REGULAR MEETING

Present: Belal Aftab (arrived late), Ray Cosyn, Christopher Coulter, E.J.Tim Harris, David

Absent: Jonathan Choi, Mitch Kane (Chair)

Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on July 3, 2018.
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2.

(Commissioner Aftab Arrived late for meeting)
Old Business
1. Traffic Matrix #401- Montalvo Road Parking
Issue: Request by Commissioner Tim Harris to restrict parking on Montalvo Road in between
Montalvo Heights Drive and Montalvo Lane due to narrowness of the road preventing emergency
vehicles from traveling to that location. This item was first placed on the agenda by the neighbors of
Montalvo Lane and heard by the Commission in November 2017. The item was delayed due to the
ambiguity of the issue but is now represented by Commissioner Harris since he is a Montalvo Lane
resident.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation

BETWEEN MONTALVO HEIGHTS AND MONTALVO LANE.

- APPROVED (4-0) (COMMISSIONERS CHOI AND KANE ABSENT, COMMISSIONER HARRIS
RECUSED)
2. Traffic Matrix #416- Prospect/ DeAnza-Saratoga-Sunnyvale Road (deferred to September
meeting)
Issue: Request by Adwait Ullal to improve traffic safety at entrance and exit in front of Valero gas
station on DeAnza- Saratoga-Sunnyvale.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation
3. Traffic Matrix #417- Golden Triangle
Issue: Request by Raj Reddy to add sidewalks around Scotland and Glenbrae, stop signs at the
Golden Triangle (GT) area, and increase street lights at GT areas to improve traffic and pedestrian
safety.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation

New Business
4. Traffic Matrix #418- Fieldstone
Issue: Request by Bob Lopresto to install stop signs at Fieldstone and Springer intersection.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISSIONER COULTER MOTIONED FOR STAFF TO TO INSTALL STRIPING, CONTACT
PROPERTY OWNER TO CUT SHRUBS TO IMPROVE SIGHT DISTANCE, AND INSTALL
SIGNAGE INFORMING OF INTERSECTION.
- COMMISSIONER HARRIS GAVE SECOND MOTION.
- APPROVED 4-0
5. Traffic Matrix #419- Quito Road
Issue: Request by Harish Tyagi to reduce speeding and improve traffic safety on Quito Road.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISSIONER COULTER MOTIONED TO DIRECT STAFF TO WORK WITH THE
SHERIFF’S DEPARTMENT TO CONDUCT A PEDESTRIAN STING AT THE INTERSECTION
OF QUITO AND MCCOY.
- COMMISSIONER HARRIS GAVE SECOND MOTION.
- APPROVED 5-0.
6. Traffic Matrix #420- Montalvo Road (Moved to September meeting)
Issue: Request by Rajeev Shrivatsava to reduce speeding and improve traffic safety on
Montalvo Road.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation

- COMMISSIONER AFTAB GAVE SECOND MOTION.
- APPROVED 5-0
7. Traffic Matrix #421- Cumberland Drive
Issue: Request by Barbara Namian to improve traffic safety at Cumberland Drive from Cox Avenue
to stop sign at Via Escuela Drive and vice versa.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISSIONER AFTAB MOTIONED TO INSTALL INPAVEMENT WARNING SIGNS AND
DOUBLE YELLOW STRIPING FOR THE INPAVEMENT.
- COMMISSIONER COULTER GAVE SECOND MOTION.
- APPROVED 5-0
- COMMISSIONER HARRIS GAVE MOTION FOR STAFF TO WORK WITH SHERIFF TO
SCHEDULE DIRECTED ENFORCEMENT.
- COMMISSIONER MCINTYRE GAVE SECOND MOTION.
- APPROVED 5-0
8. Traffic Matrix #422- Saratoga-Sunnyvale Road at Kirkmont Drive
Issue: Request by Robert Pearse to improve pedestrian safety across Saratoga-Sunnyvale at
Kirkmont Drive in Saratoga.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation
- COMMISSION HARRIS MOTIONED FOR TRAFFIC ENGINEER TO BRING BACK PLAN IN
SEPTEMBER FOR VARIOUS APPROACHES.
- COMMISSIONER MCINTYRE GAVE SECOND MOTION.
- APPROVED 5-0
9. Traffic Matrix #424- Prospect and Covina (Removed from agenda because request is already
part of Prospect Road improvement project)
Issue: Request by Mary Jo Bernard to improve crosswalk at Prospect and Covina.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation
- NO ACTION
