HomeMy WebLinkAbout11-14-2019 TSC Regular MINUTES CITY OF SARATOGA TRAFFIC SAFETY COMMISSION REGULAR MEETING MINUTES DATE: November 14, 2019 TIME: 6:30 PM – 10:30 PM LOCATION: Administrative Conference Room 13777 Fruitvale Avenue, Saratoga, CA 95070 Call to Order Present: Belal Aftab, Jonathan Choi (Chair), Ray Cosyn, Christopher C oulter, Michelle Fitzsimmons, Mitch Kane, David McIntyre Staff: Mainini Cabute, John Cherbone, Ashley Brooks, Franziska Church Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on November 8, 2019. Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Oral & Written Communication Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. Approval of Draft Minutes September 12, 2019- Regular Meeting - COMMISSIONER AFTAB MOTIONED TO APPROVE. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0 October 15, 2019- Special Meeting SRTS Coulter motioned to approve Cosyn gave second motion 7-0 Old Business 1. Traffic Matrix # 447 Issue: Request by Shadow Oaks resident for the City to close off Shadow Oaks during school drop off and pick up hours or restrict parking near the back entrance of the Redwood Middle School. Action: The TSC has reviewed this item several times. The TSC w ill discuss the new request and make a recommendation. - COMMISSIONER CHOI MO TIONED THAT THE TSC WILL DISCUSS WITH REDWOOD MIDDLE SCHOOL ADMINISTRATORS THE POSSIBILITIY OF ASSI GNING A CROSSING GUARD AT THE SHADOW OAKS ENTRY THROUGH ITS SRTS MEE TING WITH THE SCHOOL. - MCINTYRE GAVE SECOND MOTION. - APPROVED 7-0 New Business 2. Traffic Matrix # 460 Issue: Request by Montalvo Rd resident for the City to evaluate the safety curb at Montalvo Road and Highway 9. Action: The TSC will discuss and make a recommendation. - COMMISSIONER KANE MOTIONED TO HAVE TRAFFIC ENGINEER TO DEVELOP A PLAN TO MAKE MORE VISIBLE THE INTE RSECTION OF MONTAVLO ROAD AND HW9 AND TO WORK WITH CALTRANS FOR APPROVAL. - FITZSIMMONS GAVE SEC OND MOTION. - APPROVED 7-0 - COMMISSIONER B ELAL MOTIONED TO REM OVE THE NON-FUNCTION AL CURB WING AT THE INTERSECTION OF MONTALVO ROAD AND HW9 - COMMISSION FITZSIMONS GAVE SECOND MOTION . - APPROVED 7-0 - COMMISSIONER CHOI MO TIONED FOR THE TRAFFIC PLAN DEVELOPED BY THE TRAFFIC ENGINEER TO BE HEARD AGAIN BY THE TSC AND TO INVITE RESIDENTS TO ATTEND TO REVIEW THE PLAN. - COMMISSIONER KANE GAVE SECOND MOTION. - MOTION DID NOT PASS 3. Traffic Matrix # 461 Issue: Request by resident for a crosswalk at Aspesi Drive and Quito Road. Action: City staff received an email from the resident stating that a boy was hit at the intersection of Aspesi Drive and Quito Road. TSC will receive information and make a recommendation. - COMM ISSIONER AFTAB MOTIONED FOR THE CITY TO 1) TRIM SHRUBS 2 INSTA LL SIDEWALKS ON SOUTHSIDE OF QUITO BETWEEN THE 85 AND ASPESI AS SOON AS POSSIBLE, 3) FOR TE TO DEVELOP A PLAN TO IMPROVE SAFETY AT T HE INTERSECTION OF ASPESI AND QUITO (AKA SAFE ZONE), AND CITY TO DEVELOP AN ORDINACE FOR CHILDREN TO RIDE THEIR BIKES ON SIDEWALKS. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0 4. Speed Survey Issue: The Traffic Engineer will present the Speed Survey, which the City must renew and adopt every 5-7 years. The last Speed Survey was updated at the end of 2013. The City plans on updating its speed survey at the end of 2019. Action: The TSC will review the speed survey and make a recommendation. - COMMISSIONER COULTER MOTIONED TO ACCEPT THE SPEED SUR VEY WITH THE EXCEPTION OF CHANGING THE SPEED LIMIT ON MILLER AVENUE. - COMMISSIONER COSYN GAVE SEC OND MOTION. - APPROVED 7-0 5. Traffic Safety Commission Meeting start time Issue: The Traffic Safety Commission meetings have many items on its agenda, regularly resulting in meetings that last for 3-4 hours. TSC members are interested in exploring the possibility of moving the meeting start time to 6:00 p.m. instead of 6:30 p.m. Action: The TSC will discuss and make a recommendation. - COMMISSIONER KANE MOTIONED FOR MEETING START TIME TO REMAIN AT 6:30 P.M. - COMMISSIONER CHOI GA VE SECOND MOTION. - APPROVED 7-0 6. Election of new Chair and Vice-Chair - COMMISSIONER MCINTYRE NOMINATED AFTAB AS C HAIR AND FITZSIMMONS AS VICE CHAIR - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0 7.
