HomeMy WebLinkAbout5-10-2018 TSC Minutes CITY OF SARATOGA TRAFFIC SAFETY COMMISSION REGULAR MEETING MINUTES DATE: May 10, 2018 TIME: 6:30 PM – 9:30 PM LOCATION: Administrative Conference Room 13777 Fruitvale Avenue, Saratoga, CA 95070 Call to Order Present: Belal Aftab, Jonathan Choi, Ray Cosyn, Christopher Coulter, E.J.Tim Harris, Mitch Kane, David McIntyre (Departed 8:30 p.m.) Staff Present: Mainini Cabute, John Cherbone, Franziska Church, Ashley Brooks Absent: None Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on May 3, 2018. Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Oral & Written Communication Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. Approval of Draft Minutes March 8, 2018- Regular Meeting- - COULTER MOTIONED TO APPROVE MINUTES. - HARRIS GAVE SECOND MOTION. - APPROVED 7-0 April 18, 2019- Special Meeting - CHOI MOTIONED TO APPROVE CONTINGENT UPON MAKING CHANGE STATING BELAL’S LATE ARRIVAL RATHER THAN ABSENT. - COULTER GAVE SECOND MOTION. - APPROVED 7-0 Sheriff’s Report New Business 1. Traffic Matrix #412- Scotland Issue: Request by Anson Lee for speed calming on Scotland Drive Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER COULTER MOTIONED TO PLACE THE RADAR FEEDBACK TRAILER AT SCOTLAND DRIVE. - COMMISSIONER CHOI GAVE SECOND MOTION. - APPROVED 7-0 2. Traffic Matrix #413- Harleigh & Allendale Issue: Request by Mayank Srivastava to improve sight distance at the intersection of Harleigh Drive and Allendale Ave. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER MCINTYRE MOTIONED FOR STAFF TO WRITE LETTERS TO RESIDENTS TO REMOVE VEGETATION ISSUE ON BOTH SIDES OF HARLEIGH TO IMPROVE THE VISIBILITY AND TO BRING THE ISSUE BACK AFTER THE SPEED TABLES AND STRIPING HAS BEEN INSTALLED TO EVALUATE THE SIGHT DISTANCE. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0 Place on future matrix- after speed tables and striping installed. 3. Traffic Matrix #414- Bucknall/ Quito Road Issue: Request by Hana Lang to improve safety at Bucknall/Quito Road and restrict right turn onto Quito from Bucknall when opposite side has designated left turn because both merge onto one lane. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation - COMMISSIONER COSYN MOTIONED TO DIRECT STAFF TO WORK WITH SAN JOSE STAFF TO MODIFY TRAFFIC SEQUENCE AT THAT INTERSECTION. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0 4. Traffic Matrix #415- Afton/ Montrose Issue: Request by Kathleen Tanaka to improve traffic safety at corner of Afton and Montrose by preventing cars from cutting the corner. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation - COMMISSIONER COSYN MOTIONED TO SUPPORT ENGINEER’S RECOMMENDATION TO INSTALL CHATTER BARS AT INTERSECTION TO SLOW DOWN CARS AND PREVENT THEM FROM MAKING A SHARP TURN. - BELAL GAVE SECOND MOTION - APPROVED 7-0 5. Traffic Matrix #416- Prospect/ DeAnza-Saratoga-Sunnyvale Road Issue: Request by Adwait Ullal to improve traffic safety at entrance and exit in front of Valero gas station on DeAnza- Saratoga-Sunnyvale. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation - COMMISSIONER MCINTYRE MOTIONED TO DEFER AND TO RECEIVE FEEDBACK FROM SGT. GONZALEZ (5-17) AFTER HIS MEETING WITH CUPERTINO TRAFFIC STAFF. - COMMISSION COULTER GAVE SECOND MOTION - APPROVED 7-0 6. Traffic Matrix #417- Golden Triangle Issue: Request by Raj Reddy to add sidewalks around Scotland and Glenbrae, stop signs at the Golden Triangle (GT) area, and increase street lights at GT areas to improve traffic and pedestrian safety. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation - COULTER MOTIONED TO DEFER TO NEXT MEETING. - COSYN GAVE MOTION. - APPROVED 7-0 (Note: Commissioner McIntyre departed the meeting 8:30 p.m) Old Business 7. Accept Bicycle Safety Guide. Issue: At the March 5, 2018 City Council and TSC Joint meeting, Councilmember Lo expressed interest in providing the public with a safety guide for cyclists. In response, Commissioner Cosyn prepared a safety guide. Action: TSC will discuss and consider involving PEBTAC in the process. - COMMISSIONER BELAL MOTIONED FOR STAFF TO WORK WITH CITY MANAGER’S OFFICE TO DISTRIBUTE BIKE RIDING IN SARATOGA DOCUMENT, EXPLORE OPTIONS FOR HOW TO SPEND MEASURE B FUNDS RELATED TO THE BIKE GRANT, AND EXPLORE HOW TO LEVERAGE OTHER COUNTY AND STATE GRANTS. - COMMISSIONER COSYN GAVE SECOND MOTION. - KANE AMENDED THE MOTION TO REQUEST FOR PEBTAC TO TAKE A LOOK THAT THE DOCUMENT. - CHOI GAVE SECOND MOTION - BELAL ACCEPTED AMENDMENT. - APPROVED 6-0 (COMMISSIONER MCINTYRE ABSENT) 8. Staff Report on status of previous and future projects.
