North County Library Authority. In the customer satisfaction survey, community stakeholders in both Los Altos and Saratoga responded to SCCLD about their preferences for which specific hours to expand at their local libraries. The proposed schedules were a direct response to our customer satisfaction survey, in which: 43% of Saratoga patrons expressed a preference for increased hours on Mondays from 10 a.m. to 1 p.m. 38% of Saratoga patrons expressed a preference for increased hours on Tuesdays from 10 a.m. to 1 p.m. 77% of Woodland patrons expressed a preference for increased hours on Sundays from 12 p.m. to 6 p.m. Visit www.sccl.org for more information about the schedules for all of our locations. As a result, the library will be open from 10:00 am to 9:00 pm on these days. We are able to do this through staff efficiencies and prioritizing expanded service hours. THANKFULNESS For November, Teen Librarian Birgit Spring and the teen volunteers created a display where community members may give thanks. Rachel Khong’s first novel Goodbye, Vitamin tells the tale of Ruth. Ruth, age 30, moves back home to live with her parents after being disengaged from her fiancé. Her history-professor father is losing his memory and is erratically lucid. Meanwhile, Ruth’s mother is lucidly erratic. As her father’s condition deteriorates, the humor in Ruth’s situation takes hold and transforms her and her grief. Mark Lukach’s memoir My Lovely Wife in the Psych Ward is the second title. Lukach met and fell in love with his wife Giulia when he was 18. They married at 24 and enjoyed life in San Francisco. At 27, Giulia suffered an 2 unexpected psychotic break and was in the psych ward for almost one month. Over time, Giulia recovered and the couple had a son. Giulia had a second breakdown after the birth of their son, and then a third a few years later. Ultimately, the book is a love story that raises the issues of how we care for those we love as well as for what and for whom we live. Both authors live in the Bay Area and will present numerous programs across Silicon Valley. The kick-off celebration is Thursday, February 1, 2018 at 7:30 p.m. at the De Anza College Visual & Performing Arts Center in Cupertino. OUTREACH Saratoga Library staff visited West Valley College and the National Charity League Philanthropy Fair. Friends report for the December 19, 2017 Library Commission meeting 1. On October 26, the Friends signed a Facility Use Agreement for the Book-Go-Round with the city of Saratoga, replacing the existing lease. 2. On November 17, we sent a city-wide membership mailing to 8,998 Saratoga homes and have already acquired several new members. 3. We have updated the BGR website (bookgoround.com) with a fresh look using Wix, a cloud- based development platform for building websites. 4. The BGR was open the Friday evening after Thanksgiving from 5:00 pm to 9:00 pm and had sales of more than $1,000. 5. We ordered new Friends stationary for use in personalized, handwritten notes to donors of $200 or more. This was the first reorder since a 2006 order for 500 note sheets and envelopes. 6. We are working on replacing some tiles outside the community room that are cracked. 7. On December 8, we held a volunteer recognition coffee at the BGR for all the Friends volunteers. 8. The BGR will be getting new carpeting January 3-5. Neighborhood Watch Grant The City offers a $300 grant to new and existing Neighborhood Watch groups. The grants are awarded on a first-come, first-served basis until funding runs out. Commercial Sales & Outdoor Cultivation of Marijuana Prohibited in Saratoga On January 1, Proposition 64 will take effect in California. In June 2017, the Saratoga City Council adopted an ordinance prohibiting all commercial sales and outdoor cultivation of marijuana within the City of Saratoga. This step is expected to eliminate the public safety and health risks associated with outdoor cultivation and commercial marijuana activities, including burglary, trespassing, robbery, and chemical or pesticide use that can harm people and the environment. This will also reduce opportunities for people under 21 to obtain marijuana, which aligns with the City’s updates to its tobacco policies to protect youth from smoking and reduce overall exposure to secondhand smoke.
