All Traffic Safety Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐ 19 pandemic. Members of the public can observe and participate in the meeting by: 1. Using the Zoom website at https://us02web.zoom.us/j/83583113457or App Webinar ID: 835 8311 3457 and using the tool to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item; OR 2. Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID: 835 8311 3457 and pressing *9 to raise their hand to speak on an agenda item when directed by the Chair. The public will not be able to participate in the meeting in person. As always, members of the public can send written comments to the Commission prior to the meeting by commenting online at www.saratoga.ca.us/tsc prior to the start of the meeting. These emails will be provided to the members of the Commission and will become part of the official record of the meeting. During the meeting the Chair will explain the process for members of the public to be recognized to offer public comment. APPROVAL OF MINUTES Approve the Traffic Safety Commission minutes for the Regular Traffic Safety Commission Meeting on January 9, 2020 and March 12, 2020. SHERIFF'S REPORT TO THE COMMISSION Recommended Action: Discuss what type of Sheriff Report the TSC would like to receive and direct staff to work with the Sheriff's Department to prepare that information. OLD BUSINESS 1. Elect new Vice Chair to serve immediately due to recent resignation. Recommended Action: Elect a new Vice Chair and accept nomination. 2 Traffic Matrix 462- Request for the City to improve bike safety at the Allendale Avenue and Theater Way for the safety of cyclists. Resident also requests to make Allendale a 25 mph speed limit along the full stretch. Recommended Action: Review and make a recommendation. 3. Traffic Matric 463 –Request for the City to reduce speeding at Hill Avenue by installing speed bumps. Recommended Action: Review item and make a recommendation. 4. Name:Henry Coles, 20620 Reid Ln, Saratoga, CA 95070, phone number 408 348 5160 c., 408 867 9258 h. Location: Adjacent to Theater Way on on the east-bound lane of Allendale Ave the bike lane is narrowed with the traffic lane also narrowed to 9 feet.(see attached pictures) Safety Issue: The narrowed section forces cyclists very close to vehicles at the point where cyclists approach and are directed around the island.The space is too small for vehicles to safely pass cyclists. The current posted speed limit on the section of Allendale where the bike safety issue is located is 35MPH. Solution Ideas: Remove the island and reduce the posted speed limit to 25MPH.The speed limit doesn't need to follow the so-called 85% rule because it passes in front of a school.Not far after Theater Way the posted speed limit is changed to 25MPH for the remaining section of Allendale.Changing the posted speed limit in front of the school will improve cyclist safety and provide a uniform speed limit.It might be better to change all of Allendale to a speed limit of 25MPH.I understand that striping is planned for Allendale.However, this critical situation should be addressed while we wait for the striping completion even if the striping project would address the issue I bring up. 13 Traffic Matrix # 463 Description of traffic safety concern: The street is to narrow and the grading of the street is uneven. The speeds above 15 mph are unsafe. The traffic on Hill Avenue is commonly exceeded 35 mph. This portion of Hill Avenue was considered a "restricted" road. Suggestions to address the traffic safety concern: Install approximately 5-6 speed bumps (100 feet apart). 14 Traffic Matrix # 472 From:Ray Cosyn <raycosyn@gmail.com> Sent:Wednesday, February 12, 2020 8:41 AM To:Mainini Cabute <mcabute@saratoga.ca.us> Cc:John Cherbone <jcherbone@saratoga.ca.us> Subject:Herriman and Saratoga Av Mainini, I would like to have you add a case on the subject at the end of the next TSC meeting. The subject intersection is an accident waiting to happen. At times during the day cars line up on Herriman all the way down the hill and past the bridge forcing drivers to circumvent the intersection by driving thru neighborhoods to reach the intersection of Scotland and Saratoga Av where there is a traffic signal. Traffic coming down Saratoga Av. may be collectively within the 85% rule however there are outliers who are doing 50 or more setting up a perfect situation for a collision at the subject intersection. In the past I have proposed a traffic signal but due to limited funds no action has been taken. Therefore I would like the commission to consider a stop sign for Saratoga Av both north and south bound. This would provide an interval of time for drivers on Herriman to enter the traffic flow on Saratoga Av seamlessly. In addition it would slow traffic on Saratoga Av as well as provide another degree of safety for pedestrians (children ) crossing at the intersection. 