The Committee agreed to place an item on the January 2019 Public Art Committee agenda to consider whether to request an increase in the Committee’s budget for Fiscal Year 19/20 to accommodate a mosaic community art project. 5. A total of 55 applications were submitted, all from qualified applicants. At the January 30, 2019 meeting, the Public Art Committee will review the applications and select up to 3 designs for each of the 5 utility box locations that will be painted as part of the program. Selected designs for each location will be posted online Peak Democracy for residents to rank. The highest ranked design at each location will be presented to the City Council for approval on February 20, 2019. Painting is expected to begin in late March 2019 with a kickoff event to recognize selected artists and volunteers who prepared utility box locations tentatively planned for March 16, 2019. The first rule for your art contest should be the same. The chosen art should look better than leaving the box unpainted. At least unpainted boxes fade into the background. You don’t notice them. Bad art on the street corner – that’s noticed every day. 1. One way to avoid bad art would be to raise the minimum age for joining your contest from 10 to 14. I’m a parent, and for years I’ve posted my kids’ art all over the house. I didn’t force the rest of the city to look at it. And what happened? A year later my kids would tell me to take it down, it was embarrassing, and that they could do much better now. 2. What happens when you have a contest for 7 utility boxes, and you get 6 nice paintings, and then a 5 year old (or a 10 year old who is developmentally disabled) is allowed to deface the intersection of Cox and Saratoga? Is there any recourse for the citizens without embarrassing the artist? 3. May I suggest that all of the winners of your contests only get to have their box for a limited time, perhaps 2 years. There should be no thought that the selected works are permanent. After 2 years, other people get a chance to do better. If the original artwork wins the contest again, it can stay another 2 years, but it must be removed after 4 years. It’s okay to have high standards. It’s okay to declare that all applications for a given utility box don’t make the cut this year, so we’re not going to paint it this time. It’s okay to be better. No more kindergarten art. One side of the box features the beautiful cherry blossoms like those found in the Hakone Gardens. The front of the box shows bunches of red geraniums, the official flower of Saratoga. The other two sides of the boxes depict more common trees: pine trees such as the California redwood and the maple tree. The top of the box shows aloe vera, one of the most common succulents here that I used to have a big patch of in my backyard. 4 Malina Mikami 1 In Saratoga we live hand in hand with the nature that surrounds us. I represented these three schools with their mascots, which are a jaguar, a black panther, and a viking, respectively. All three mascots are walking side by side towards a river labeled Calabazas Creek, the major landmark that connects all three schools. This represents their unity and friendships that can be formed between schools. The prestigious school districts are the main reason my family decided to move to Saratoga, and I am grateful that I am able to study in a smart area. 10 Zerlina Lai 2 I wanted to showcase Saratoga’s hilly terrain along with its agricultural origins and the annual Cherry Blossom Festival, represented by the cherry blossom trees in front of a background of mountains. 11 Malina Mikami 2 In Saratoga we live hand in hand with the nature that surrounds us. I used to spend quite a lot of time there and I would jog around the track in my spare time. While I love to run and jog, I especially love walking on the track so I can take my time to look at the beautiful blossoming flora. My favorite is the lavender bushes because I notice that bees love the flower. In my drawing, I wanted to depict the beautiful lavender bushes and the bees that surround it. In addition, I really want to bring attention to the dwindling bee population. I hope that my art not only inspires my local community, but I also hope people take action and begin planting flowers, such as lavender, goldenrod, purple coneflower, and so many more to name. I believe everyone can make a difference, even if it may be as small as planting flowers, but every little bit adds up. 16 Enzo Cabaltica 3 This design for the utility box on Saratoga & Scotland depicts the annual food truck festival Saratoga Eats, which is held close by at the real estate office. The focus of my design are the three colorful food trucks, each one representing food from a different culture: Pizza for Italy, tacos for Mexico, and Sushi for Japan. There are also equally colorful people buying food. I decided to not color them realistically because I wanted the main focus to be the food trucks. The people are instead different colors to represent the different types of people that live in Saratoga. The background is comprised of the beautiful mountains that we see everyday. Overall, this design sums up three reasons that I enjoy living in Saratoga: the view, the people, and the food. 2019 Paint the City Applications - Page 7 Number First Name Last Name Location Description Concept Preview 17 Naomi Chow 3 My artwork is a