Subject: 3.6. Discussion of Silicon Valley Clean Energy Reach Codes
After publication of the agenda packet for the October 16, 2019 City Council Meeting,
this supplemental attachment was received for 3.6. Discussion of Silicon Valley
Clean Energy Reach Codes.
High Reach requires increasing the energy efficiency of the home and/or adding an energy resource (like
battery storage or solar thermal). Allows using gas for all indoor appliances/systems (cooking,
space/water heating, drying) in exchange for building to a much higher standard than Title 24.
Electric Heat option allows for lowering or removing the components of the High Reach option if the
home uses electricity for space and water heating. Allows for using natural gas for selected applications
(primarily cooking) only in exchange for meeting or slightly exceeding Title 24.
Limited Gas Usage restricts natural gas to a defined set of uses (cooking, for example). This may or may
not include additional requirements to exceed Title 24.
Ban Natural Gas prevents installing new natural gas service to new buildings. This is done outside of
Title 24 by means of a city exerting its police powers.
