COUNCIL FINANCE COMMITTEE ACTION
MINUTES

1. Approval of Prior Finance Committee Meeting Minutes:
A. March 8, 2018 Minutes approved
2. Oral & Written Communications:
A. None
3. Old Business
A. Retreat Follow-up: Employee Retention Programs
Action Item – The Finance Committee felt the proposed Down Payment Assistance Program
was too risky at many different levels and decided to reject the program funding proposal.
The Committee recommended an alternative: additional employee retention funding be
included for employee fitness activities and/or additional employee events.
4. New Business
A. FY 2018/19 User Fee Update
Action Item – Finance Committee reviewed and approved the proposed FY 2018/19 Fee
Schedule changes be brought forth to Council. Also requested City Manager put on his work
plan to look at Long-Term development impact fees for next year’s fee schedule.
B. Bocce Ball CIP Update
Action Item – Bring revised project location scope (JPCC patio garden area) and available
funding source to the following Tuesday’s (April 17th) Budget Study Session.
C. Budget Study Session Agenda Review
Action Item – Recommend the addition of a potential $15,000 funding expenditure request
for the formation of a South Bay FAA Oversight roundtable for Budget Study Session.
Action Item - Modify CIP Process Policy sentence from “prior to the start of the budget
development…” to “early in the budget development…”
Action Item – City Manager to look at LGSRD recreation services support.
D. Committee Workplan
Action Item – Reminder to bring Community Grant priority funding discussion to Finance
Committee at August FC Meeting.
