I. Call to Order
The meeting was called to order at 7:35 p.m.

Commissioners present: Grantham, Martini,
Peacock, Skow, Towse
Commissioners absent: Ceppos
III. Report on Posting of Commission Agenda
The agenda was posted on March 16, 1994
IV.
Approval of Minutes of February 23 1994 , _Meeting
Chair Sally Towse asked that the minutes be
corrected in Section VI. B. to reflect that
Commissioner Grantham stated that it was not
necessary to do a Phase II audit at this time. The
minutes were approved as corrected.
V. Old Business
A. Foundation
Chair Towse reported that the planning
committee of the Foundation is moving along
with the tentative bylaws. The next meeting
will be May 5 and they will invite potential
board members.
B. Update from City_Manacter on Cit Manager's Task
Force
City Manager Harry Peacock distributed a gantt
chart and reviewed the timing for the formation
of the community service area. 100 people in
each city will be polled for their opinion of
a benefit assessment for library support. The
results will be available by April 7, and the
Board of Supervisors will receive the documents
for forming the service area on April 12.
C. Discussion of Library Service Models and Cost
Matrix with City Manager
City Manager Peacock stated he was not ready to
discuss this item yet as there was still a lot
of analysis to be done concerning the amount of
money and what to do with it.

Reports
Susan Fuller, County Librarian
County Librarian Susan Fuller reported that a
statewide task force is being formed to look at
the issue of library funding in California.
She also distributed a brief comparison of
revenues, estimated expenditures, services, and
other items of the libraries in Los Gatos,
Saratoga, and Campbell. She pointed out that
circulation at the Saratoga library had reached
300 per hour.
Dolly. Barnes, Community Librarian
Community Librarian Dolly Barnes reported that
the summer reading club was getting organized;
Saratoga was chosen as a site for an Internet
grant; and the Friends of the Library are
donating a self -check out machine for people
who choose an automated check out, and some
CDRom upgrades for the reference desk.

Sally Towse, Chair
Chair Towse informed the Commission of an April
9 panel discussion on library funding, and that
she would be submitting a commentary article to
the Saratoga News about the value of library
services.
