Type: Regular Meeting Place: City Hall /Administrative Conference Room - 13777 Fruitvale Avenue 1. Site Visit a. none 2. Routine Organization a. Roll Call b. Review of minutes from September 9, 2014 meeting. c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was properly posted on October 9 2014. d. Non-Agendized Communications - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. e. HPC direction to staff regarding non-agendized communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. 3. New Business – a. Montalvo Arts Center Restoration. The applicant is proposing to restore the Villa doors and two iron lanterns located on the western façade of the historic Villa Montalvo. No site visit. Memo attached. a. November HPC Meeting. The second Tuesday of November falls on a City closure Holiday. The HPC should determine if they want to cancel the November meeting, reschedule the meeting to another date in November, or schedule a special meeting for training in lieu of the general meeting. VOTE required. b. 2014 HPC Workplan Goals Status. In addition to specifics being discussed under old business, the HPC Chair would like to review the progress to date, on the following: a. Landmark / Mills Act Properties b. Heritage Trees c. Community Outreach d. DPR updates e. Budget c. Heritage Tree Process. The HPC Chair would like to discuss potential streamlining of the heritage tree inventory process. This would require City Council approval and could be a 2015 workplan item. City Council Resolution attached. Page 1 of 4 4. Old Business a. HPC Training Topics. Each Commissioner to suggest future training topics. No memo. b. Heritage Tree Inventory workplan – The following 8 trees have been scheduled for City Council review and approval of heritage tree status on November 19, 2014: i. Madronia Cemetery Ponderosa pine, Dawn redwood, Coast redwood (14766 Oak St) ii. Blaney Plaza Stone pine iii. District Office Coast live oak (20460 Forrest Hills Drive) iv. Susie’s Garden Valley oak (13777 Fruitvale Avenue) v. Congress Springs eucalyptus (21179 Congress Springs Lane) vi. Redwood School Dawn Chinese redwood The following trees need to be reviewed for inclusion on the Heritage Tree Inventory. If recommended for approval, the trees will be added to the November 19th meeting for a total of 17 heritage trees. i. (9) Stone pine trees (22505 Rolling Hills Road). Photos and information attached. VOTE required. The Commissioners and staff will provide an update on following trees being considered for inclusion on the Heritage Tree Inventory. Each Commissioner must ensure the application is complete (including description) with owner signature. Once the completed application is submitted to the City, the Arborist will conduct a site visit and provide a report of the qualifying criteria. Following HPC recommendation, staff can then schedule the trees for consideration by the City Council. ii. Aloha Oak. Marchetti iii. Hakone trees. Stransky iv. Casa Tierra. Stransky – possible trees could include: 1) Bitter Orange tree (from the Vatican garden in Rome) 2) Kiwi tree (first in North America according to a local nurseryman) 3) Gingko tree (gift seedling from China by Yehudi Menuhin) 4) Olive trees (from original Rancho Quito Olive Farm owned by Edward Goodrich) c. Landmark List workplan – The following 2 properties have been scheduled for City Council review and approval of Landmark status on November 19, 2014: i. 21000 Big Basin Way (“Hakone Gardens”). Marchetti ii. 20640 Third Street (“Sam Cloud Hay & Feed Warehouse”). Marchetti Staff will update the Inventory and Landmark List following City Council approval. Page 2 of 4 The Commissioners will provide an update on the following properties being considered for Landmark status. The DPR should be updated as needed to reflect current conditions, including eligibility criteria. Each Commissioner will send the respective homeowner a letter regarding the nomination. Once the application is complete and accepted by the homeowner, staff can schedule the application for City Council consideration. iii. 20021 Bella Vista (“Rancho Bella Vista”). Conrado iv. 14501-14503 Big Basin Way (“Cloud-Smith Building”) Nugent v. 14251 Fruitvale Avenue (“Novakovich Ranch”) Nugent vi. 14519 Big Basin Way (“Green Store Building”). Schuck vii. 14413-14415 Big Basin Way Kerr Building/Hogg Building. Shah viii. 14495 Big Basin Way (“Hutchinson Building”). Shah ix. 14754 Pierce Road (“Paul Masson Lodge”) Stransky x. Other properties to be nominated for Landmark status – to be assigned and brought back to the HPC for consideration at a future agendized meeting. d. Big Basin Way workplan. Discuss properties to be potentially added to Inventory. 5. Action Items for Discussion / Update (No staff memo): a. Old Grandview Ranch - Commissioner Nugent will provide an update on the designation form for HPC consideration of Heritage Resource Inventory status. b. Saratoga Street Name update – A copy of the revised proposal for City Council approval is attached. c. HPC badges and Business Cards – The business cards have arrived and the badges have been ordered. The total amount deducted from the HPC budget was $384.83 (298.71 + $86.12). d. John Henry House update – Staff to provide an update, as applicable. 6. Commissioner Comments 7. Any recommendation made by the Heritage Preservation Commission may be appealed to the Planning Commission within ten (10) days of the date of the decision. The appeal shall be taken by filing with the Secretary of the Planning Commission a written notice and filing fee within ten (10) days of the date of the decision. In accordance with the Ralph M. Brown Act, copies of the staff reports and other materials Page 3 of 4 provided to the Historical Preservation Commission by City staff in connection with this agenda are available at the office of the Community Development Department Director at 13777 Fruitvale Avenue, Saratoga, California 95070. Any materials distributed by staff after the posting of the agenda are made available for public review at the office of the Director at the time they are distributed to the Planning Commission.
