TRAFFIC SAFETY COMMISSION
REGULAR MEETING
MINUTES
DATE: November 9, 2017

Call to Order
Present: Chen, Choi, Cosyn, Coulter, Harris, Kane, McIntyre
Staff: Mainini Cabute, John Cherbone, Franziska Church, Ashley Brooks
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on November 6, 2017.
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2.
Oral & Written Communication
Any member of the public may address the Commission about any matter not on the agenda
for this meeting for up to three minutes. Commissioners may not comment on the matter
but may choose to place the topic on a future agenda.
Approval of Draft Minutes- Move to January 2017

New Business
1. Traffic Matrix #400- Aloha, Komina, and Montalvo
Issue: Request by Aare Onton to evaluate various traffic issues on Aloha, Komina, and
Montalvo locations.
Action: TSC will review and discuss recommendation presented by the traffic engineer.
Southwest direction traffic on Aloha Ave at Komina
- COMMISSIONER CHEN MOTIONED TO ACCEPT TRAFFIC ENGINEER
RECOMMENDATION TO RESTRICT PARKING AT THE KOMINA WITHIN 40 FEET OF
ALOHA INTERSECTION.
- COMMISSIONER COULTER 2ND MOTION.
- APPROVED (6-1 KANE OPPOSED)
- COMMISSIONER KANE MOTIONED TO DO DIRECTED ENFORCEMENT AT THE CORNER
AND RECEIVE FEEDBACK FROM SHERIFF’S DEPARTMENT ON THEIR OBSERVATION.
- COMMISSIONER CHOI GAVE SECOND MOTION.
- APPROVED 7-0
- COMMISSIONER KANE MOTIONED TO TAKE NO ACTION ON SPEEDING ON ALOHA
- COMMISSIONER CHOI GAVE SECOND MOTION
- APPROVED 7-0
Montalvo Road Pedestrian Safety
- COMMISSIONER COULTER MOTIONS TO TAKE NO ACTION.
- COMMISSIONER KANE GAVE SECOND.
- APPROVE 7-0
STOP sign on Spur Road from Big Basin Way to HW9
- NO VOTE. SHERIFF’S OFFICE WILL WRITE LETTER TO CALTRANS.
3. Traffic Matrix #402- Parking on Pierce Rd (discussed as #2)
Issue: Request by Ajeet Singh to restrict parking in front of 12811 Pierce Road due to sight
distance issue.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISSIONER KANE RECOMMENDS THAT THE CITY INSTALL A BERM FROM THE
NEW CONSTRUCTION DRIVEWAY TO MR. SINGH’S DRIVEWAY AND GIVE PW DIRECTOR
DISCRETION.
- COMMISSIONER COSYN GAVE SECOND MOTION.
- APPROVED 7-0
2. Traffic Matrix #401- Parking on Montalvo Rd (Move to #3)
Issue: Request by Montalvo Road neighbors to restrict parking on Montalvo Road due to
parking congestion, which may prevent emergency vehicle access on that street.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- No vote. Commissioner McIntyre recommended that staff rewrite the item- place
Commissioner Harris as the requestor and have Traffic engineer evaluate based on new
information.
4. Staff Report on status of previous and future projects.
- STAFF GAVE REPORT ON STATUS OF PROJECTS.

- COMMISSIONER KANE GAVE SECOND MOTION.
- APPROVED 7-0
