Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be entirely by teleconference. All Traffic Safety Commission members, staff,
and public will only participate via the Zoom platform using the process described below. The
meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20
suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this
order was to provide the safest environment for the public, elected officials, and staff while
allowing for continued operation of the government and public participation during the COVID‐
19 pandemic.
Members of the public can observe and participate in the meeting by:
1. Using the Zoom website at https://us02web.zoom.us/j/86961712883 or App Webinar
ID: 869 6171 2883 and using the tool to raise their hand in the Zoom platform when
directed by the Chair to speak on an agenda item; OR
2. Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID: 869 6171 2883 and
pressing *9 to raise their hand to speak on an agenda item when directed by the Chair.
The public will not be able to participate in the meeting in person.
As always, members of the public can send written comments to the Commission prior to the
meeting by commenting online at www.saratoga.ca.us/tsc prior to the start of the meeting. These
emails will be provided to the members of the Commission and will become part of the official
record of the meeting.
During the meeting the Chair will explain the process for members of the public to be recognized
to offer public comment.

OLD BUSINESS
1. Traffic Matrix 455 – Saratoga Ave -At the July 2019 TSC meeting, there was a request
for the City to restrict parking on Saratoga Avenue to allow cyclists to bike safely. The
TSC recommended that the traffic engineer develop a plan that reduces the road width
and restricts parking to allow for bike lanes. TSC asked that this plan be reviewed at a
future TSC meeting.
Recommended Action:
Review and make a recommendation.
2. Traffic Matrix 474 – Canyon View -Request for the City to reduce possible pedestrian
and vehicle conflict on Canyon View.
Recommended Action:
Review and make a recommendation.

3. Traffic Matrix 477 – Quito road and Bicknell - Request by Saratoga resident for the City
to improve traffic safety on Quito Road by reducing speeding near Bicknell.
Recommended Action:

4. Traffic Matrix 478 – Quito road at Pollard – Request for the City to improve traffic safety
by reducing speeding on Quito Road in between Pollard Avenue and Allendale Ave.

5. Traffic Matrix 479 -Harleigh at Perego Way – Request for the City to improve traffic safety
by reducing speeding on Harleigh Drive at Perego Way.

6. Traffic Matrix 480 – Douglass – Request Traffic for the City to reduce parking congestion
along Douglass Lane, Kenosha Court, Black Walnut Court and Nutwood Lane.

Way.

My name is Tod Huddleson - I currently reside at 14009 Shadow Oaks Way which is adjacent to the
pedestrian walkway used as a backside way to access to Redwood Middle School.
The Traffic Matrix 472 proposal raises concern:
- It will enable traffic heading from Hwy 9 in the direction of the 85 freeway to opt to turn right onto
Shadow Oaks Way near Douglass Lane and to use it to re-enter Saratoga Ave by making another right
turn below Herriman Ave to bypass the proposed stop sign.
- Morning and evening peak Saratoga traffic time queues for this new stop sign location will increase the
likeliness of opting to use Shadow Oaks Way to save time, circumvent the queue.
- Residential traffic attempting to make a yield sign entry on to Shadow Oaks Way from Douglass Lane
will have little time to register increased flow of such impatient, circumvent right turn traffic.
- During the school year, the pedestrian path providing backside access to Redwood Middle School
makes the Shadow Oaks Way a very popular drop off and pick up point for the parents of students
attending the school. This happens in front of my house. Morning drop off is the most likely time
impatient, circumvent traffic would make use of Shadow Oaks Way creating an unsafe situation. The
view that the stop sign will increase student safety instead just moves the problem from Saratoga Ave to
Shadow Oaks Way.
- While I understand the problem Traffic Matrix
472 wants to solve, I believe a very large percentage of the time, there will be no traffic waiting to make
a move from Herriman Ave. This encourages driver impatience with the stop sign.
- The best way to deal with the problem Traffic Matrix 472 wants to solve is to install a ‘smart’
traffic light that only interrupts Saratoga Ave flow when it senses Herriman Ave cars ready to turn left
onto Saratoga Ave are present. This will minimally impede traffic flow and downplay the use of Shadow
Oaks Way as an alternative. It is more expensive but I believe the scope of the traffic on Saratoga at
peak times definitely warrants it.

