TRAFFIC SAFETY COMMISSION
REGULAR MEETING
MINUTES

Call to Order- 6:30 p.m.
Present: Belal Aftab, Jonathan Choi (Chair), Christopher Coulter, Mitch Kane, David McIntyre
Absent: Ray Cosyn, Vacancy
Staff: Mainini Cabute, John Cherbone, Ashley Brooks
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on May 2, 2019.
Accept Agenda Items: No additional items may be added pursuant to Government Code

-COMMISSIONER COULTER MOTIONED TO APPROVE.
-COMMISSIONER KANE GAVE SECOND MOTION
-APPROVED 5-0-0-1 (COSYN ABSENT, ONE
VACANCY)
April 23, 2019- SRTS Special Meeting
- Schedule for July meeting.
Sheriff’s Report to the Commission
Old Business
1. Traffic Matrix #447- Shadow Oaks
Issue: Request by Janakiram Dimba for City to improve traffic circulation at Shadow Oaks
near the back of Redwood Middle School entrance.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
-COMMISSIONER MCINTYRE MOTIONED TO ADD THIS ITEM TO SAFE ROUTES TO
SCHOOL AND IN THE INTERIM FOR STAFF TO WORK WITH THE SCHOOL TO DETERMINE
A PROCESS THAT EDUCATES PARENTS AND COMMUNITY MEMBERS ON ABOUTSAFELY
NAVIGATING THIS INTERSECTION LOCATION.
-COULTER GAVE SECOND MOTION.
-APPROVED 5-0-0-1 (COSYN ABSENT, ONE VACANCY)
-COMMISSIONER KANE MOTIONED TO ASK TRAFFIC ENGINEER TO CREATE DRAFT
PLAN TO ENCHANCE THE TRAIL CROSSING TO PROPOSED TO THE NEIGHBORHOOD.
INSTALL “KEEP CLEAR” IN THE NORTHBOUND DIRECTION AT SARATOGA AVENUE AND
SHADOW OAKS (NORTH).
-APPROVED 5-0-0-1 (COSYN ABSENT, ONE VACANCY)
New Business
2.Traffic Matrix #448- Saratoga Vista
Issue: Request by Ling Zheng for City to improve traffic safety at the intersection of Saratoga
Vista and Beaumont Avenue by installing a 4-way stop.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
-COMMISSIONER COULTER MOTIONED TO INSTALL MEDIAN STRIPING AT SARATOGA
VISTA AND BEAUMONT AVE AND PAINTED BULBOUTS AT ALL CORNERS AND REVIEW
LIMIT LINE LOCATIONS OF SARATOGA VISTA.
-COMMISSIONER BELAL GAVE SECOND MOTION.
-APPROVED 5-0-0-1 (COSYN ABSENT, ONE VACANCY)
-(TSC stated to bring back plan in July but it will be a matrix of all items that have been previously
approved over the last year).
3.Traffic Matrix #449- Pierce Road
Issue: Request by Pierce resident for the City to help improve sight distance while backing
out of driveway.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
-COMMISSIONER KANE MOTIONED FOR STAFF TO INVESTIGATE HISTORY AND FIND
OUT WHY PGE POLE WAS INSTALLED AND INFLUENCE REMOVAL IF NOT SERVING A
FUNCTIONAL PURPOSE.
-COMMISSIONER COULTER GAVE SECOND MOTION.
-APPROVED 4-0-1-1 (COSYN ABSENT, ONE VACANCY, MCINTYRE ABSTAINED)
4.Traffic Matrix #450- Sumner Drive
Issue: Request by Sameer Mathur for the City to reduce speeding at Sumner Drive near the
curve closest to Blue Meadow Court.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
-COMMISSIONER COULTER MOTIONED FOR THE CITY TO REFRESH PAINT AT THE AREA
OF SUMNER DRIVE NEAR CURVE.
-COMMISSIONER KANE GAVE SECOND MOTION.
-APPROVED 5-0-0-1 (COSYN ABSENT, ONE VACANCY)
5.Traffic Matrix #451- Crestbrook Drive
Issue: Request by Philip Wu for the City to reduce speeding at Crestbrook Drive.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
-COMMISSIONER KANE MOTIONED FOR THE TRAFFIC ENGINEER TO DEVELOP A DRAFT
PLAN FOR CRESTBROOK/ BRAEMAR TO PROVIDE ENHANCED ENTRY/EXIT FROM
DRIVEWAYS THAT ALSO ADDRESSES PEDESTRIAN TRAFFIC.
- COMMISSIONER COULTER GAVE SECOND MOTION.
