HomeMy WebLinkAbout11-13-2018 Parks & Recreation Commission Minutes1 City of Saratoga Parks and Recreation Commission Regular Meeting Minutes DATE: Tuesday, November 13, 2018 TIME: 6:30 p.m. LOCATION: Joan Pisani Community Center, Patio Room 19655 Allendale Avenue Saratoga, CA 95070 Call to Order: The meeting was called to order by Vice-Chair, Ping Li at 6:37pm Commissioners Present: Ping Li, Renee Paquier, Rick Pearce, and Terry Ward Commissioners Absent: Sandeep Muju Guests: None Report on Posting of the Agenda: Michael Announced that pursuant to Government Code Section 54954.2, this meeting was properly posted on November 9, 2018. Due to a scheduling conflict, the meeting was moved across the hall to the Patio Room. Signs were posted accordingly. Accept Agenda Items: On a motion by Paquier, seconded by Pearce, the meeting agenda was unanimously accepted as posted. Oral & Written Communication: There were no written or oral communication. Approval of Parks and Recreation Commission (PRC) Draft Minutes: On a motion by Li, seconded by Paquier, the minutes of the September 11, 2018 were unanimously approved. Agenda: 1. Select Chair and Vice-Chair: On a motion by Ward, seconded by Pearce nominating Ping Li as the Chair of the Commission, Li was unanimously selected. On a motion by Pearce, seconded by Paquier, Terry Ward was unanimously selected as Vice-Chair of the Commission. 2. Pickleball: Michael presented a brief update on the status of a Pickleball program. More information, particularly on funding of the painting costs will be presented next meeting. 3. Dogs off-Leash in City Parks: Discussion regarding off-leash dogs in City parks resulted in a request to consider “No Name Park” as a possible option for off-leash dogs, and to include such a space in the new design of the site. Michael will request input from the Parks Department and request that NNP be considered for an off-leash dog area. Michael will also research what other cities (i.e. Mountain View, Campbell, Cupertino, etc.) did/do regarding location (e.g. pocket park in Cupertino Square) and liability. Michael will talk to Parks about new or existing locations that may be appropriate. 4. Work Plan Update 2 • Movie Night – Michael announced that the screen and projector vendor, FunFlicks, has offered a $100 discount on each rental if paid before the end of the year. On a motion by Paquier, seconded by Pearce, it was unanimously approved to try and pay the charges before the end of the year to receive the discount. This may not be possible due to the fiscal year accounting. At the very least, we should be able to take advantage of the discount for the June rental. It was suggested that the PRC contact local schools to offer opportunities to reach out to families. • Community Feedback – Nothing to report on the Community Feedback survey. It appears the survey is not currently available on the City website. Michael will ask Lauren about the survey. • Age Friendly City – Paquier and Ward reported about efforts to engage the senior population through Parks tours and using those activities to gain feedback and comments from the seniors. Several people are becoming engaged in the AFC initiative and working toward more intergenerational activities such as walking tours of the Heritage Orchard and West Valley College campus. • Let’s Work – Li reported that because of the dry weather conditions and heavy smoke, only four (4) people showed up to work last Saturday. With the ground almost too hard to work with, Pearce asked Li about working at other parks when Quarry Park is not workable. Commissioner and Staff Reports (This includes committee updates and park reports. This section is informational only; no actions will be taken.) Commissioner Park Li Wildwood, Foothill, Quarry – Commissioner Li stated that the restrooms and water feature and Wildwood Park are in desperate need of renovation because of the rust and poor condition Paquier El Quito, Gardner - Commissioner Paquier requested to be assigned Beauchamp and Brookglen Parks. Since Commissioner Sharma has left the Commission, the other Commissioners agreed. She also inquired about establishing an “Adopt-a- Park” program to engage the public in the care and maintenance of the parks. Commissioner Pearce agreed that it was a good idea for further discussion. Paquier also asked if Public Works Parks would reach out to the Park Management program at West Valley College to establish a possible relationship so the students could gain real life experience in Parks and Trails. Pearce Bell Grove, Congress Springs, Ravenwood – Commissioner Pearce asked if there were any plans for the land behind Ravenwood Park. Michael will check with Parks for the answer. VACANT Beauchamp, Brookglen – Commissioner Paquier reports that the damaged fence was quickly repaired. Next meeting, she will report on these parks and ask Commissioner Muju to report on El Quito and Gardner Parks. Ward Azule, Kevin Moran – Ward stated there was not much to report other than the Parks are both being used extensively, but were in good shape.