Hello,
My name is Lisa Nyden. I am the owner of a very visible Heritage property called the “Lanphear
House” on Heritage Lane on Saratoga Ave. I live there with my husband Yevgeny and our four
children and a golden retriever. I would like to support Jan-Yu Weng in his plea to reduce the
speed limit on Saratoga Ave. Since moving to our home in August of 2017, my husband and I
have personally experienced constant traffic noise, road rage and recently, mail theft.
After returning from a dinner out one evening around 9pm as my husband began to signal to
turn into our drive, someone who was tailgating us due to our “slower” speed, illegally passed us
on the left and threw a piece of metal garbage into our front yard. This was frightening and
enraging all at once.
Both Jan-Yu and I have been victims of mail theft in the last year. In my opinion, the current
posted speed limit allows for a quick and easy getaway. I believe slower speeds could be a
deterrent to this type of crime.
The current speed limit on Saratoga Ave is not being adhered to. The painted “35” on the road
itself has long since faded away, and there are really not that many speed limit signs visible
enough to drivers from the library to Herriman Ave.
Everytime I exit my driveway I feel that I am like a sitting duck, just waiting to be rear-ended.
Actually, just 2 wks ago I WAS in a car accident on a 35mph roadway in South San Jose, where
I was rear-ended from 2 cars behind and pushed into the car in front of me. Needless to say my
Toyota Sienna mini-van is now undergoing over $7,000 in repairs.
My teenagers, who attend Saratoga High School, and other children of middle school age
WALK to school every day in the BIKE lane!!! I walk my dog in the BIKE lane, WHY?? because
there are NO SIDEWALKS!!! This is a REAL danger!… Just remember the accident that
happened near Sacred Heart Catholic Church? HEAVEN FORBID that some poor innocent
pedestrian be killed because we have allowed people to race through Saratoga with no respect
for its residents.
Now, I realize that Heritage Lane is not the heart of Saratoga, but it is the “front door” so to
speak of the downtown. The distance from the Saratoga Library to downtown is really not very
far. It could be a beautiful entrance, but right now, ... it is an overgrown, littered, unkempt area
that is very intimidating to live near and frankly, in my opinion, just an invitation for crime.
Please consider lowering the speed limit in this area.

To whom it may concern,
I am writing this letter as a follow up to my previous letter from November of 2018, requesting
that the speed limit on the Heritage Lane portion of Saratoga Ave be reduced to 25-30 mph.
The current speed limit of 35 is not being adhered to. Vehicles of all sizes are traveling at or
above 40mph!
There is very poor signage for the current speed limit.
It is my hope that we could reduce the speed limit in this area and thus make it safer for
pedestrians, bicyclists and residents who need more time to exit their driveways without having
to “gun it” to avoid being rear ended.
This request is more crucial than ever since nowadays more people are taking more daily walks
and bicycling with young children and dogs. When school starts up again in the fall there will be
even more pedestrian traffic. Wouldn’t it be great if we could keep our children safe by providing
them a safer place to walk to school??
1. Freshly painted lines are critically needed to designate the bike lanes and to give the
impression that this is not a place to speed through. Ideally, sidewalks on both sides of
Saratoga Ave would be the safest option.
2. Excellent signage for the posted speed would also be helpful.
I’ve heard there is a request for a stop sign in the area. I do not believe that this will be a
positive change. Rather I envision that it will cause traffic to back up, blocking residents from
exiting their driveways, and/or increasing accidents due to not anticipating a stop and the
current high speeds of travel.

