L. Gonzalez Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on March 9, 2020. Place on July 9th 2020 TSC Meeting Approval of Draft Minutes January 9, 2019- Regular Meeting- Change Attendance Record - COMMISSIONER COULTER MOVED TO DEFER TO NEXT MEETING. - COMMISSIONER CHOI GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) Sheriff’s Report to the Commission - TSC to determine what type of written information they want from Sheriff. Discuss at next meeting. Old Business 1. Traffic Matrix # 392 Issue: Evaluate the speed patterns at the curved area on Mendelsohn Lane. Action: The TSC will review the item and make a recommendation. - COMMISSIONER COULTER MOVED TO ADOPT TRAFFIC ENGINEER PLAN AND TO ADD REFLECTORS. - COMMISSIONER MCINTYRE GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) 2. Traffic Matrix # 465 Issue: Review plan for speed limit signs on Saratoga-Sunnyvale Road. Action: The TSC will review the item and make a recommendation. - COMMISSIONER COULTER MOVED TO ACCEPT TRAFFIC ENGINEER PLAN. - COMMISSIONER CHOI GAVE SECOND MOTION. - SHERIFF GONZALEZ RECOMMENDED TO INLCUDE LANGUAGE ON SIGNS THAT STATES RADAR ENFORCEMEN LANGUAGET. - COMMISSIONER COULTER AMENDED HIS MOTION TOACCEPTTHE TRAFFIC ENGINEER PLAN AND TO ADD LANGUAGE THAT STATES” RADAR ENFORCED” ON ALL NEW AND EXISTING SIGNS. - COMMISSIONER CHOI MCINTYRE GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) 3. Traffic Matrix # 466 Issue: Review speed humps plan on Chester Avenue. Action: The TSC will review the item and make a recommendation. - COMMISSIONER COULTER MOVED TO ACCEPT THE TRAFFIC ENGINEER PROPOSED PLAN. - COMMISSIONER MCINTYRE GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) New Business 4. Elect new Vice Chair to serve immediately due to recent resignation. - COMMISSIONER CHOI NOMINATED COMMISSIONER KANE. - COMMISSIONER MCINTYRE GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) (NOTE: COMMISSIONER KANE WAS ABSENT DURING THE VOTE AND WAS UNABLE TO ACCEPT THE NOMINATION THEREFORE THE VOTE WAS INVALID) 5. Traffic Matrix # 462 Issue: Request by Saratoga resident for the City to improve placement of slip through lane at the intersection of Allendale and Theater Way for the safety of cyclists. Resident also requests to make Allendale a 25 mph speed limit along the full stretch. Action: The TSC will discuss and make a recommendation. - COMMISSIONER COULTER MOVED TO DEFER TO NEXT MEETING. - COMMISSIONER CHOI GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) 6. Traffic Matrix # 463 Issue: Request by resident for speed bumps on Hill Avenue. Action: The TSC will review the item and make a recommendation. - COMMISSIONER COULTER MOVED TO DEFER TO NEXT MEETING. - COMMISSIONER CHOI GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) 7. Traffic Matrix # 469 Issue: Request by resident for TSC to review curved area of Herriman Avenue between Beaumont and Lannoy for vehicles speeding and potential collision with cyclists in bike lane. Action: The TSC will review the item and make a recommendation. - COMMISSIONER CHOI MOTIONED TO INSTALL GREEN PAINT ON BIKE LANES AND ROLL OUT EDUCATION AS PART OF SAFE ROUTES TO SCHOOL FOR MIDDLE SCHOOL AND HIGH SCHOOL. - -COMMISSIONER COULTER ASKED IF THE YOUTH COMMISSION CAN BE ENGAGED? - COMMISSIONER CHOI AMENDED HIS MOTION TO ADD ENGAGE YOUTH COMMISSION TO HELP WITH OUTREACH. - COMMISSIONER MCINTYRE GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) 8. Traffic Matrix # 470 Issue: Request by resident to review sight distance and safety on Stoneridge Drive when too many cars are parked on one side overnight. Action: The TSC will review the item and make a recommendation. - COMMISSIONER COULTER MOVED TO ACCEPT TRAFFIC ENGINEER RECOMMENDATION TO EXTEND THE RED PAINT AND DIRECT CITY STAFF TO INVITE HOA OF SARATOGA OAKS AND GATEHOUSE TO ATTEND TSC TO DISCUSS PARKING ISSUES AND OTHER POSSIBLE STAKEHOLDERS. - COMMISSIONER CHOI GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) 9. Traffic Matrix # 471 Issue: Request by resident to review parking congestion, sight distance, and speeding on Rolling Hills and Prospect Avenue toward Fremont Older Preserve. Action: The TSC will review the item and make a recommendation. - COMMISSIONER COULTER MOVED TO DIRECT STAFF TO REACH OUT TO MID PENINSULA REGIONAL OPEN SPACE TO DISCUSS PARKING ISSUES AND DEFER TO NEXT MEETING. - COMMISSIONER CHOI GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) 10. Traffic Matrix # 472 Issue: Request for a stop sign on Saratoga Avenue at Herriman to create interval timing for drivers to enter the traffic flow on Saratoga Avenue from Herriman Avenue. Action: The TSC will discuss the item and make a recommendation. - COMMISSIONER COULTER MOVED TO DEFER TO NEXT MEETING. - COMMISSIONER CHOI GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) 11. Continue from the January 9th TSC meeting: Reconsider the TSC recommendation to Council regarding the speed survey and discuss future street reclassifications process in Saratoga. - COMMISSIONER CHOI MOVED THAT THE TSC RECEIVE MORE EDUCATION ABOUT SPEED RADAR ENFOCEMENT AND TRAFFIC CALMING MEASURES FROM OTHER JURISDICTIONS. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED (4 YES, 0 NOS, 0 ABSTENSION, 2 ABSENT, 1 VACANCY) 12. Continue from the January 9th TSC meeting: Discuss current Safe Routes to School Program Approach Action: The TSC will discuss and make a recommendation - COMMISSIONER CHOI DISCUSSED A PILOT APPROACH THAT WILL INVOLVE REACHING OUT TO ONE SCHOOL AND STARTING OUTREACH ACTIVITIES. THAT EXPERIENCE WILL INFORM THE NEXT STEPS FOR THE SAFE ROUTES TO SCHOOL EFFORT. 13. Staff and Commission Updates • Council Joint Meeting o COMMISSIONER AFTAB GAVE AN UPDATE ON THE COUNCIL JOINT MEETING. o COMMISSIONER MCINTYRE PROPOSED OUTREACH INFORMATION VIA SOCIAL NETWORKING AND OTHER OUTREACH TOOLS.
