Call to Order The meeting was called to order at 7:30 p.m. II. Roll Call Commissioners present: Ceppos, Grantham, Martini, Peacock, Skow, Towse Commissioners absent: Krezek III. Report on Posting of Commission Agenda The agenda was posted on April 14, 1993. IV. Approval of Minutes of March 24. 1993. Meeting M/S Martini/Skow to approve the minutes as submitted. V. Old Business A. Fund-raising Activities Commissioner Dorathy Skow began the discussion by mentioning that there was a new City policy which• required a fee for hanging banners in Blaney Plaza. Skow explained that the Friends of the Library hold bi-annual book sales and promote the fund-raisers with a banner in Blaney Plaza. She said that the Friends' position is that since the funds earned by its fund-raisers are, channeled back to the City that the fee should be 'waived. She asked the Commission to show its support for the Friends by requesting Council to reconsider the policy. The Commission requested City Staff Representative Karen Campbell to draft a letter on the Commission's behalf. The Commission continued its discussion of fund- raising. The, Commission decided to approach Paul Masson next season regarding a joint fund-raiser. The Commissioners also discussed again the possibility of holding a historical bike ride. Establishing a foundation was also revisited. Commissioner Karen Ceppos indicated that she would be meeting with Virginia Carpio to discuss how to set up a foundation. County Librarian Susan Fuller also mentioned that she had the name of someone who is involved with setting up foundations. VI. New Business A. Election of Chair and Vice -Chair The Commission elected Sally Towse as Chair and Karen Ceppos as Vice -Chair. VII. Reports Susan Fuller. County Librarian County Librarian Fuller thanked the Commissioners for attending the April 24 county -wide commission meeting. She also mentioned that there was no further news from the State' regarding FY 1993/94 revenues and that the County was refining estimates for its budget in anticipation of losing revenues. She added that the Campbell branch sponsored an event to educate library users regarding the budget situation. Fuller also distributed the formula factors for FY 1993/94 salary and materials funding and reviewed the figures with the Commission. Fuller concluded her report by stating that SB 566 Roberti would be voted on by the Senate on May 6. Dolly Barnes, Community Librarian Community Librarian Dolly Barnes briefly explained the. impacts that the budget will have on the Saratoga Community Library. Karen Campbell,, City Staff Representative City Staff Representative Karen Campbell explained that $7500 was cut from the budget for Sunday hours for FY 1993/94 and 1994/95 and that the new budget would provide for Sundays during the school year only. Barbara Peacock,'Chair Chair Barbara Peacock informed the Commission that Fran Krezek submitted a resignation from the Library Commission to the City Council. VIII. The Friends primary concern is that funds raised by its bi-annual book sales are channeled back to the City. Proceeds from the book sales are used to purchase books and equipment for the Saratoga Community Library, a resource available to all Saratoga residents.