This letter is addressed to the Saratoga Traffic Safety Commission regarding the proposed 3-way stop at
Saratoga Ave and Herriman Ave, listed as agenda item “Traffic Matrix 472”.
I have resided at 14101 Shadow Oaks Way for the past 28 years so I am acutely aware of the problem of
entering Saratoga Ave from Herriman Ave at certain times of the day and, to a lesser extent, the
problem of turning left on to Herriman Ave from Saratoga Ave. Both of these conditions, I believe, are
closely correlated with school related traffic. We have Saratoga High School, Redwood Middle School,
Saint Andrews School, Sacred Heart School, West Valley College, and Saratoga Library all in close
proximity and all contributing to the traffic problem. Occasionally, there are events in Saratoga Village
which also cause a large traffic backup on Saratoga Ave but this is rare.
The idea of installing stop signs on Saratoga Ave to force each and every vehicle traveling in either
direction to stop on a 24/7 basis to accommodate the relatively brief intervals of heavy traffic does not
appear to be the optimal solution for all those affected. Aside from my knee-jerk reaction to the
proposal, my questions and comments for the Traffic Safety Commission are as follows:
1. Is this being seriously considered or is this very early in the evaluation process?
2. If it is being seriously considered, has there been an actual traffic impact study that demonstrates this
is the best solution for not only the people entering from Harriman Ave but also the possible negative
impact on the people living in the neighborhood?
3. If there is a traffic impact study, where can I obtain a copy?
4. If no study has been commissioned, would a traffic impact study be a required element of any
approval consideration of this proposal?
5. Due to the abnormally light traffic levels resulting from Covid-19 restrictions and school summer
break, I don’t believe a traffic impact study at this time would reflect a realistic pattern of traffic flow. A
study that reflects “normal” traffic flow should only be conducted when we again experience “normal”
traffic flow. I don’t see how an informed decision on this can be made without a proper, realistic study.
5. Would a public hearing be a required element of any approval consideration of this proposal?
6. From discussions with my Shadow Oaks neighbors, the general consensus is that implementation of
this proposal would result a significant negative impact on Shadow Oaks Way, Woodview Lane, and
Douglas Lane residents since vehicles traveling in either direction on Saratoga Ave and wishing to bypass
stop signs on Saratoga Ave would use Shadow Oaks Way as a bypass route. We already experience
periods of very heavy traffic due to the morning and evening drop-off and pickup traffic for Redwood
Middle School. Implementation of this proposal would only make it worse.

Personally, I don’t believe any decision should be done at this time. We are not living in normal times
and should not be making decisions that will have significant consequences for many years to come.
I may not be popular with my neighbors for raising this topic but I feel that if anything is to be done, the
best solution would be a fully traffic actuated traffic signal system. This is certainly more expensive than
stop signs but it deals with the significant fluxuations in traffic flow in the most responsive and efficient
manner.

Dear Traffic and Safety Commissioners and Staff,
On behalf of my fellow neighbors, I am submitting our opposition to the proposal TM#472 to add a stop
sign to the Saratoga and Herriman intersection. Although we can understand the request from any
frustrated community member, we strongly request the need to consider what problem are we trying to
fix and what are the consequences of fixing one problem and while creating an even greater one.
Many of us have also experienced the difficultly and frustration of turning onto Saratoga Ave (especially
left turn), however, we would submit that it is tied to volume of traffic, time of day, and the high speeds
on Saratoga which makes it exceptionally dangerous to not only drive/turn onto Saratoga Ave. but also
walk or bike. Please see attached the submission and presentation to this commission in 11/8/2018.
Additionally, we should consider the environmental impact of additional air and noise pollution of
creating a stop sign in a middle of a busy road. How many cars would be forced to stop when there are
zero cars coming out of Herriman? During higher traffic times on Saratoga Ave, how many more idle
cars would actually be sitting there waiting in traffic as everyone has to stop regardless of a car on
Herriman?
Finally, our houses are right next to this intersection. We cannot accept the extra noise, brakes sounds,
acceleration, exhaust, and traffic that would be created by a stop sign here.
Please focus on root cause and let’s dial down the speed of Saratoga Ave from 35mph (which means
people are generally driving 40-45mph) to 25-30mph which will allow for a safer street for drivers,
walkers, and bikers. This would create the margin of safety allowing for people to turn from Herriman
and make the entire Heritage Lane safer.

