HomeMy WebLinkAbout02-21-2018 City Council MinutesMINUTES WEDNESDAY, FEBRUARY 21, 2018 SARATOGA CITY COUNCIL REGULAR MEETING At 5:06 p.m., the City Council held a Study Session at 13777 Fruitvale Avenue in the Administrative Conference Room to consider the Council Norms and Expectations. The City Council accepted all the edits from the February 7, 2018 study session discussion and directed staff to make additional edits to Section 7.B of the Council Norms related to Council Assignments. Staff is to return to the March 7, 2018 Council Meeting with an updated Council Norms for adoption. At 6:20 the City Council held a Joint Meeting with Santa Clara County Fire Department at 13777 Fruitvale Avenue in the Administrative Conference Room. At 7:08 p.m., Mayor Bernald called the Regular Session to order in the Administrative Conference Room, City Hall at 13777 Fruitvale Avenue in Saratoga and led the Pledge of Allegiance. ROLL CALL PRESENT: Mayor Mary -Lynne Bernald, Vice Mayor Manny Cappello Council Members, Howard Miller, Emily Lo, Rishi Kumar ABSENT: None ALSO PRESENT: James Lindsay, City Manager Richard Taylor, City Attorney Crystal Bothelio, Deputy City Manager Nora Pimentel, City Clerk John Cherbone, Public Works Director REPORT ON POSTING OF THE AGENDA City Clerk Nora Pimentel reported that the agenda for this meeting was properly posted on February 15, 2018. Mayor Bernald called for a moment of silence in remembrance of the students of the Marjory Stoneman Douglas High School shooting in Parkland, Florida and in recognition of the passing of long time Saratoga resident and noted architect Warren Heid. REPORT FROM JOINT MEETING Assistant Fire Chief Tony Bowden provided an overview of the City Council's Joint Meeting with County Fire which included a recap of service areas, community outreach and opportunities to strengthen relationships. County Fire inquired about use of City space for future onsite educational meetings and workshops. There was discussion about fire safety, the Saratoga Community Emergency Response Team program. Assistant Fire Chief Bowden concluded his report highlighting the average response time in Saratoga is just a bit over five minutes. Saratoga City Council Minutes — Page 1 of 6 ANNOUNCEMENTS Mayor Bernald made the following announcements: 10th Annual Lunar Year Festival on March 4, 2018; Paint the City Kickoff on March 24, 2018; Living Room Conversations on February 27, 2018; Commission Recruitment for positions on the Planning Commission and Heritage Preservation Commission; Save the Date: Saratoga Safety Fair on May 20, 2018. SPECIAL PRESENTATION Special Presentation on Integrating Rain Collection & Irrigation Systems Recommended Action: Receive presentation from Kabir Ramzan, Dustin Miao and Jordan Labioon on their research and robotics project on integrating rain collection and irrigation systems. The City Council received the presentation from Kabir Ramzan, Dustin Miao, and Jordan Labioon. 1. CONSENT CALENDAR 1.1. City Council Meeting Minutes Recommended Action: Approve the City Council minutes for the Regular City Council Meeting on February 7, 2018. Motor Vehicle (MV) Resolution Restricting Parking at Four Segments on Springer Avenue Recommended Action: Adopt Motor Vehicle (MV) Resolution authorizing 1) No Parking on the north side of Springer Avenue, starting from Fieldstone and continuing east for 60 feet; 2) No Parking on the south side of Springer Avenue, starting from Springer Court and continuing east for 50 feet; 3) No Overnight Parking from 12 a.m. to 12 p.m. on the south side of Springer Avenue starting from the new No Parking sign at Springer Court and continuing east along Springer Ave for 300 feet; and 4) No Parking on the south side of Springer Avenue 350 feet from Springer Court continuing east 100 feet. TO 12 P.M. Motor Vehicle (MV) Resolution Installing 4 -Way Stop at Big Basin Way and 4th Street Recommended Action: Adopt Motor Vehicle (MV) Resolution installing a 4 -way stop at the intersection of Big Basin Way and 4th Street. Public Works Director John Cherbone presented the staff report. Mayor Bernald invited public comment on this item. Council Member Miller requested that the motion include an update after implementation via the weekly Council newsletter within three to six months. MV RESOLUTION NO. 321 Saratoga City Council Minutes — Page 3 of 6 CAPPELLO/MILLER MOVED TO ADOPT MOTOR VEHICLE (MV 321) RESOLUTION INSTALLING A 4 -WAY STOP AT THE INTERSECTION OF BIG BASIN WAY AND 4TH STREET AND TO PROVIDE AN UPDATE ON THE STOP SIGN IMPLEMENTATION TO THE CITY COUNCIL VIA THE WEEKLY COUNCIL NEWSLETTER. MOTION PASSED. AYES: BERNALD, CAPPELLO, MILLER, LO, KUMAR. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE Council Member Miller excused himself from the dais at 8:11 p.m. 3.2. Paint the City: Saratoga Utility Box Art Project Recommended Action: Accept artwork for the 7 utility box locations included in the Paint the City: Saratoga Utility Box Art project. RESOUTION NO. 18-004 LO/MILLER MOVED TO APPROVE THE RESOLUTION (NO. 18-004) AMENDING THE CITY OF SARATOGA PUBLIC ART POLICY. MOTION PASSED. AYES: BERNALD, CAPPELLO, MILLER, LO, KUMAR. NOES: NONE. Saratoga City Council Minutes — Page 4 of 6 COUNCIL ASSIGNMENTS Mayor Mary -Lynne Bernald Public Art Committee — Met on February 12, 2018 and received the outcome for the Saratoga Utility Box Art Project and made the recommendations which were voted upon tonight. Saratoga Historical Foundation — Met last Thursday and they are moving forward with a fundraiser for educational programs at the history museum. More information to come. South Flow Arrivals Ad Hoc Committee — There will be a meeting Friday, February 23, 2018 West Valley Mayors and Managers — There will be a meeting on February 28, 2018. Vice Mayor Manny Cappello Saratoga Area Senior Coordinating Council (SASCC) — There was an Age Friendly Cities meeting last week which is in the process of identifying priorities for the year. Topics of discussions where on designating seating, hearing assistance to seniors who attend City events, crisis intervention resources, and financial planning workshops. Council Member Howard Miller Silicon Valley Clean Energy Authority Board of Directors — The new CEO has come on board. The CPUC has softened their stance for applications already in process for joining CCA's. Milpitas has been delayed in joining the CCA membership but it should occur in the month of June. PG&E announced their rate structure and that they will raise rates by 6%. VTA State Route 85 Corridor Policy Advisory Board — Will meet on Monday, February 26, 2018. Council Member Miller reminded everyone that the second half of the corridor analysis that was done by the Board was funded in part by Measure B which has not been released due to a law suit, VTA has sent a letter with intent to stop the corridor analysis projects effective March due to the lack of funding. Council Member Emily Lo Hakone Foundation Board & Executive Committee — Council Member Lo announced that she could reserve parking for Council Members who wish to attend the 10 Annual Lunar Celebration, parking is limited and the general public will have to pay $20, there will also be a free shuttle service. The Ogata-Kai volunteers were here from February 8-14 working on the New Tea Garden. There was a farewell dinner to thank all the volunteers on February 14, 2018. Council Member Lo announced that the Japan Counsel Aide has a new Japan General, his name is Tomachika Uyama. Council Member Rishi Kumar There was no report. CITY COUNCIL ITEMS Council Member Kumar requested an item at a future meeting on cable/internet service in the hillside areas. There was no support to Council Members Kumar's request.
