HomeMy WebLinkAbout01-08-2019 Parks & Recreation Commission Minutes1 City of Saratoga Parks and Recreation Commission Regular Meeting Minutes DATE: Tuesday, January 8, 2019 TIME: 6:30 p.m. LOCATION: Joan Pisani Community Center, Conference Room 19655 Allendale Avenue Saratoga, CA 95070 Call to Order: The meeting was called to order by Chair Ping Li at 6:38 p.m. Commissioners Present: Ping Li, Sandy Muju, Renee Paquier, Rick Pearce, and Terry Ward Commissioners Absent: NONE Guests: NONE Report on Posting of the Agenda: Michael Announced that pursuant to Government Code Section 54954.2, this meeting was properly posted on January 11, 2019. Due to a scheduling conflict, the meeting was moved across the hall to the Patio Room. Signs were posted. Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Oral & Written Communication: Any member of the public may address the Commission about any matter not on the agenda for this meeting for up three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. Approval of Parks and Recreation Commission (PRC) November 13, 2018 Meeting Draft Minutes: On a motion by Paquier, seconded by Ward, the minutes of the November 13, 2018 were unanimously approved. Agenda: Park Design Review: Michael reported that there was no park design (No Name Park) for the Commission to review. All the City has received was the plot map of the site. The landscape architect, Jeff Heid, is expected to have a completed design in early February. There was significant concern that the Commission would not be able to see the design before it was presented to Council. Michael was asked to insist that the PRC review and make recommendation on any new park design before the design goes to City Council Pickleball: Michael reported that there was nothing new to report regarding Pickleball and the project is awaiting funding during the City CIP process. Dogs off-Leash in City Parks: Michael requested that the Commission prepare to discuss allowing dogs off-leash in City Parks or designating an off-leash area in the City, with the City Council during the annual work plan meeting. The Commission can then present their idea for an “Adopt-a-Park” program. Commissioners all agreed. 2 Work Plan Update: Discussion of the PRC 2018 work plan began with a brief discussion of the Community Feedback survey. The survey is no longer on the City website. The Age-Friendly City initiative has been on break for the holidays so there was nothing to report. Commissioner Li reported a very successful Let’s Work program last month at Quarry Park. Over 30 volunteers of all ages reported to help clear invasive weeds from the Park. Many of the participants were from various faith groups. The Commission then agreed to the Movie Night features – Aquaman on June 21, The Incredibles 2 on July 19, and The Lego Movie 2 on August 16. Michael has already reserved the screen and projector for each date and will arrange for the movie licenses. The ancillary activities of the Movie Nights and the sponsors, Commissioner schedules and assignments will be discussed at the next meeting. Commissioner and Staff Reports: Commissioner Li reported that a new replacement piece of equipment was installed at Wildwood Park, nothing to report about Foothill or Quarry. Commissioner Muju was not aware of the Commissioner duties but will take the assignment for next month and report on El Quito and Gardiner Parks. Commissioner Pearce reported that all is well at Bell Grove and Congress Springs, but the Ravenwood Park message kiosk is leaking and should be checked. Commissioner Paquier reported seeing off-leash dogs at Brookglen, but everything looked good at Beauchamp Park. Commissioner Ward reported that Azule and Kevin Moran Parks look good and are getting lots of use. Agenda Items for Next Meeting March 19, 2019: 1. Review of Park design (No Name Park) 2.