Dear Commissioners,
My name is Jan-Yu Weng, the owner of 19987 Moran Lane. My house is on the corner of Saratoga Ave
and Moran Lane essentially the middle of Heritage Lane.
The request of myself and many of my neighbors is for this commission to consider lowering the speed
limit to 25mph on Saratoga Ave; just on the 1 mile span called Heritage Lane that leads into Saratoga
Village.
There are many reasons why this makes sense, I would like in my limited time to list a few key ones:
1) Safety
a. No consistent sidewalk coverage is on this span
b. There are many children walking this span to the library and schools in the vicinity
c. Crosswalks that may not allow sufficient time and distance for cars to stop when
travelling at speeds above 35mph.
2) Ambience and Enjoyment of Heritage Lane: I would like to reference similar roads in
neighborhoods like ours that have spans like this:
a. University Ave in Palo Alto
b. El Monte Rd in Los Altos hills
c. Santa Cruz Ave in Menlo Atherton
All have 25mph spans and in fact, on Santa Cruz Ave, it has sidewalks on both sides, and is a 4-
lane road with a middle lane for turning.
When I inquired about the speed limit change, I was informed of the 85th percentile speed setting on
streets. I've read through this response and downloaded the form. I reviewed several times to make
sense of this 85% logic and admittedly, I’m not an expert however it doesn't make sense to me.
My simple thinking is this is a self-fulfilling behavior. If the sign is posted for 35mph, then naturally people
will drive at that speed where some may go as high as 45mph. It wouldn’t make sense to drive say,
30mph or slower because you would have people honking upset you are driving below the speed limit. If
it were posted for 25mph, it would be reasonable to believe the 85% bell curve would shift left and
perhaps be closer to 28mph. That itself would slow the 1 mile portion down by a noticeable amount.
Furthermore, according to the form, I have highlighted for the commissioners to review an exception in
California law that would allow for our city to lower this span below the 85 percentile criteria.
In closing, our downtown is unique and wonderful, it is the draw of so many people. Heritage Lane is
that entry way that features the beautiful canopy trees and historical and unique homes. Why not go the
extra mile to make the change to 25mph so that drivers, bikers, and pedestrians can safely enjoy all it has
to offer.

I am against it. Shadow oaks sees already a large amount of traffic during school
year as kids are picked up from Redwood MS. Often Sheriff deputies are
stopping by to regulate pickups and drop offs as its chaotic and dangerous for
school children .A zebra crossing was installed but not speed bumps.
Unfortunately as soon as deputies leave, chaos returns .
A stop sign on Saratoga and Herriman would entice drivers to use Shadow Oaks
as a bypass increasing substantially traffic and making road even more
dangerous for children .

onto Saratoga Avenue,(Shadow Oaks is a semicircle that
begins and ends before/after Herriman). We already have
enough traffic with people picking up/dropping off their kids at
Redwood Middle School in the morning and evenings (which is
probably when most of the traffic is in this area). This would
create a hardship for those of us trying to back out of our
driveways. It's already difficult to do with the school traffic.
People bypassing the stop sign would only make it much
worse.

