REGULAR MEETING
MINUTES

Call to Order
Present: Belal Aftab, Ray Cosyn, Christopher Coulter, Mitch Kane, David McIntyre
Absent: Jonathan Choi, E.J.Tim Harris
Staff: Mainini Cabute, John Cherbone, Franziska Church
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on January 8, 2018.
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2.
Oral & Written Communication
Any member of the public may address the Commission about any matter not on the agenda
for this meeting for up to three minutes. Commissioners may not comment on the matter
but may choose to place the topic on a future agenda.
Nancy Kirk- Fruitvale Ave- crosswalk at Douglas. Almost hit. Cars do not stop for
pedestrians or cannot see pedestrians. Recommends flags at crosswalks. Flashing
Crosswalk will be installed 2018

1. Election of Chair and Vice Chair
Issue: The terms of the current Chair and Vice Chair expire in December 2017. Per the City of
Saratoga Municipal Code, the Commission is required to elect a new Chair and Vice Chair.
Action: The TSC will elect a new Chair and Vice Chair, whose terms will begin at the
January 2018.

2. Traffic Matrix #403 – Restrict parking on one side of Springer Avenue (Discussed together
with item 3 below)
Issue: Request by Mike Warren, and Gerry Lui and Ann Barber to restrict parking on one
side of the street to allow emergency vehicles to pass through the street.
Action: TSC will review and discuss recommendation presented by the traffic engineer.
3. Traffic Matrix #404- Restrict parking at Springer/Springer Court and Fieldstone Drive
Issue: Request by Dwight Nickerson, president of Saratoga Oaks, to restrict parking on Springer
Avenue at the intersections Springer Court and Fieldstone Drive, due to sight distance
issues.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.

- COMMISSIONER MCINTYRE MOTIONED TO IMPLEMENT 1)NO PARKING SIGNS ON THE
NORTH SIDE OF SPRINGER A VENUE, STARTING FROM FIELDSTONE AND CONTINUING
EAST FOR 60 FEET. 2) NO PARKING SIGNS ON THE SOUTH SIDE OF SPRINGER
A VENUE, STARTING FROM SPRINGER COURT AND CONTINUING EAST FOR 50 FEET.
3) NO OVERNIGHT PARKING FROM 12 A.M. TO 12 P.M. ON THE SOUTH SIDE OF SPRINGER
AVENUE STARTING FROM THE NEW NO PARKING SIGN AT SPRINGER COURT AND
CONTINUING EAST ALONG SPRINGER AVE FOR 300 FEET. 4) NO PARKING ON THE
SOUTH SIDE OF SPRINGER A VENUE 350 FEET FROM SPRINGER COURT CONTINUING
EAST FOR 100 FEET.

4. Traffic Matrix #405- Crosswalk at Big Basin Way
Issue: Request by Jerry Banks to evaluate crosswalk at Big Basin Way in front of Starbucks.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISSIONER MCINTYRE MOTIONED FOR STAFF TO DO AN INDEPTH OPERATIONAL
ANAYSIS OF SR SARATOGA INTERSECTION AND CROSSWALK, AND ANALYSIS SHOULD
INCLUDE NO RIGHT TURN ON RED SOUTHBOUND SARATOGA SUNNYVALE TO BIG
BASIN WAY, AND TO MANAGE THE FLOW FROM THE INTERSECTION TOWARD THE
CROSSWALK.

5. Traffic Matrix #406- Stop sign at Cumberland Drive and Blithe Court
Issue: Request by John Skidmore to evaluate intersection at Cumberland Drive and Blithe
Court and install a stop sign to improve safety.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.

crosswalk)
