H E R I T A G E P R E S E R V A T I O N C O M M I S S I O N
MINUTES
Date: Tuesday, January 10, 2006 8:30 a.m.
Place: Warner Hutton House, 13777 Fruitvale Avenue
Type: Regular Meeting – Please meet in the parking lot in front of the
Warner Hutton House at 8:30 a.m. and Staff will provide
transportation to the site visit under New Business and return to
Warner Hutton House by 9:45 a.m.
I. Routine Organization
A. Roll Call
PRESENT: Commissioners Bailey, Ballingall, Brookfield, Conrado, Louden,
Lowdermilk (left at 10:40 a.m.), and Wyman
ABSENT: None
GUESTS: Mr. Warren Heid, Councilmember Kao, and Mr. Bob Baratta

B. Approval of minutes from December 13, 2005 meeting – Approved by 70
vote
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on January 05, 2006
D. Oral & W ritten Communication Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda.
§ Mr. Warren Heid commented regarding requirements for lowincome
housing in the Village with new construction.
E. Oral Communications – Historic Preservation Commission direction to Staff –
Instruction to staff regarding actions on current Oral Communications.
§ Chair Conrado asked staff to provide additional information regarding
this topic (in reference to Mr. Heid’s comment) at the next meeting.
II. Old Business
A. Update on Mustard Walk – Item discussed
B. Update on Historic Resources Inventory – Three of the missing thirteen
properties were found; this topic should remain on the agenda for next
meeting.
C. Update on McWilliams House Renovation – The plans approved by HPC
were reviewed by the County on December 15, 2005. Direction was given to
work with County staff to address concerns of the County commission. A
meeting with County representative has been set up for January 11 , 2005.
D. Update on National Register Applications – Additional information has been
provided to the appropriate State agency. If that commission approves the
nomination, then it will move forward for the National Register.
E. Update on bronze plaque for 14288 Chester Avenue – The commission
reviewed two different designs presented by Commissioner Conrado. The HPC
reviewed the designs and made the following vote: the size will by five inches
high by eight inches wide (approved by a 70 vote); and the simpler design was
preferred over the more intricate one (approved by a 61 vote; Commissioner
Bailey voted against the style because she felt the relief areas of the sign should
be larger and the text smaller). Commissioner Conrado agreed to get pricing
information and revised design for discussion at next month’s meeting.
F. Term Expirations – Item discussed.
III. New Business
A. 8:30 a.m. Site visit – Review existing signage at 14592 Oak Street (Saratoga
Elementary School) – Site visit completed; Commission discussed design of
sign and its character with respect to Oak Street. While some
Commissioners feel it could be altered to better fit in with the historic nature of
Oak Street, other Commissioners did not feel strongly about the issue.
Thoughts on how to best to address the issue were discussed but not
finalized.
B. 9:00 a.m. Site visit – Review proposed demolition of 20626 Komina Way –
Site visit completed; Contract Planner Deborah UngoMcCormick gave a brief
presentation on the topic and clarified that the HPC purview is limited to the
historic analysis of the property and the cause of the fire is a separate and
unrelated issue. Commissioner Lowdermilk commented that there appeared
to be too many changes made to the structure. Commissioner Bailey
commented that she couldn’t dispute the historic report prepared for the
property. A motion to approve the demolition of the structure based on the
conclusion that the property is not historic was passed by a 61 vote with
Commissioner Wyman abstaining.
C. Discuss Heritage Orchard – Item discussed.
D. Joint Meeting with City Council and Historic Foundation June 21, 2006 – Item
discussed.