Hi Mainini, I'll try to provide the correct info. per the special meeting. I intend on bringing up what I think is a
bicycle safety issue. Issue: Bicycle Safety: Vehicles parked in the bike lane keeping cyclists from using the bike
lane.
Location: General - Saratoga Ave. North-East bound bike lane from Saratoga-Sunnyvale Rd. to Fruitvale. Specific -
from Park Place to 150 ft past Lutheria Way.
More detailed description: There is a Class II bike lane leaving downtown all the way to Fruitvale, possibly further.
It is assumed the City wants the bike lane to be safely available and used by cyclists at any time. Currently there
are 4-5 R26 (CA) signs indicating no-parking. There are a few specific short stretches where the width might be
enough to allow parking to the right of the bike lane. The current no-parking signage does not clearly delineate
where these sections start and stop. The R26(CA) sign specifies a location - it is not a good sign to define a specific
range. This is per CA DOT CAMUTCD expert. More importantly, in other stretches where there is clearly not
enough room to park and provide enough room for cyclists in the bike lane, the current no-parking signage does
not appear to be in effect. This is why the Sheriff allows parking in the bike lane along this area. I want the
signage to be more specific so that parking where there is not enough room for a cyclist to safely use the bike lane
it will be clear to the violators (assuming they look) and Sheriff that there is a parking violation. I listed a general
and specific location in case the potential re-signing (if approved) would be made consistent along the complete
section of Saratoga Ave. I request that I be notified and invited when field visits by Fehr & Peers or TSC members
take place to look at this issue. I will not be able to attend the May meeting. I will be out of town during May.

travel frequently and I do not know if I will be here in May at the time of the next TSC meeting.I would like

can see below that another Saratoga resident last week has placed her concerns about Canyon view on
Nextdoor app.Separately a few days ago a car hit and killed a deer on Canyon view.As soon as I can I
will fill out the form and send it to you.
I have lived on Glenmont dirve near the top of Canyon view for 30 years.Each year this danger
increases.More and more people think that the road is a hiking trail and they are sometimes 3 or 4
abreast and take up half the road. The road is narrow and there is little to no room even on the side of
the road.The danger is compounded by more people driving much faster than ever before and
particularly but not only kids.There are several almost blind corners that are particularly dangerous and I
have seen numerous near misses over the last few years.
It is my error for not doing something about this sooner.
Please do all you can to look into this issue before someone is seriously injured.

quickly and beyond the speed limit when traveling south.
Many cars are driven by younger (teens?) and many cars
have by definition illegal (loud) exhausts. Given the number
of people walking, including with dogs, exercising and
cycling in the area (more now because of COVID-19), the
safety risk is increasing. This used to be a well monitored
road area by the Sheriff's dept, but in recent years, there's
been no proactive surveillance and as such drivers are
taking advantage of it. The situation is dangerous for
pedestrians, pets, residents and other drivers.

People using West Valley Tennis Courts park their cars in the Douglass Lane
neighborhood during weekends and evenings to avoid paying the parking fees
at West Valley. As more and more cars are parked on Douglass Lane and on
Black Walnut Court, on both sides of the road, it narrows the road down to only
allow 1 car at a time at the entrace to Douglass Lane and on Black Walnut court.
This makes is very dangerous for cars and pedestrains or bicyclist to navigate
the roads during the parking rush hours.
It is unsafe and unfair to residents of the neighborhood to have to deal with
100s of cars on our quiet roads and cars doing U-turns in our driveways as non
residents invade our street so they can avoid paying a $3 parking fee. I request
the city to address this impending accident zone and to work with West Valley
to utilize the enormous amount of available parking so tax paying residents
dont have to deal with traffic, the saftey issues of strangers in our
neighborhood and potential liablity to the city.

using West Valley facilities to use the abundant parking lots in the college. This

side of the street to ensure there is sufficient space for cars to move
3) Ban the parking of cars on Black Walnut Court during the week just like on

