Call to Order The meeting was called to order at 7:35 p.ni. II. Roll Call Commissioners present: Ceppos, Grantham, Skow, Towse Commissioners absent: Martini, Peacock Four Commission Applicants were present: Patti Bush, Carol Gilbert, Sam Mitchell, Ed Sessler III. Report on Posting of Commission Agenda The agenda was posted on February 16, 1994 Approval of Minutes of January 26, 1994_, Meeting The minutes were approved as submitted. Old Business A. Foundation Chair Sally Towse reported that the planning committee of the Foundation is continuing to work on bylaws and board development. VI. New Business A. Discussion of Library Service Models and Cost Matrix Deputy County Librarian Janice Yee distributed proposed schedules, job descriptions, preliminary salary classification estimates for 1996/97, the current salary schedule, and models of library service for discussion. She stated that they do not yet know the level of revenues, and the projections assume that the formula distribution remains the same as currently. The models of service level do not include the Sunday hours which are paid for from city and county general funds, except for the one for 34 hours. Community Librarian Dolly Barnes, Chair Sally Towse and Commissioner Jack Grantham reviewed the models for service which they had developed. The models are: 1. 36 hours per week 2. 40 hours per week 3. 46 hours per week 4. 61 hours per week 5. 34 hours per week 36 hours is the current level of service, and 34 hours is the level at which the library would operate if nothing is done to supplement funding. 40 hours of service would require a $25 per parcel supplement, 46 hours approximately $35 per parcel, and approximately $67 per parcel for 61 hours. After discussion, the Commission passed a motion with the following recommendation to the City Manager and the City Council: The model with 61 open hours per week is the ideal level of service, and the minimum level which should be considered is 46 open hours per week. Staff Carolyn King will transmit this recommendation and the backup material to City Manager Harry Peacock, with the suggestion that he attend the Commission's March 23 meeting if he has questions. B. Follow-up to January 31 Meeting with Los Altos and Cupertino library commissions Chair Towse reported that the Commissions decided that there should be a meeting of all the Library Commissions within the County'}. service area to discuss the proposed assessment. /may need for a Phas_ TT e d`_-. of 21,: C . Cost of Sunday Hours Community Librarian Barnes advised the Commission of the estimated cost of Sunday services for 94/95. Based on the school year calendar, at the same staffing level, and with some cost of living adjustment, the share for Saratoga (28 weeks) would be approximately $21,200. D. Input to City Council 94/95 Budget Review The Chair will send a memo to Council asking that the approved amount remain in the 94/95 budget for Sunday hours, and reminding the Council of their commitment to maintaining the current level of funding for Sunday hours. VII. E. Celebrate Saratoga Barbecue Chair Towse informed the Commission of the tentative Celebrate Saratoga schedule for next fall. The date of the barbecue will be October 9 following the parade. They will start gearing up in June. F. Election of Officers for 1994 This item was tabled until the April meeting. Reports Janice Yee, County Librarian Deputy County Librarian Yee distributed a new fact sheet for the County Library system, and gave an update on the status on grants which the library system has obtained, and the task force working on the benefit assessment proposal.