butterfly in a serene place with lush greenery and beautiful mountain in the distance. This reflects the Saratoga city. On a sunny day one might experience this tranquility near the box at the corner of Scotland Dr. and Saratoga Rd. 18 Giorgio Gagliasso 3 For box 3, I chose to draw an orchard scene because my grandfather was a farmer. He lived in Sunnyvale, CA on an apricot orchard. When I drive down on Prospect Avenue I think about how Saratoga use to be and I want to depict this on the utility box. 19 Madeline Kwong 3 My artwork is a 3D lemonade stand. Saratoga has a history of being a popular trading post with an abundance of fruit orchards. The lemonade stand brings out the small town feel and simple way of life we all yearn for. Location #3 is close to the existing fruit orchards near the Saratoga Library. 2019 Paint the City Applications - Page 8 Number First Name Last Name Location Description Concept Preview 20 Zerlina Lai 3 I wanted to showcase Saratoga’s hilly terrain along with its agricultural origins and the annual Cherry Blossom Festival, represented by the cherry blossom trees in front of a background of mountains. 21 Michelle Liu 3 There are many deer in our neighborhood that can often be sighted as we are driving home on a late night, scampering into the trees away from our headlights. I think that these deer can be seen as symbolic of Saratoga itself, as they are hidden beauties that are always there in our city, but sometimes just cannot be seen. Saratoga is home to many families of deer, and each of these families brings another aspect of wonder to our city; I find it amazing that there are fawns being born and being raised by their mothers in the very neighborhoods that we live in as well. The deer family in my design can also represent the very tangible sense of community we have here. I also included the text "Saratoga: A City Dear to Our Hearts" on the back of the box as a play on words with the "deer" that are on the front of my design. 22 Malina Mikami 3 This particular artwork illustrates the flow of creativity and the vivid essence of it, in a free and abstract way. Many Saratoga residents have been there, so I believe people will recognize the scene. The back panel shows Montalvo Arts Center, which is also important in our town. Montalvo Arts Center has hiking trails that lead to amazing views of Saratoga and the surrounding towns. I thought the location deserved to be a part of my artwork. The side one panel shows the rolling hills of Saratoga and represents the town's serenity and green life. My drawing represents how my neighbors have changed their yards by converting them from water consumption heavy yards to yards that consume less water by planting native plants and drought tolerant vegetation, keeping the city green and beautiful. It displays a castle, a scottish man with bagpipes, the national flower, Loch Ness monster! and the cute Scottish Terrier :-) 28 Wenjia (Angela) Wang 3 My artwork depicts the deer that frequent our neighborhood. 2019 Paint the City Applications - Page 11 Number First Name Last Name Location Description Concept Preview 29 Roger Arno 4 This painting depicts the rich historic natural environment of Saratoga and it’s surroundings with majestic oak trees, a colorful mustard ground cover, and the blossoming trees that foretold the agricultural future of Saratoga and the Silicon Valley. 30 Enzo Cabaltica 4 My design for this box is inspired by the annual Saratoga Classic Car show held nearby on Big Basin Way. I have always been a car fan, and when I first moved here my dad took me to the show and I was amazed by the beautiful cars with their bright colors and bold styling. For this reason I chose to draw two cars: one older and one newer, each representing the senior and the younger generations that live in Saratoga. The natural background was purposely chosen to contrast the cars and also to represent the stunning view of the mountains from Big Basin Way. The Classic Car Show is just one of the spectacular events held in this great city. 2019 Paint the City Applications - Page 12 Number First Name Last Name Location Description Concept Preview 31 Georgia Cooper 4 The design I am submitting reflects several aspects of the City of Saratoga. Historically, since Victorian times, the area thrived on orchards. The Warner Hutton House is typical of the Victorian residences built in that era around the City of Saratoga. I have placed the house in the middle of an orchard. The location of the utility box is across the street from the fire station. Dalmations have always been associated with fire fighting, so I have included them in my design. Pickups are a mainstay vehicle in agricultural areas. I inlucded a red one because it can also allude to the red of the fire trucks. 32 Giorgio Gagliasso 4 For box 4, I chose to do a fireman, Dalmatian, the statue of Saratoga, and geraniums because these are all things that represent Saratoga. 2019 Paint the City Applications - Page 13 Number First Name Last Name Location Description Concept Preview 33 Nico Gagliasso 4 I chose this artwork because I love our community and I painted the old-fashioned firetruck and a fireman and I did an old fashioned firetruck because it is unique and I didn't think anyone else would do it. If I am selected, I will donate a portion of money to the fire victims. My parents did not make me say that! Hopefully my artwork is selected. 