MINUTES

1. Routine Organization
A. Roll Call
PRESENT – Commissioners Koepernik, McCarty, Tai, and Vice Chair Marra
ABSENT – Commissioners Gomersall, Sorden, and Chair Kellond

GUESTS – Mr. Willis Peck, Ms. Jenny Taylor
B. Approval of minutes from July 8, 2008 meeting – Approved 40.
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on August 7, 2008. – Staff announced this item.
D. Oral & W ritten Communication Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda.
Commissioner Marra, on behalf of Chair Kellond, suggested to the
Commission that the Sam Cloud building should be rededicated. The
Commission thought it may be prudent to provide the owners with application
materials regarding making the structure a designated landmark and
encouraging the Mills Act.
Commissioner Marra reminded the Commission about the Orchard Trail Loop
opening to take place on August 26 th and commented that Chair Kellond
should be involved in the opening.
Commissioner Marra also reminded the Commission that a recognition dinner
will take place on September 23 rd to recognize the contributions of City
Commissions.
Commissioner Marra informed the Commission that the signs for Whalen
Way are presently being constructed.
Mr. Willis Peck commented that some signs on Marion Avenue read “Ave”
and others read “Road” and that they should read “Avenue.” Mr. Peck also
inquired about the status of Oak Street as a heritage lane application.
Director Livingstone informed him that the application had been closed due to
inactivity.
E. Oral Communications – Historic Preservation Commission direction to Staff –
Instruction to staff regarding actions on current Oral Communications. – The
Commission directed staff to send an electronic copy of the Historic
Resources Inventory to Commissioner Tai.
2. Old Business
A. Discuss National Registry & Saratoga Landmark Plaques – Item not
discussed.
B. Discuss Heritage Orchard Signage – Item not discussed.
C. Discuss Historic Incentives – Item discussed. Commissioner Koepernik
commented that the incentives should be monetary (i.e. reduction of permit
fees), as that will encourage applicants to come forward and submit for HPC
review. He suggested that this be one of the talking points with City Council
during the Joint Meeting on September 3, 2008.
D. Discuss Sign for McWilliams House – Item not discussed.
3. New Business
A. Updating the Historic Resources Inventory – Item discussed. Director
Livingstone suggested that the Commission first focus on refining the existing
Inventory and getting it updated. Commissioner Marra suggested that the
existing inventory be organized by areas of the City. Commissioner Koepernik
suggested that the Commission drive to the sites together in a van to ascertain
the current condition and significance of the structure. Commissioner Tai
commented that the Inventory should be reviewed on an annual basis so that it
doesn’t get as out of date as it currently is and also volunteered to convert the
existing Inventory to Excel format. The Commission motioned to adjourn the
meeting to a special meeting on August 26, 2008 at 8:30 am to discuss the
process to updating the resource list and to prepare for the City Council Joint
meeting on September 3, 2008. The motion passed by 40 vote.
