Minutes

Type: Regular Meeting
I. Routine Organization
A. Roll Call
PRESENT: Commissioners Gomersall, Kellond, Koepernik, Louden, Marra,
McCarty and Wyman.
ABSENT: None.
GUESTS: None.
STAFF PRESENT: Ms. Iveta Harvancik and Ms. Shweta Bhatt.
B. Approval of minutes from October 10, 2006 meeting – Approved 60
(Commissioner Kellond absent for this item)
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on November 09, 2006 – Staff announced this item.
D. Oral & W ritten Communication Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda.– None.
E. Oral Communications – Historic Preservation Commission direction to Staff –
Instruction to staff regarding actions on current Oral Communications. –
None.
II. Old Business
A. National Registry Plaques – Item discussed. Potentially two (2) plaques are
needed (one for Warner Hutton House and one for the BookGoRound
pending approval in early 2007 by National Park Service).
B. Saratoga Landmark Plaques – Item discussed. Commissioner Louden
volunteered to verify which of the existing landmarks have plaques.
C. Discuss Mustard Walk 2007 – Item discussed. Commissioner Koepernik
offered to followup on potential sponsors. Commissioner McCarty volunteered
to assist with publicity.
III. New Business
A. Discuss proposed path around orchard located at intersection of Fruitvale
Avenue and Saratoga Avenue – Item discussed. Commissioner Koepernik of
HPC, Commissioner Stallman of the Trails Committee, Mr. Matt Novakovich,
the City Arborist (Kate Bear), and Staff (Iveta Harvancik and Shweta Bhatt)
met at the orchard to discuss the path on November 13, 2006. At that
meeting, Mr. Novakovich noted that he preferred no new material on pathway
and that it be maintained as existing. Commissioner Koepernik mentioned
that the group at the November 13 th meeting considered seeding and mowing
a pathway down that middle of the walkway to create a distinguished
walkway. Commissioner Kellond commented that the funds allocated for the
pathways can be an opportunity to capture the historic significance of the
orchard. Commissioner Marra agreed that it was a unique opportunity.
Commissioner Gomersall disagreed with Commissioners Kellond and Marra
and stated that it should be maintained as an orchard and that a path around
the orchard already exists. Commissioner McCarty commented that a
potential information center at the orchard can be good for educational
purposes. Commissioner Wyman added that a resolution using the natural
setting was okay, but the Commission should also consider using funds for
signage for the orchard. The Commission agreed to propose the pathway
surrounded by mustard as an interim solution, but will go to Council in March
2007 to discuss: pathways, material types for pathways, signage, educational
programs, and other capital improvements.
B. Discuss proposed kiosk at orchard located at intersection of Fruitvale Avenue
and Saratoga Avenue – The Commission voted 70 to recommend a
temporary mobile barricade (that may be removed when it is not needed) to
comply with posting requirements for pesticide application.
