SPECIAL MEETING City Hall, Administrative Conference Room | 13777 Fruitvale Avenue, Saratoga, CA ROLL CALL REPORT ON POSTING OF THE AGENDA The agenda for this meeting was properly posted on March 7, 2018. ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS Any member of the public may address the Public Art Committee for up to three (3) minutes on matters not on the Agenda. The law generally prohibits the Public Art Committee from discussing or taking action on such items. However, the Public Art Committee may schedule the item for discussion at a future meeting. AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from February 12, 2018. 2. Wall Mural Recommended Action: Consider acceptance and location of mural, as a gift from Peter Mester, Pavel Mester, and Cal Arte. 3. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings. [28 CFR 5.102 -35.104 ADA title II] Saratoga Public Art Committee Meeting Minutes - Page 1 of 2 MINUTES FEBRUARY 12, 2018 PUBLIC ART COMMITTEE REGULAR MEETING The Public Art Committee regular meeting was called to order at 5:09 p.m. in the Joan Pisani Community Center, Recreation Conference Room at 19655 Allendale Avenue in Saratoga. ROLL CALL PRESENT: Mayor Mary-Lynne Bernald, Council Member Emily Lo ABSENT: None ALSO PRESENT: James Lindsay, City Manager Crystal Bothelio, Deputy City Manager REPORT ON POSTING OF THE AGENDA Deputy City Manager Crystal Bothelio reported that the agenda for this meeting was properly posted on February 8, 2018. ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS None AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from January 4, 2018. LO/BERNALD MOVED TO APPROVE THE PUBLIC ART COMMITTEE MINUTES FROM JANUARY 4, 2018. MOTION PASSED. AYES: BERNALD, LO. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 2. Paint the City Peak Democracy Voting & Kickoff Event Recommended Action: Review results of the Paint the City survey on Peak Democracy and consider plans for the Paint the City kickoff event on March 24, 2018. The Committee reviewed the results of the survey and agreed to conduct the kickoff on March 24, 2018 at 9:00 a.m. at City Hall. They requested a certificate to recognize each of the volunteers. 3. Wall Mural Recommended Action: Consider acceptance and location of mural, as a gift from Peter Mester, Pavel Mester, and Cal Arte. Saratoga Public Art Committee Meeting Minutes - Page 2 of 2 The Committee agreed that the Joan Pisani Community Center Lobby location is the best option for a mural. The Committee requested three conceptual designs that capture community activity and movement, do not contain a political or religious message, and are not predominately red, white, and blue. The Public Art Committee agreed to review conceptual artwork and make a recommendation regarding placement to the City Council. 4. Amended Public Art Policy Recommended Action: Consider draft amendment to the City’s Public Art Policy. The Public Art Committee discussed the draft policy amendment. The Committee recommended City Council adoption of the amended policy with an additional provision that would only allow the Public Art Committee to approve public art on City proprety that would be in place three years or less. 5. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings. The Committee agreed to include the following items on the next meeting agenda, which will be scheduled after getting additional information about the mural donation. - Wall Mural - Public Art Map (if the meeting occurs after utility boxes have been painted) - Status Update on #SaratogaROCKS ADJOURNMENT Mayor Bernald adjourned the meeting at 5:57 p.m. Minutes respectfully submitted: Crystal Bothelio, Deputy City Manager City of Saratoga CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Deputy City Manager Date: March 8, 2018 Subject: Wall Mural Cal Arte Ensemble, the Triton Museum of Art’s ensemble-in-residence, received a gift from Central European artists Pavel and Peter Mester to paint a mural. Cal Arte Ensemble’s Artistic Director Tamami Honma suggested that the artwork be donated to the City of Saratoga. At the February 12, 2018 Public Art Committee meeting, the Committee suggested placement of the mural in the Joan Pisani Community Center lobby and requested conceptual designs that capture community activity and movement, do not contain politica l or religious messages, and are not predominately red, white, and blue. The artist prepared several conceptual designs for the Committee to consider. Additionally, the artist suggested that the mural be a moveable piece, so that it can be relocated if desired. In accordance with the recently amended Public Art Policy, the Public Art Committee may approve placement of artwork on City property that meets the following criteria:  Artwork/exhibits do not impede typical uses of the site where they are proposed to be installed  Artwork/exhibits are appropriate in scale, media, and context with the intended display location  Artwork/exhibits do not contain political statements or symbols, religious reference or symbols, profane or offensive content, graffiti-like style artwork, copyrighted or trademarked material, or corporate or organizational references, branding, or symbols  Artwork/exhibits are suitable for display to a diverse audience, including children, and should help create a sense of place and community  There is evidence of community support for the artwork/exhibit  Artwork/exhibits installed outdoors is be able to withstand an outdoor environment through the public display period  Artwork/exhibits do not pose a threat to public safety  Any costs associated with artwork/exhibits, such as a lease or installation expenses, can be accounted for within the Public Art Budget approved by the City Council  Artwork/exhibits will be displayed for a period of 3 years or less If artwork does not meet this criteria, the Committee may review public art proposals and make a recommendation to the City Council for placement.