Hello City of Saratoga Public Works department, I am a resident of City of Saratoga and I have a request that I am
hoping you can help with or point me to the right department. My family (my spouse and I with 2 young boys 12 and
8) live at 12822 Arroyo de Arguello, Saratoga. It is a fairly narrow residential street towards the west end, Wardell
being the cross street. It is not a flat street and has a fairly steep gradient and our house is in between 2 bends that
are about 300 feet apart and the two to three homes in between the bends are in a blind spot for cars going through
the street.
In general it should be a quiet street but unfortunately Arroyo de Arguello connects Prospect and Saratoga
Sunnyvale road to Comer and Pierce, two roads that lead up the mountains and so several cars do take Arroyo de
Arguello to get to Comer or Pierce. And many of these cars look at the quiet gradient street and drive at 40+ miles
per hour. Like I mentioned our house is in a gradient and in a blind spot so someti mes some of these cars are
driving at a high speed downhill in a blind spot of narrow street and it is extremely dangerous for kids even if they
step out a few feet into the street to pick up their basketball if it runs on to the street from the driveway. Yesterday,
a pickup truck almost hit my 8 year riding his bike in the street, the truck was driving at atleast 45 mph to the naked
eye.
I would like to know what I can do to request permanent speed bumps ahead of both the bends on Arroyo de
Arguello and also request a temporary speed sign that can deter these drivers from breaking the speed limit of 25
mph.I would really appreciate your help and response with this, all our neighbors and us are very worried about our
and our childrens' safety. A narrow, gradient residential street requires vehicles to drive extremely slowly and
cautiously but we are witnessing the complete opposite.

Attachment A
Scope of Work
The City of Saratoga Safe Routes to School Master Plan will provide a framework for developing
infrastructure and programmatic recommendations to benefit students at schools in the City of Saratoga. It
will be developed through close collaboration between City staff, consultant staff, school community
members, and the general public to identify and prioritize improvements to support walking and bicycling
to schools.
The purpose of this scope is to outline Fehr & Peers’ involvement in developing the Plan. Leveraging
efficiencies from past work, Fehr & Peers will analyze existing conditions, consolidate planned
improvements and identify new opportunities, develop a prioritized project list and corresponding Routes
Map for each school. Throughout the plan development, we will seek opportunities to advance the City and
school communities’ engagement with the “Six E’s” of Safe Routes to School: Education, Encouragement,
Engineering, Enforcement, Evaluation, and Equity.
In addition, Fehr & Peers will use innovative strategies to engage the community and ensure that a
representative population is involved in the process. This effort seeks to leverage the month of October as
national Walk to School Month (“Walktober”) to build publicity for the draft Plan, if schedule allows, and
encourage safe walking and biking habits.
Task 0: Project Management (Spans all Phases)
The objective of this task is to ensure effective and efficient communication between Fehr & Peers and City
staff to proactively anticipate and resolve problems and assure the project deliverables meet the project’s
goals and objectives.
Task 0.1 – Project Kick-Off Meeting
Fehr & Peers will participate in a kick-off meeting at which the City and Fehr & Peers will review the scope
of work, project budget, and schedule. We will plan and facilitate the meeting to review and approve the
allocation of project responsibilities, discuss project goals, objectives, schedule and risks; and strategize
effective ways to engage and involve the community and stakeholders.

In addition to GIS data, we will review any planned or recently completed transportation-related projects in
the school areas. We will review proposed bicycle facilities within 2-miles of the school, and proposed
pedestrian facilities and crossing treatments within 1/2 miles of each school.
This task will result in the development of maps showing the existing and planned pedestrian and bicycle
facilities around each of the schools.

• Maps showing the pedestrian and bicycle existing and planned network around each of the
schools. Draft and final (based on one set of consolidated comments).

Task 2 – Needs Assessment
After developing a GIS database of existing infrastructure, we will work closely with City and staff from each
school to evaluate the key deficiencies and opportunity areas for each school site.
Task 2.1 – Existing Conditions Analysis
We will develop a series of figures that summarize the following:
• Identify and map pedestrian generators and attractors near schools, such as parks, transit
facilities, community centers, libraries, shopping/employment districts, and more;
• Identify “obstacles and gaps” in the existing network, including major street crossings without
traffic control and/or crossing guards;
• Identify “missing links” to existing or planned bikeways and pedestrian facilities; and
• Identify collision trends and hot spots
We will focus on the following schools located within the City of Saratoga:
- Blue Hills Elementary School
- Christa McAuliffe Elementary School
- Argonaut Elementary School
- Foothill Elementary School
- Marshall Lane Elementary School
- Saratoga Elementary School
- St. Andrews School
- Sacred Heart School
- Redwood Middle School
- Saratoga High School
- Prospect High School
We will focus on pedestrian facilities within 1/2 mile from schools for a pedestrian “walkshed,“ and 2 miles
from schools for a bikeable “bike-shed.”
Task 2.2 – Site Visits
We will hold up to two days site visits visiting all 11 schools with City staff, 1-2 Traffic Safety Commissioners,
and School District staff from each school’s respective District, as well as any other parties that the City
chooses to include (up to ten persons). As part of this visit, we will identify the following infrastructure
features in the field:
• Existing bicycle facilities

