HomeMy WebLinkAbout3-8-2018 TSC Minutes CITY OF SARATOGA TRAFFIC SAFETY COMMISSION REGULAR MEETING MINUTES DATE: March 8, 2018 TIME: 6:30 PM – 9:30 PM LOCATION: Administrative Conference Room 13777 Fruitvale Avenue, Saratoga, CA 95070 Call to Order Present: Belal Aftab, Jonathan Choi (Arrived 8:42 p.m.), Ray Cosyn, Christopher Coulter, E.J.Tim Harris, Mitch Kane, Absent: David McIntyre Staff: Mainini Cabute, John Cherbone, Franziska Church Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on March 2, 2018. Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Oral & Written Communication Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. Approval of Draft Minutes January 11, 2018- Regular Meeting - COMMISSIONER BELAL AFTAB GAVE MOTION TO APPROVE - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 5-0 (Commissioner Choi and McIntyre absent) Sheriff’s Report - NONE Presentation of General Plan Process - DEBBIE PEDRO, CDD DIRECTOR GAVE REPORT. New Business 1. Traffic Matrix #407- Chester Avenue Issue: Request by Mary Ko to restrict parking between 14508-14509 Chester Avenue. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER COSYN MOTIONED THAT CDD DIRECTOR MEET WITH THE CONTRACTOR TO MITIGATE CHESTER CONSTRUCTION ISSUE. - COULTER GAVE SECOND MOTION. - APPROVED 5-0 (COMMISSIONER CHOI AND MCINTYRE ABSENT) 2. Traffic Matrix #408- Saratoga Ave/ Crestbrook Drive Issue: Request by Junqing Chen to improve pedestrian safety at the Saratoga Ave/Crestbrook crosswalk and consider traffic signal at that location. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER BELAL AFTAB GAVE MOTION TO HAVE DIRECTED ENFORCEMENT, MOVE THE YIELD SIGN, AND CUT THE SHRUBS. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 5-0 (Commissioner Choi and McIntyre absent) 3. Traffic Matrix #409- Reid Lane Issue: Request by Jenny Hong-Gonzalez to restrict parking on both sides of Reid Lane between Saratoga Sunnyvale Rd. and Lacey Ave. during 7:45 am - 8:25 am and 2:45 pm-3:30 pm, Mondays thru Fridays. . Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation - COMMISSIONER KANE MOTIONED TO HAVE TRAFFIC ENGINEER TO LOOK AT GEOMETRY OF INTERSECTION AT SARATOGA SUNNYVALE AND REID AND SEE IF THERE ARE ASPECTS THAT ALLOW PEOPLE TO DRIVE VERY QUICKLY ON CERTAIN TURNS VERSE OTHERS AND IF THERE ARE WAYS TO REDUCE SPEED THROUGH THE INTERSECTION. - COMMISSIONER AFTAB GAVE SECOND MOTION. - DOES NOT PASS 3-2 - COMMISSIONER COSYN MOTIONS NO STOPPING DURING PEAK PERIODS FROM SARATOGA-SUNNYVALE TO LYNDE ON THE NORTHSIDE OF REID. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 5-0 - COMMISSIONER AFTAB MOTIONED TO STUDY THE OPTIONS OF THE INTERSECTION AND OPTIONS FOR NO RIGHT TURN ON RED. - COMMISSIONER KANE GAVE SECOND MOTION. - APPROVED 5-0 (Commissioner Choi arrived 8:42 p.m.) 4. Traffic Matrix #410 –Quito Rd. Issue: Request by Barbara Holden to reduce speeding and large heavy truck use on Quito Road. Action: TSC will review and discuss recommendation presented by the traffic engineer. - COMMISSION CHOI MOTIONED TO PLACE SIGNS DIRECTING TRUCKS OVER 5 TONS TO THEIR DESIGNATED TRUCK ROUTES PER GENERAL PLAN AND RESTRICTING THEM ON QUITO BETWEEN POLLARD AND HIGHWAY 9. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 6-0 5. Traffic Matrix #411- Allendale Avenue Issue: Request by Sharan Bal to install a crosswalk at the intersection of Allendale and Dolphin Avenue. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COULTER GAVE MOTION TO DO FOCUS STUDY OF FEASIBILITY OF CROSSWALKS AT PORTOS DRIVE AND DOLPHIN DRIVE. - COUSIN GAVE SECOND MOTION. - APPROVED 6-0-0 Old Business 6. Traffic Matrix #401- Parking on Montalvo Rd – Moved to the end of the agenda to discuss after the Issue: Request by anonymous to restrict parking on Montalvo Road due to parking congestion, which may prevent emergency vehicle access on that street. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER COULTER MOTIONED THAT THE TRAFFIC ENGINEER CONTINUE FURTHER STUDY ON MONTALVO ROAD TO DETERMINE WHETHER THERE SHOULD BE PARKING RESTRICTION AT MONTALVO. - COMMISSIONER AFTAB GAVE SECOND MOTION. - APPROVED 4-1 (HARRIS RECUSED HIMSELF) 7. Staff Report on status of previous and future projects.
