ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS Any member of the public may address the Public Art Committee for up to three (3) minutes on matters not on the Agenda. The law generally prohibits the Public Art Committee from discussing or taking action on such items. However, the Public Art Committee may schedule the item for discussion at a future meeting. Bloomberg Philanthropies Recommended Action: Discuss Bloomberg Philanthropies Public Art Challenge. 3. #SaratogaROCKS Update Recommended Action: Receive update on #SaratogaROCKS and direct staff accordingly. 4. [28 CFR 5.102-35.104 ADA title II] Saratoga Public Art Committee Meeting Minutes - Page 1 of 2 MINUTES MARCH 8, 2018 PUBLIC ART COMMITTEE REGULAR MEETING The Public Art Committee regular meeting was called to order at 12:15 p.m. in the City Hall, Administrative Conference Room at 13777 Fruitvale Avenue in Saratoga. ROLL CALL PRESENT: Mayor Mary-Lynne Bernald, Council Member Emily Lo ABSENT: None ALSO PRESENT: James Lindsay, City Manager Crystal Bothelio, Deputy City Manager REPORT ON POSTING OF THE AGENDA Deputy City Manager Crystal Bothelio reported that the agenda for this meeting was properly posted on March 7, 2018. ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS None AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from February 12, 2018. LO/BERNALD MOVED TO APPROVE THE PUBLIC ART COMMITTEE MINUTES FROM FEBRUARY 12, 2018. MOTION PASSED. AYES: BERNALD, LO. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 2. Wall Mural Recommended Action: Consider acceptance and location of mural, as a gift from Peter Mester, Pavel Mester, and Cal Arte. The Public Art Committee reviewed the conceptual designs and recommended that the City Council accept design 15 for placement in the Joan Pisani Community Center entry. The Public Art Committee requested that an exhibition sign with a short description of the work be displayed with the artwork, if it is accepted by the City Council. The Public Art Committee also requested that Cal Arte Ensemble be thanked for making the donation of mural available to the City. Saratoga Public Art Committee Meeting Minutes - Page 2 of 2 3. The Public Art Committee agreed to meet on April 5, 2018 at 12:30 p.m. Agenda items will include: - Bloomberg Philanthropies - Public Art Map - #SaratogaROCKS Status Update ADJOURNMENT Mayor Bernald adjourned the meeting at 12:38 p.m. Minutes respectfully submitted: Crystal Bothelio, Deputy City Manager City of Saratoga CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Deputy City Manager Date: April 5, 2018 Subject: Bloomberg Philanthropies Public Art Challenge At the March 2018 Public Art Committee meeting, the Committee requested that staff look into the Bloomberg Philanthropies Public Art Challenge and determine if it would be feasible to submit an application for 2018. The Bloomberg Philanthropies Public Art Challenge is open to cities with 30,000 residents or more and are seeking up to $1 million for a public art project that addresses an important civic issue. The Challenge grant can be used for any project-related costs, such as artist fees, production, community engagement activities, or administrative overhead. Applicants are required to identify funding sources in addition to the Challenge grant. Three cities will be selected to implement their public art project over the course of no more than 24 months. Applications are due April 19, 2018. Winners will be announced in the fall. Upon reviewing the application and challenge criteria, staff is recommending that the Public Art Committee refrain from submitting an application for the 2018 cycle. The program is intended for projects that are fully developed and ready for implementation with committed partners, artists, and budgets. It appears that the challenge operates on a two year cycle and if it continues, the next application cycle will likely occur in 2020. If the Public Art Committee would like to participate in the next cycle, the Committee can begin developing project ideas, establishing partners, and identifying a budget in preparation in anticipation of the 2020 application process. CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Deputy City Manager Date: April 5, 2018 Subject: #SaratogaROCKS Update In January 2018, the City began making #SaratogaROCKS painting kits available to the public. The City received 11 reservation requests just after announcing the availability of the kits. Initially, many of the reservations were for small groups of 3 to 5 people. As a result, the City purchased 3 mini kits that are better suited to smaller groups. Residents that have reserved kits have primarily painted rocks with family. One kit was used to celebrate a birthday party. Additionally, one group of Saratoga Girl Scouts painted rocks at Wildwood Park then took kits to Saratoga Elementary School for students to participate in rock painting during recess and lunch. Currently, reservations can be made by submitting an online form and the public cannot see when the kits are available. Staff then informs the requestor when a kit will available. Payment for the deposit is taken in person when the kit is picked up. Staff has been working on making the reservation system more automated, so that requestors can select a kit size, pick available dates to reserve a kit, and make the deposit payment online.
