REGULAR MEETING West Valley College, Cilker Building, Room 101B | 14000 Fruitvale Avenue, Saratoga CA ROLL CALL ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS Any member of the public may address the Public Art Committee for up to three (3) minutes on matters not on the Agenda. The law generally prohibits the Public Art Committee from discussing or taking action on such items. However, the Public Art Committee may schedule the item for discussion at a future meeting. AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from February 28, 2019. 2. West Valley College Public Art Collaboration Recommended Action: Discuss and consider opportunities to collaborate on public art with West Valley College Cilker School of Art and Design. 3. Bicycle Racks Recommended Action: Receive information about decorative bicycle racks and provide direction on whether to use public art funds for purchase and installation of decorative bicycle racks. 4. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings. [28 CFR 5.102- 35.104 ADA title II] Saratoga Public Art Committee Minutes - Page 1 of 3 MINUTES FEBRUARY 28, 2019 PUBLIC ART COMMITTEE REGULAR MEETING The Public Art Committee regular meeting was called to order at 3:44 p.m. in the Linda Callon Conference Room at City Hall at 13777 Fruitvale Avenue. ROLL CALL PRESENT: Council Members Mary-Lynne Bernald, Yan Zhao ABSENT: None ALSO PRESENT: James Lindsay, City Manager Crystal Bothelio, Deputy City Manager ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS None AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from January 30, 2019. ZHAO/BERNALD MOVED TO APPROVE THE PUBLIC ART COMMITTEE MINUTES FROM JANUARY 30, 2019. MOTION PASSED. AYES: BERNALD, ZHAO. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 2. Paint the City: Saratoga Utility Box Painting Project Recommended Action: Receive information about Paint the City voting and discuss the Paint the City Kickoff event on March 16, 2019 at 10:00 a.m. The Public Art Committee reviewed results of Paint the City voting. ZHAO/BERNALD MOVED TO RECOMMEND CITY COUNCIL ACCEPTANCE OF THE ARTWORK OF YUSUF ATTARWALA AT UTILITY BOX LOCATION 1, ZERLINA LAI AT UTILITY BOX LOCATION 2, WENJIA (ANGELA) WANG AT LOCATION 3, MICHELLE LIU AT UTILITY BOX LOCATION 4, AND KATEY HORN AT LOCATION 5. MOTION PASSED. AYES: BERNALD, ZHAO. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 3. Public Art Survey Recommended Action: Discuss and consider a citywide survey on public art. Saratoga Public Art Committee Minutes - Page 2 of 3 The Public Art Committee discussed the possibility of a public art survey. The Committee agreed to create a simple 4 question survey that the Committee members would distribute individually. The Committee asked staff to prepare the survey with the public art logo and send the final version to the Committee members. The questions included: 1. What comes to mind when you think about public art? 2. Please rank art types in order of preference from most preferred (1) to least preferred (7). Banners Art at Entry Points to Saratoga Interactive/Participatory Art Mosaics Murals Site-Specific Work (integrated with buildings or landscape) Sculpture Other: 3. Please rank the areas of focus for public art in order of most important (1) to least important. Placing public art in parks Incorporating public art into walking and biking trails Placing public art in the Village Incorporating public art into public facilities Placing public art at major intersections/gateways Other: 4. Are you a resident of Saratoga? Yes No 4. Collaborative Meeting Recommended Action: Discuss and consider the opportunity to hold a collaborative meeting with a local organization with public art interests, such as Montalvo Arts Center or West Valley College Cilker School of Art and Design. The Public Art Committee asked staff to schedule a meeting at West Valley College to discuss opportunities for collaboration. 5. Future Public Art Ideas Recommended Action: Discuss and brainstorm future public art ideas and projects. Council Member Bernald suggested decorative bicycle racks as a future project. She proposed installation of bicycle racks at 3 locations. Some prospective locations included Blaney Plaza, the Joan Pisani Community Center, Congress Springs Park, Saratoga Library, and No Name Park. Staff agreed to provide additional information about bicycle rack design, costs, and potential locations. Saratoga Public Art Committee Minutes - Page 3 of 3 6. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings.
