Type: Regular Meeting Place: City Hall /Administrative Conference Room - 13777 Fruitvale Avenue 1. Site Visit a. None 2. Routine Organization a. Roll Call b. Review of minutes from November 12, 2014 meeting. c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was properly posted on December 4, 2014. d. Non-Agendized Communications - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. a. Communication with Mayor Lo b. Communication with Lynne Stephenson e. HPC direction to staff regarding non-agendized communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. 3. New Business – a. Village Gardeners liaison. Elect a liaison to the Village Gardeners. VOTE required. b. Old Grandview Ranch - Chair Nugent has copies of memoirs from Pike’s daughter. Commissioner Stansky has contact information for the owner in order to set up a site visit. c. 2015 Goals i. Process/Tools: cheat sheet ii. Reference links iii. Historic preservation criteria (Shah) iv. Inventory Workplan - Discuss new properties (e.g., Marion (Victorians) and Shubert (Eichlers), etc.) v. Big Basin Way workplan. Discuss properties to be potentially added to Inventory. 1. Old Business a. Community Outreach. i. Chair Nugent and Commissioner Stransky will report on meeting with Brian Babcock (see attached). Historic Tour – vote required for budget/date/scope (see attached) c. 2014 HPC Workplan / Goals Status. In addition to specifics being discussed under old business, the HPC Chair would like to review the progress to date, on the following: a. Landmark / Mills Act Properties i. 15095 Fruitvale Avenue (“Fair Oaks”). ii. Letters sent to seven owners b. Heritage Inventory i. 14474 Oak Place c. Heritage Trees i. 2 trees were added to the Inventory on April 16, 2014 ii. 24 trees were added to the Inventory on November 19, 2014 d. Historic Street Names e. Community Outreach i. Arbor Day ii. Web updates with educational information for public iii. Liaison to Saratoga Historical Foundation & events f. DPR updates - none to date g. Budget. $384.83 has been spent on badges and business cards d. Heritage Tree Inventory workplan – The Commissioners and staff will provide an update on following trees being considered for inclusion on the Heritage Tree Inventory. Each Commissioner must ensure the application is complete (including description) with owner signature. Once the completed application is submitted to the City, the Arborist will conduct a site visit and provide a report of the qualifying criteria. Following HPC recommendation, staff can then schedule the trees for consideration by the City Council. i. Aloha Oak. Marchetti ii. West Valley College. Chair Nugent sent President Brad Davis an email & Heritage Tree application iii. Casa Tierra. Stransky – (note: property is for sale, will need property owner approval) 1) Bitter Orange tree (from the Vatican garden in Rome) 2) Kiwi tree (first in North America according to a local nurseryman) 3) Gingko tree (gift seedling from China by Yehudi Menuhin) 4) Olive trees (from original Rancho Quito Olive Farm owned by Edward Goodrich) 2. Landmark List workplan – The owner of the “Sam Cloud Hay & Feed Warehouse” at 20640 Third Street has requested the HPC hold off on the Landmark recommendation. As required by City Code, a notice has been sent giving him 45 days to object to the HPC’s recommendation. Due to the Christmas break, he has until January 2, 2015 to object. Page 2 of 3 The Commissioners will provide an update on the following properties being considered for Landmark status. The DPR should be updated as needed to reflect current conditions, including eligibility criteria. Each Commissioner will send the respective homeowner a letter regarding the nomination. Once the application is complete and accepted by the homeowner, staff can schedule the application for City Council consideration. i. 20021 Bella Vista (“Rancho Bella Vista”). Conrado ii. 14501-14503 Big Basin Way (“Cloud-Smith Building”) Nugent iii. 14251 Fruitvale Avenue (“Novakovich Ranch”) Nugent iv. 14519 Big Basin Way (“Green Store Building”). Other properties to be nominated, assigned and agendized at future meeting. 3. Action Items for Discussion / Update (No staff memo): a. Any recommendation made by the Heritage Preservation Commission may be appealed to the Planning Commission within ten (10) days of the date of the decision. The appeal shall be taken by filing with the Secretary of the Planning Commission a written notice and filing fee within ten (10) days of the date of the decision. In accordance with the Ralph M. Brown Act, copies of the staff reports and other materials provided to the Historical Preservation Commission by City staff in connection with this agenda are available at the office of the Community Development Department Director at 13777 Fruitvale Avenue, Saratoga, California 95070. Any materials distributed by staff after the posting of the agenda are made available for public review at the office of the Director at the time they are distributed to the Planning Commission.
