HomeMy WebLinkAbout11-08-2018 TSC Meeting Minutes CITY OF SARATOGA TRAFFIC SAFETY COMMISSION REGULAR MEETING Minutes DATE: November 8, 2018 TIME: 6:30 PM – 9:30 PM LOCATION: Administrative Conference Room 13777 Fruitvale Avenue, Saratoga, CA 95070 Call to Order Roll Call: Belal Aftab, Jonathan Choi, Ray Cosyn, Christopher Coulter, E.J.Tim Harris, Mitch Kane (Chair), David McIntyre Staff: Mainini Cabute, John Cherbone, Franziska Church, Ashley Brooks Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on Novermber 1, 2018. Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Oral & Written Communication Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. - Resident visited to discuss the ingress/egress at Saratoga and Bucknall- sight distance issue. Approval of Draft Minutes September 13, 2018 - COMMISSIONER BELAL MOTIONED TO APPROVE. - COMMISSIONER COULTER GAVE 2ND MOTION - APPROVED 7-0 September 25, 2018 - COMMISSIONER COULTER MOTIONED TO APPROVE - COMMISSIONER COSYN GAVE 2ND MOTION. - APPROVED 7-0 Sheriff Report Old Business 1. Traffic Matrix #431- Moran Lane/ (Heritage Lane) Issue: Request by Jan-Yu Wang to reduce posted speed limit down to 25 mph. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER MCINTYRE MOTIONED FOR STAFF TO REVIEW SPEED DATA WHEN IT IS COMPLETE AND AS INTERIM STEP, ADD RADAR FEEDBACK SIGN IN ROTATION, CONSIDER PERMANENT RADAR FEEDBACK AND REFRESH STRIPING AND REVIEW THE EFFECTIVENESS OF CROSSWALK. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0 - COMMISSIONER MCINTYRE MOTION TO RECOMMEND TO CITY COUNCIL TO PRIORITIZE THE BUDGET FOR THE SARATOGA AVENUE WALKWAYS - COMISSIONER COSYN GAVE SECOND MOTION. - APPROVED 7-0 - COMMISSIONER AFTAB PRIORITIZE SIDEWALKS IN SARATOGA TO ASSESS GAPS AND WHERE COMMISSION CAN PROVIDE SUPPORT THE GAPS AS PART AS SRTS AND TRAFFIC ENGINEER TO PROVIDE A MAP. - COMMISSION COULTER GAVE SECOND MOTION. - APPROVED 7-0 New Business 2. Traffic Matrix # 433- Herriman Ave Issue: Request by Myron Cagan install traffic signal at Herriman and Saratoga Avenue. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation/ - COMMISSIONER CHOI MOTIONED TO MOVE ITEM TO THE NEXT MEETING. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0 3. Traffic Matrix #434- Glen Brae Drive at Kilt Court- bundled with item 4 Issue: Request by Sandra Dolmatch to reduce speeding and improve traffic safety on Glen Brae in front of Kilt Court. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation/ 4. Traffic Matrix #435- Glen Brae Drive Issue: Request by George Mednick to reduce speeding and improve traffic safety on Glen Brae between Beaumont Avenue and Cox Avenue. Action: TSC will review plan prepared by traffic engineer and discuss various approaches to improve pedestrian safety. - COMMISSIONER KANE MOTIONED TO HAVE TRAFFIC ENGINEER PUT TOGETHER A PLAN FOR MOST REASONABLE IMPACT AND SHARE WITH TSC AND THEN GET FEEDBACK FROM NEIGHBORHOOD TO REVISIT IN FUTURE. - COULTER GAVE SECOND MOTION. - APPROVEDE 7-0 5. Traffic Matrix #436- St. Charles Street Issue: Request by Gwen Francis to reduce speeding and improve traffic safety on St. Charles. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER COULTER MOTIONED TO INSTALL DOUBLE YELLOW CENTER STRIPING, AND THEN STOP BAR AND SIGN THAT SAYS THAT CROSS TRAFFIC DOES NOT STOP AND DIRECTED ENFORCEMENT. - COMMISSIONER AFTAB GAVE SECOND MOTION. - APPROVED 7-0 6. Traffic Matrix #437- Alta Vista Avenue Issue: Request by Yan Sun to reduce speeding and improve traffic safety on Alta Vista. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER MCINTYRE MOTIONED TO HAVE RESIDENT TRIM BUSHES, VERIFY THERE IS A SIGN AND ASK NEIGHBORS IF IT EFFECTIVE. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0 7. Traffic Matrix #438- Quito Road near Hwy 9 Issue: Request by Zohreh Haghshenas to improve sight distance and reduce speeding on Quito Road Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation - COMMISSIONER CHOI MOTIONED FOR STAFF TO WORK WITH OTHER AGENCIES TO IMPLEMENT AN APPROPRIATE MULTI-AGENCY TRAFFIC SAFETY APPROACH AND PROVIDE A PLAN FOR THE SECTION. - COMMISSIONER MCINTYRE GAVE SECOND MOTION. - APPROVED 7-0 - Commissioner Cosyn motioned for staff to add the Master Plan for January meeting. - Commissioner Aftab gave second motion. - Approved 7-0 8. Traffic Matrix #439- Quito Road Issue: Requests by Glenn Crow, Cheryl Owiesny, Sachi Srinivasan and Ian Ryou to reduce speeding on Quito Road between Allendale and Bucknall. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation - CHOI MOTIONED FOR TRAFFIC ENGINEER TO GATHER MORE DATA AND EVALUATE FEASIBILITY OF LIGHTED CROSSWALK AT QUITO AND COX. - COMMISSIONER HARRIS GAVE SECOND MOTION. - APPROVED 7-0 - COMMISSIONER BELAL MOTIONED TO HAVE TRAFFIC ENGINEER EVALUATE TRAFFIC. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0 9. Chair and Vice Chair Selection - COMMISSIONER KANE MOTIONED FOR COMMISSIONER CHOI TO BE CHAIR AND COMMISSIONER AFTAB TO BE VICE CHAIR. - HARRIS GAVE 2ND MOTION. - APPROVED 7-0. 10.
