H E R I T A G E P R E S E R V A T I O N C O M M I S S I O N
Minutes
Date: Tuesday, May 09, 2006 8:30 a.m.
Place: Warner Hutton House, 13777 Fruitvale Avenue
Type: Regular Meeting – Please meet in the parking lot in front of the
Warner Hutton House at 8:30 a.m. and Staff will provide
transportation to the site visit under New Business and return to
Warner Hutton House by 10:00 a.m.
I. Routine Organization
A. Roll Call
PRESENT: Commissioners Gomersall, Kellond, Koepernik, Louden, Marra,
McCarty, and Wyman.
ABSENT: None.
GUESTS: Ms. Jenni Taylor, Ms. Jill Hunter, Mr. Matt Amini, Mr. Scott Sheldon
B. Approval of minutes from March 14, 2006 meeting – Approved 70.
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on May 04, 2006
D. Oral & W ritten Communication Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda.
§ Ms. Jenni Taylor commented that the historic survey done for the house
at the intersection of Komina Ave and Oak Street was flawed and the
proposed design is not compatible with the neighborhood.
§ Ms. Jill Hunter spoke to the HPC regarding the Heritage Tree Society
and encouraged the HPC’s support.
E. Oral Communications – Historic Preservation Commission direction to Staff –
Instruction to staff regarding actions on current Oral Communications.
II. Old Business
A. Update on Historic Resources Inventory – Item discussed.
B. Update on McWilliams House Renovation – Staff informed the Commission
regarding the background of the project and that it is currently out to bid.
C. Update on National Register Applications – Commissioner Wyman gave an
update regarding the BookGoRound. The goal is to have the project reviewed
by Office of Historic Preservation in October 2006. Commissioner Louden
commented that he will continue to work on response to a submittal for the
Saratoga Museum.
III. New Business
A. 8:30 a.m. Site visit – St. Andrews – review proposed bell tower – Site visit
completed. Commissioner Louden commented that the proposal was
consistent with the architecture of the church and that the sound associated
with the bells in the tower was out of the purview of the HPC. Commissioner
Marra agreed. Commissioner Kellond commented that the structure could be
better integrated into the architecture of the building but could support the
project. Commissioner Gomersall likes the design and Commissioner
Koepernik agreed. The HPC voted 70 that the proposal would not have an
adverse effect on Saratoga Avenue as a heritage lane.
B. 9:00 a.m. Site visit – George Whalen Way (behind Saratoga Fire Station) –
review naming the walkway after Mr. George Whalen – Site visit completed.
The HPC discussed the proposal and recommended that a sign be installed
to identify the walkway. The sign should read “George Whalen Way.” The
proposal to name the walkway after Mr. George Whalen was approved by a
70 vote.
C. 9:30 a.m. Site visit – 15397 Peach Hill Road – review proposed modifications
to existing home – Site visit completed. Commissioner Marra commented the
site was secluded. Commissioner McCarty added that a craftsman style
perhaps may have been more appropriate, it is ultimately the owner’s choice.
Commissioner Kellond commented that he did not see much significance in
the existing structure. Commissioner Gomersall also thought a craftsman
style home was more appropriate, but left it up to the owner for the new
design. Commissioner Koepernik added that the site was fairly isolated and
the house did not appear historic except for its age and that he could support
the project as long as the stone walkways were not destroyed. Commissioner
Wyman agreed with Commissioner Koepernik’s comments. The HPC found
the home not to be historically significant by a 70 vote.
D. Elect Chair and Vice Chair of Commission – Commissioner Koepernik was
elected Chair of the Commission by a 70 vote and Commissioner Wyman
was elected Vice Chair of the Commission by a 70 vote.
E. Elect HPC representative to Village Task Force – The Commission appointed
Commissioner Koepernik to start off as the representative and then the role
will be passed on to Commissioner Wyman and Commissioner Gomersall.
F. Saratoga Landmark Plaques – Item discussed. Commissioner Koepernik
volunteered to take on the task and will explore possibilities of putting date of
structure on plaque and keeping the design transferable between properties.
G. National Registry Plaques – Commissioner Louden offered to look into
various designs and corresponding pricing. He plans to bring the information
back for the next meeting.
H. Joint Meeting with City Council and Historic Foundation June 21, 2006 – The
Commission was reminded of the joint meeting in June.