• Existing sidewalk gaps and sidewalk availability
• Existing pedestrian crossing facility types including curb ramps and locations
• Existing intersection traffic controls and other traffic calming measures
• Posted speed limits

• Site visit materials including map of existing conditions near school sites.
Task 3 – Safety Improvement Recommendations and
Project Prioritization
Based on all the information and perspectives compiled in Tasks 1-2, we will develop a draft project list
and location map of potential engineering interventions to improve conditions for travelling to and from
Saratoga schools on foot or bicycle.
The project list will include narratives for projects at all school sites in Saratoga, with lower cost, near-term
implementation options. In addition, we will develop recommendations for countermeasures that require
longer-term implementation.
Once City staff have reviewed the project list and provided one consolidated set of comments, we will
prioritize the projects based on feasibility, cost level, implementation timeline, school involvement and
support, and effectiveness at achieving a variety of elements, such as improving the pedestrian
environment, bicycle environment, access to transit, among others.
Then, we will develop cost estimates and planning-level “cut sheets” for the five highest priority projects
to help the City of Saratoga position for grants on these top projects.
Task 3 Deliverables:
• Draft project list for City review
• Summary of project criteria and measurements
• Prioritized project list
• Cut sheets and cost estimates for top five projects (draft and final based on one round of
consolidated comments)
Task 4 – Project Report and Implementation
Fehr & Peers will develop a visually compelling document that outlines a high-level description of the
process, provides a final prioritized project list, and a roadmap for implementation of infrastructure and
programmatic recommendations. As part of the report, we will develop a list of actionable items that

Outreach event helps ensure localized priorities are gauged – and support for eventual development of
project plan1.
As part of the outreach event, Fehr & Peers will lead development of web-based tools and activities
designed to promote community awareness, input and buy-in for the full scope of the plan’s development.
All work will be coordinated with subsequent engagement activities, helping ensure input received will
inform and remain relevant to the plan’s key decision points. Items included in online engagement will
include:
• A stand-alone project website linked to the City of Saratoga website, including an “about” page,
documents library, and an events calendar.

Optional Task 6.3 – Saratoga SRTS Technical Steering Meetings
Fehr & Peers will arrange and lead stakeholder meetings with a range of community leaders, district
representatives, parents and others knowledgeable about Safe Routes to School issues. Fehr & Peers will
lead up to four two-hour meetings over the course of the project. We will work with City staff to brainstorm
potential participants including Police Department representatives, Saratoga Public Works staff, and
principals.
The first meeting will help the consultant team gain a basic understanding of Saratoga school-specific
issues, laying the groundwork for more on-target and effective surveying, workshops and public outreach.
As part of this meeting, we will review our maps and figures of existing conditions and talk about any noted
school-related transportation issues. During this meeting, we would determine which elementary and
middle schools to visit as part of Task 2.2.
The second meeting will be a review of what the project team has heard thus far, recapping the field review
and survey results for any missed information and coalition support. The third meeting will be a review of
the proposed project list and prioritization criteria. The optional fourth meeting will be a review of the draft
plan and discussion of potential programs to continue the momentum built during the planning process.
This meeting could highlight actionable items to further the “Education” and “Encouragement” components
of the “Six E’s” of Safe Routes to School.
