The law generally prohibits the Public Art Committee from discussing or taking action on such items. However, the Public Art Committee may schedule the item for discussion at a future meeting. AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from February 4, 2020. 2. 2020 Paint the City: Utility Box Painting Project Recommended Action: Receive results of Paint the City voting and recommend artwork for each utility box location. Voting closes February 26. Results will be presented to the Committee at the meeting. 3. Public Art Survey Recommended Action: Discuss the public art survey with Public Information Officer Lauren Pettipiece. 4. Public Art Budget Recommended Action: Receive status update on the Fiscal Year 2019/20 Public Art budget, as well as any recommended changes to the Public Art budget for Fiscal Year 2020/21. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from November 20, 2019. ABSENT: NONE. 2. 2020 Paint the City: Utility Box Painting Project Applications Recommended Action: Review Paint the City applications and select up to 3 conceptual designs at each location. Community Engagement Coordinator Kayla Nakamoto presented a report on the 2020 Paint the City: Utility Box Painting Project applications. Public Art Budget Recommended Action: Receive status update on the Fiscal Year 2019/20 Public Art budget, as well as any recommended changes to the Public Art budget for Fiscal Year 2020/21. The Committee discussed potential expenses in the 2020/21 Fiscal Year and agreed to remove the interactive mural and Paint the City. The Committee asked staff to include potential Fiscal Year 2020/21 expenses on the next meeting agenda. 4. Future Public Art Project Recommended Action: Saratoga Public Art Committee Minutes - Page 3 of 4 Consider options for a future public art project, such as a sculpture program, an interactive wall mural, or shadow art; and, provide direction to staff. During discussion on the Public Art Budget, the Committee agreed to remove an interactive wall mural from possible Fiscal Year 2020/21 expenses. The Committee agreed to reschedule discussion of a future public project for the next meeting. 5. Summer Public Art Event Recommended Action: Consider options for a summer public art event, such as a chalk art event, hosting rock painting at an existing event, or collaborating with the Youth Commission on ArtExtravaganza; and, provide direction to staff. Community Engagement Coordinator Kayla Nakamoto introduced the item. Youth Commissioners Alex Zhai, Nivi Madhan, and Michelle Liu shared information about ArtsExtravaganza. The Committee and Youth Commissioners discussed the details for ArtsExtravaganza. The Committee agreed to host a #SaratogaROCKS table at the event and offered to provide the Youth Commission with introductions to several local artists. The Committee discussed hosting a #SaratogaROCKS table at one of the summer movie nights and agreed to host a table at the July event. 6. Public Art Survey Recommended Action: Discuss the public art survey with Public Information Officer Lauren Pettipiece. The Committee agreed to reschedule discussion of the public art survey for the next meeting. 7. Updates on Existing Projects Recommended Action: Receive updates on the Rainy Day Sidewalk Poetry and Nuts about Saratoga programs. A total of 67 applications were submitted and all qualify for consideration. At the February 4, 2020 meeting, the Public Art Committee reviewed the applications and selected 3 designs for each of the 5 utility box locations that will be painted as part of the 2020 program. Selected designs for each location were posted on Peak Democracy for residents to rank. Residents have until February 26, 2020 to cast their votes. The results of voting will be shared with the Public Art Committee at the February 27, 2020 meeting. Per the Public Art Policy, a formal recommendation to place the artwork is required before artwork is presented for City Council approval at the March 4, 2020 meeting. Following Council approval, Paint the City volunteers and selected artists will be invited to the March 18, 2020 meeting to be recognized. The Committee received estimated costs for all of the potential projects and events discussed thus far and asked staff to provide an estimated budget without Paint the City and an interactive mural. CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Assistant City Manager Date: February 27, 2020 Subject: Future Public Art Project At the November meeting, the Public Art Committee requested additional information about future public art project ideas. These included a sculpture program modeled on the Los Altos Public Outdoor Sculpture Loan program and interactive mural or shadow art projects like those found in Redwood City. The Committee discussed future projects and possible public art expenses for Fiscal Year 2020/21 at the February 4, 2020 meeting and asked staff to provide updated budget estimates that do not include a mural project. Sculpture Program The Los Altos Public Outdoor Sculpture Loan program has been active since the 1980s. Through this program, pieces are loaned to the City for a period of two years, though several pieces have been on display for much longer than two years. Artists may remove pieces sooner, loans may be renewed, and artists may donate artwork to the City. Sculptures are displayed in a variety of public spaces, including in City parks, on downtown streets, and green areas throughout the community. Artists interested in participating in the program may submit a proposal for the Los Altos Public Arts Commission to consider. The call for artwork is done every 18 to 24 months. Selected artists are responsible for transporting, placing, and removing artwork, as well as any damages that may occur while the artwork is on display. In exchange, artists are issued a $5,000 stipend. The City is responsible for the artwork site, such as the base the sculpture is mounted on. The City could initiate a similar program with starting with 3 locations, including the City Hall courtyard, the Gateway, and Blaney Plaza. There is a concrete base already located at the Gateway that could be used as the foundation for a sculpture. Adding a concrete foundation to serve as the base for a sculpture in the City Hall courtyard and at Blaney Plaza is estimated to cost $10,000 for both locations. Each location provides unique size opportunities, with the City Hall courtyard providing space for larger options and Blaney Plaza serving as a potential location for a small sculpture. Since each location can accommodate different sized sculptures, the Committee would not need to set size limits on sculptures. In addition to sculpture location costs, other potential costs include artist stipends. While Los Altos offers a stipend of $5,000, the Committee could start with a smaller stipend of $2,000 per location and adjust the stipend amount if necessary. Additionally, use of the Median Banner Program may be desired to announce the artist application period. Banner costs are estimated at $700. Like the Los Altos program, the Committee could request proposals and select artwork to be displayed for a period of 2 years. The Public Art Committee has discretion to approve placement of public art on City property if it is displayed for a period of 3 years or less. The Committee could also require artists to be responsible for transportation, placement, removal, and maintenance of the artwork. Shadow Art In partnership with the Redwood City Improvement Association, Redwood City sought to draw visitors to downtown Redwood City through art projects. Redwood City put out a public call for artists to submit proposals that would achieve this goal . After reviewing submittals, Redwood City and the Redwood City Improvement Association decided to proceed with submissions for a shadow art display. The Redwood City shadow art project cost was $10,000. Artists created stencils for the various shadow designs that were used to paint the sidewalk. The displays require regular maintenance and must be repainted 3 times per year. With so many talented artists in Saratoga, the Committee could request that local artists submit proposals for interactive murals and/or shadow art. The Committee could then select an artist or artists to proceed with an interactive mural and/or shadow art project in exchange for a stipend that aligns with available funding. Alternatively, the Committee could provide local artists with the opportunity to submit public art proposals of any type. The Committee could then evaluate submittals for thoroughness, feasibility, and suitability then select an artist to implement their proposal in exchange for a stipend.
