ROLL CALL PRESENT: Mayor Manny Cappello, Vice Mayor Howard A. Miller, Council Members Rishi Kumar, Mary-Lynne Bernald, Yan Zhao ABSENT: None ALSO PRESENT: James Lindsay, City Manager Crystal Bothelio, Deputy City Manager John Cherbone, Public Works Director Debbie Pedro, Community Development Director Michael Taylor, Recreation & Facilities Director Mainini Cabute, Public Works Department Nicole Johnson, Planner II ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS None AGENDA ITEMS: Heritage Preservation Commission Work Plan Recommended Action: Meet with Commission; discuss Commission priorities; and provide direction to Commission on 2019 Work Plan. Heritage Preservation Commissioners presented their proposed work plan for 2019 to the City Council. Proposed work plan items included: 1. Increase and Update Heritage Resource Inventory 2. Plaques/Point of Interest Markers 3. Public Outreach 4. Continuing Commissioner Education 5. Heritage Lane City Code Amendment 6. Saratoga Avenue (Heritage Lane) Inventory 7. Heritage Orchard Master Plan 8. War Memorial Arch 9. Village Inventory Saratoga City Council Minutes – March 11, 2019 – Page 2 of 3 City Council Consensus: The City Council accepted the work plan proposal but requested that the Heritage Preservation Commission prioritize the Heritage Orchard Master Plan. The City Council agreed to allow up to 4 point of interest markers to take advantage of economies of scale. Additionally, the City Council noted the next steps for the Commission on the Heritage Lane City Code Amendment is to request that City staff schedule a future City Council agenda item on the Commission’s recommended changes. Parks and Recreation Commission Work Plan Recommended Action: Meet with Commission; discuss Commission priorities; and provide direction to Commission on 2019 Work Plan. Parks and Recreation Commissioners noted that they have not yet established their 2019 work plan, but shared proposed ongoing activities. These included: 1. Movie Nights 2. Age Friendly Communities 3. Let’s Work! Volunteer Program 4. Community Outreach The Commission also shared a requested budget increase request of $2,100 for Movie Nights and parks and trails flyers/brochures. City Council Consensus: The City Council accepted the list of ongoing work plan items from the Parks and Recreation Commission. Traffic Safety Commission Work Plan Recommended Action: Meet with Commission; discuss Commission priorities; and provide direction to Commission on 2019 Work Plan. Traffic Safety Commissioners presented their proposed 2019 work plan, which included: 1. Establish and Implement a Safe Routes to School Plan 2. Continue Refinement of Traffic Safety Commission Process and Governance, Establish Guidelines for Traffic Calming as needed 3. Continue to Investigate, Review and Analyze Traffic Safety Issues Raised by the Community 4. Promote Education to the Community and Schools Regarding Traffic, Bicycle and Pedestrian Safety, through Public Meetings 5. Review Projects on the Capital Improvement Project List and Prioritize for Funding Saratoga City Council Minutes – March 11, 2019 – Page 3 of 3 City Council Consensus: The City Council accepted the list proposed Traffic Safety Commission work plan items. The City Council directed staff to realign the terms of the Traffic Safety Commissioners during the next recruitment to meet term staggering guidelines in the City Code. The City Council also directed staff to prepare a statement on the City’s standard approach and past practices related to sidewalks and street lights to be brought back to the City Council for approval and shared with the Traffic Safety Commission when complete. Library Commission Work Plan Recommended Action: Meet with Commission; discuss Commission priorities; and provide direction to Commission on 2019 Work Plan. Library Commissioners presented their proposed 2019 work plan, which included: 1. Support library events and programs 2. Promote library events and programs; engage in information sharing with library and public 3. Identify continuing opportunities to partner with West Valley College 4. Help increase the number of residents with library cards City Council Consensus: The City Council accepted the list proposed Library Commission work plan items. The City Council also suggested that the Library Commission do a second review of its responsibilities, duties, and relationships in City Council Resolution 16-043.
