Action Minutes
I. Ca11 to Order
The meeting was called to order at 7:46 p.m.
II. Roll Ca11
Commissioners Present: Ceppos, Grantham, Peacock,
Sessler, Skow, Martini, Towse
Commissioner Absent: none
Others Present: Dolly Barnes, Susan Fuller, Irene Jacobs
III. Report on Posting of Commission Agenda
Pursuant to Government Code 54954.2, the agenda was
properly posted on November 30, 1994.
IV. Approval of Minutes of October 26, 1994, Meeting
Corrections were made to the minutes as follows; Under
Section V, Item A, Foundation, the minutes should
read,"Commissioner Towse reported" rather than
"Commissioner Ceppos reported". The Minutes were
approved with corrections.
V. Old Business
A. Status of Foundation
Commissioner Towse had nothing new to report.
B. Measure A; Follow-up
County Librarian, Susan Fuller reported to the
Commission that December 13th was the scheduled
date of the Public Hearing where the Board would
set new rates that would take affect in the new
year. Ms. Fuller also passed out the voting
results for Measure A by district. Measure A was
passed in most areas by a two-thirds vote.
Susan Fuller will be meeting in December with the
City Manager's of the various cities to discuss JPA
implementation issues. With the passage of Measure
A, more funds will be budgeted towards new book
purchases, additional story -time hours, and
additional training for staff members. In either
June or July of the coming year, library hours will
increase and some long needed maintenance areas
will be attended to.
Several School Districts are meeting with South Bay
Library Representatives to discuss future projects
between the schools and libraries. Possibilities
that are being discussed include schools having
direct access to the Union Catalog. There will be
a brainstorming session on Monday afternoon to
discuss other ideas.
C. Saratoga Library -Internet Access Update
There will be a Internet Access Planning Meeting on
Thursday, January 26th in the Library at 3:30 p.m.
A list of interested individuals from the community
is being drawn up. Different Community
organizations along with the Saratoga News and
Mercury News are being notified. Karen Ceppos will
speak at the meeting, on behalf of the Library
Commission.
VI. New Business
Pat Mahler, speaking on behalf of the Friends of the
Library, informed the Library Commission that the Book -
Go -Round was in great need of additional storage space.
Book donations have increased and it is difficult to make
accommodations for these additional volumes especially
during the winter season.
The Friends of the Library would like to request of the
City that they allow the empty mobile unit in the
Corporation Yard to be used as additional storage space
and that it be added to their annual •rental agreement.
Commissioner Ceppos made a motion and Commissioner
Grantham seconded to support the Friends in their request
of the City. The motion was passed unanimously. Staff
member Jacobs would look into the matter further.
VII. Reports
Susan Fuller, County Librarian
Ms. Fuller reported that Dianne McKenna, who had been
nominated by the Library Commission, had indeed won an
award that would be presented on Tuesday, December 13th
at 10:00 a.m. Dorothy Skow will be present to represent
the Library Commission at the December 13th meeting.
Dolly Barnes, Community Librarian
Dolly Barnes took some time to thank the Friends of the
Library for all their financial support and participation
in so many activities. The Friends of the Library gave
$10,000 to the Library so that Children's Services could
be increased beginning in the new year.
Irene M. Jacobs, City Staff Representative
Ms. Jacobs informed the Commission that on the City
Council Agenda for that same night, the Council would be
discussing the possibility of establishing a new format
of meetings with the Commissions. Traditionally, an
annual meeting was scheduled with an entire commission to
discuss goals and ideas with the City Council. The
Council will be discuss whether to change that format to
having the chair of each commission meet with the Mayor
and City Manager alone three to four times a year in
order to review goals more often.
Many members of the Library Commission were not in favor
of the new format and staff member Jacobs will relay that
information back to the City Council.

Adjournment
Commissioner Peacock made a motion to adjourn the meeting
and Commissioner Ceppos seconded the motion. the vote was
passed unanimously and the meeting was adjourned at 8:50
p.m.

Dear Sally:
I want to thank you and other members of the commission for supporting
my nomination for the California Association of Library Trustees and
Commissioners (CALTAC) award for my efforts on behalf of libraries. It
was very gratifying to learn of my nomination.
I am deeply honored to have been selected as the recipient of this year's
award in the elected official category. I want to thank the members of the
commission for helping to make this possible.
Thanks again for your support and for all your efforts on behalf of library
services.
