HomeMy WebLinkAbout01-11-2018 TSC Minutes CITY OF SARATOGA TRAFFIC SAFETY COMMISSION REGULAR MEETING MINUTES DATE: January 11, 2018 TIME: 6:30 PM – 9:30 PM LOCATION: Administrative Conference Room 13777 Fruitvale Avenue, Saratoga, CA 95070 Call to Order Present: Belal Aftab, Ray Cosyn, Christopher Coulter, Mitch Kane, David McIntyre Absent: Jonathan Choi, E.J.Tim Harris Staff: Mainini Cabute, John Cherbone, Franziska Church Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on January 8, 2018. Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Oral & Written Communication Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. Nancy Kirk- Fruitvale Ave- crosswalk at Douglas. Almost hit. Cars do not stop for pedestrians or cannot see pedestrians. Recommends flags at crosswalks. Flashing Crosswalk will be installed 2018 Approval of Draft Minutes September 14, 2017- Regular Meeting (specify 396- where red paint has been placed) - COMMISSIONER KANE MOTIONED TO APPROVE 9/14 - COMMISSIONER COULTER SECOND - APPROVED 5-0 (COMMISSIONERS CHOI AND HARRIS ABSENT) September 14, 2017- Special Meeting on Sobey - COMMISSIONER KANE MOTIONED TO APPROVE 9/14 - COMMISSIONER COULTER SECOND - APPROVED 5-0 (COMMISSIONERS CHOI AND HARRIS ABSENT) November 9, 2017- Regular Meeting - COMMISSIONER KANE MOTIONED TO APPROVE 9/14 - COMMISSIONER COULTER SECOND - APPROVED 5-0 (COMMISSIONERS CHOI AND HARRIS ABSENT) Sheriff’s Gave Report to the Commission Old Business None. New Business 1. Election of Chair and Vice Chair Issue: The terms of the current Chair and Vice Chair expire in December 2017. Per the City of Saratoga Municipal Code, the Commission is required to elect a new Chair and Vice Chair. Action: The TSC will elect a new Chair and Vice Chair, whose terms will begin at the January 2018. - COMMISSIONER COULTER NOMINATED KANE TO BE CHAIR OF THE COMMISSION - COMMISSIONER MCINTYRE GAVE SECOND MOTION - APPROVED. (COMMISSIONERS CHOI AND HARRIS ABSENT) - COMMISSIONER MCINTYRE NOMINATED COMMISSION COSYN TO BE VICE CHAIR OF THE COMMISSION - COMMISSIONER COULTER GAVE SECOND MOTION - APPROVED. (COMMISSIONERS CHOI AND HARRIS ABSENT) 2. Traffic Matrix #403 – Restrict parking on one side of Springer Avenue (Discussed together with item 3 below) Issue: Request by Mike Warren, and Gerry Lui and Ann Barber to restrict parking on one side of the street to allow emergency vehicles to pass through the street. Action: TSC will review and discuss recommendation presented by the traffic engineer. 3. Traffic Matrix #404- Restrict parking at Springer/Springer Court and Fieldstone Drive Issue: Request by Dwight Nickerson, president of Saratoga Oaks, to restrict parking on Springer Avenue at the intersections Springer Court and Fieldstone Drive, due to sight distance issues. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. (COMMISSIONER CHOI ARRIVED AT 7:41 P.M.) - COMMISSIONER MCINTYRE MOTIONED TO IMPLEMENT 1)NO PARKING SIGNS ON THE NORTH SIDE OF SPRINGER A VENUE, STARTING FROM FIELDSTONE AND CONTINUING EAST FOR 60 FEET. 2) NO PARKING SIGNS ON THE SOUTH SIDE OF SPRINGER A VENUE, STARTING FROM SPRINGER COURT AND CONTINUING EAST FOR 50 FEET. 3) NO OVERNIGHT PARKING FROM 12 A.M. TO 12 P.M. ON THE SOUTH SIDE OF SPRINGER AVENUE STARTING FROM THE NEW NO PARKING SIGN AT SPRINGER COURT AND CONTINUING EAST ALONG SPRINGER AVE FOR 300 FEET. 4) NO PARKING ON THE SOUTH SIDE OF SPRINGER A VENUE 350 FEET FROM SPRINGER COURT CONTINUING EAST FOR 100 FEET. - COMMISSIONER COSYN GAVE SECOND MOTION. - APPROVED 6-0 (COMMISSIONER HARRIS ABSENT) 4. Traffic Matrix #405- Crosswalk at Big Basin Way Issue: Request by Jerry Banks to evaluate crosswalk at Big Basin Way in front of Starbucks. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER MCINTYRE MOTIONED FOR STAFF TO DO AN INDEPTH OPERATIONAL ANAYSIS OF SR SARATOGA INTERSECTION AND CROSSWALK, AND ANALYSIS SHOULD INCLUDE NO RIGHT TURN ON RED SOUTHBOUND SARATOGA SUNNYVALE TO BIG BASIN WAY, AND TO MANAGE THE FLOW FROM THE INTERSECTION TOWARD THE CROSSWALK. - COMMSISSIONER COSYN GAVE MOTION. - APPROVED. 6-0 (COMMISSIONER HARRIS ABSENT) 5. Traffic Matrix #406- Stop sign at Cumberland Drive and Blithe Court Issue: Request by John Skidmore to evaluate intersection at Cumberland Drive and Blithe Court and install a stop sign to improve safety. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER CHOI MOTIONED TO ADD RADAR FEEDBACK TRAILER AT CUMBERLAND. - COMMISSIONER COULTER GAVE SECOND MOTION - APPROVED 6-0 (COMMISSIONER HARRIS ABSENT) 6. Discussed upcoming meetings: Monday, February 12th at 6:00 p.m. Study Session on Circulation Element Joint meeting with TSC and Planning Commission Wednesday, March 5th at 5:00 p.m. Commission Work Plan Study Session Joint Meeting with other City Commissions Tuesday, March 13th at 6:00 p.m. (tentative) Study Session on Circulation Element Update with schools- efforts with schools Add flowchart from website Process information 7. Staff Report on status of previous and future projects. a) Rectangular Rapid Flashing Beacon devices.