34 Nicole Hao 4 When I worked on this project, I tried to convey the feel of our quiet but charming town here in Saratoga downtown. Growing up, I have experienced the wonder of nature firsthand, and I feel that others can be in nature similarly with scenes of the great outdoors just around the corner. 35 Katey Horn 4 My artwork celebrates the city of Saratoga with a quote by the "matriarch of Saratoga" Betty Peck, and the state of California with our official state flower and state bird; the California Poppy and the California quail. Saratoga is rooted deeply in history as well, just like the Californian state flower. I wanted to "grow" something beautiful on this telephone box, because Saratoga is a city constantly growing and changing for the better, also helping its residents grow into kind, caring people. I also included Henri Matisse's quote "There are always flowers for those who want to see them" on the back of the box because, if you look carefully, the beauty in Saratoga will be infinitely abundant and just as vibrant as the colors I have included in my design. 38 Anna Novoselov 4 Note: the back and front panel will be switched. The artwork on the front side showcases the arch of the historical Saratoga Downtown, which plays an important role in the community. I thought that this choice was fitting, as the utility box is located near downtown. The two flags show our connection to California and the U.S as a whole.The back side shows a house surrounded by green life and mountains. With this I wanted to emphasize the Santa Cruz mountains that frame our town and also the abundance of nature all around. Saratoga is known for the beauty of its natural landmakrs and I want the utility box to reflect that. The side 1 panel shows a pond and the sun. Hakone Gardens is a traditional Japanese garden located in Saratoga, CA. It is one of the oldest Japanese residential gardens in the Western Hemisphere, established in 1915 by Isabel and Oliver Stine. It has also been on the National Register of Historic Places since 2013. It is a major attraction in the City of Saratoga. The easiest way to get to the entrance of Hakone Gardens is through downtown Saratoga. Utility box location 4, situated at the corner of Saratoga Ave. and Saratoga-Sunnyvale Rd. is at the entry way to Saratoga's downtown, and I therefore thought it the perfect place to feature a utility box beautifully painted to represent Hakone Gardens. 2019 Paint the City Applications - Page 16 Number First Name Last Name Location Description Concept Preview 42 Meghna Rai 4 My painting shows the colorful flowers that we see in our city 43 Shreyas Rana 4 It has the memorial arch and a firetruck, both symbolizing nearby landmarks. These drawings illustrate that the city is a wonderful and fun place for children to grow up and become outstanding citizens. 47 Isha Venkatesh 4 My artwork depicts Hakone Estate and Gardens. It shows the iconic bridge and koi pond and the cherry blossom and wisteria trees. It reflects the history and culture of Saratoga because Hakone is the oldest Japanese and Asian estate garden in the Western Hemisphere, and it is in Saratoga. This goes to show how well we have preserved the gardens and estate. It also shows how culturally diverse we are with a garden modeled from all the way across the world. One of the most famous sites to visit in Saratoga is the Hakone Estate and Gardens, and depicting that on the utility box shows one of the most loved gardens to residents and visitors. 2019 Paint the City Applications - Page 18 Number First Name Last Name Location Description Concept Preview 48 Enzo Cabaltica 5 The design for tis box is inspired by the bottle brush tree in my back porch. My dining room has a window that lets me see the view whenever I am eating a meal. Hummingbirds love sipping nectar from the bottle brush, and though they are small birds, they have brilliant plumage and a voracious appetite. The hummingbird is one my favorite birds, which is why I based this design off of it. 49 Shareen Chahal 5 The Hakone Gardens has been a part of the City of Saratoga for a long time. It reflects the beauty and tranquility of our city. 2019 Paint the City Applications - Page 19 Number First Name Last Name Location Description Concept Preview 50 Nico Gagliasso 5 I wanted to do something outside the box so I painted the small box with bagels but made them red, blue, yellow, green and orange and one classic bagel. I thought that this was a good idea for this location because my competitors probably won't think to do creative bagels that are colorful because they will do normal bagels. I decided to paint the animals for the large box, because I love animals and this location is next to the animal hospital. I will donate some of the money to the hospital so they can keep on doing what they do. In Fiscal Year 2018/19, $15,000 was allocated towards public art. Anticipated expenses for the current fiscal year are outlined below. Additionally, there may be costs associated with moving the mural by Peter and Pavel Mester to the Community Center. If the Committee wanted to maintain existing programs and pursue new priorities for Fiscal Year 2019/20, such as a mosaic community art project, like the Rainbow Flower in Allen Park in Ottawa, Illinois, the total program budget would likely need to be increased to $25,000 to $30,000.