15 TSC Matrix item 473- Farwell Ave Street name and cross street(s) where the traffic safety concern is occurring: Farwell Avenue from HWY 9 to Fruitdale Avenue Description of traffic safety concern:Hi, I live on the corner of Farwell and Hwy 9. It seems like Farwell is used as a main arterial coming to/from Hwy 9 to Fruitdale Avenue. 80% of the drivers on this road drive over and above the posted 25mph speed limit. There is a turn/corner in the middle of Farwell that says 15mph. Drivers ignore this and nearly miss hitting joggers, pedestrians and dog walkers. Today me, my husband and our friends were out walking all our dogs (3 of them) and was nearly hit by a speeding Grey Tesla with an older gentleman. It is also bad in the morning/afternoon commutes while parents are taking their kids to/fro the Middle School on Fruitdale. Unfortunately, Farwell Ave does not have any sidewalks so pedestrians are forced to share the road with speeding drivers. Suggestions to address the traffic safety concern:1.) More traffic officers patrolling and issuing speeding citations. 2.) Electronic Speed signs that tell you how fast you are driving 3.) I have lived on Glenmont dirve near the top of Canyon view for 30 years.Each year this danger increases.More and more people think that the road is a hiking trail and they are sometimes 3 or 4 abreast and take up half the road. The road is narrow and there is little to no room even on the side of the road.The danger is compounded by more people driving much faster than ever before and particularly but not only kids.There are several almost blind corners that are particularly dangerous and I have seen numerous near misses over the last few years. It is my error for not doing something about this sooner. Please do all you can to look into this issue before someone is seriously injured. Thank you. If you don’t mind, I plan on quickly getting to my points. The last long email that you addressed to me and my neighbors (before the virus overwhelmed us) was disappointing for me. It seemed to put the burden of our traffic problems on the families in our neighborhood. If not that, it put the hope of hearing any good news from the City about their plan to take charge of our traffic problems and concerns. To my knowledge, not a single one of us are qualified traffic engineers! All we can do is to provide the City with some historical information (which we have done more than once over the past several years) and provide the City with ideas when asked to. We have shared our observations and concerns with a variety of City officials and employees. We also attended the most recent Traffic Safety Commission meeting a few years ago when the Commission put our 10 mile-per- hour turn problems on the agenda. We attended this meeting to, once again, explain what we have observed and how distressing our concerns are. It seems as if the City may have failed to start and keep a working file of the 10 mile-per-hour turn problems in our neighborhood. If the City doesn’t have a 5 to 10 year record of recent accidents at the 10 mile-per-hour turn,I would recommend that the City should urgently hire someone with traffic safety credentials to interview the 4 or 5 families (one at a time) who are mostly affected by the 10 mile- per-hour turn traffic problems. This person should also be the one to create the Traffic Safety Information Report for the City and the Traffic Safety Commission. I can't speak for my neighbors but I would guess that they would be happy to be interviewed by a focused and qualified traffic safety engineer who is charged to create a credible Traffic Safety Information Report.An earnest and qualified traffic safety engineer would send a strong message of earnest effort by the City and the Traffic Safety Commission. It would instantly become clear that the interviewer was a professional, able to gather the kind of information that the City and its Traffic Safety Commission would need to have in order to mitigate and resolve the 10 mile-per-hour turn problems that we have had. 18 In my opinion, a well-researched Traffic Safety Information Report should be prepared by this person for the City and for the Traffic Safety Commission. Again, I cannot speak for my neighbors but it seems to me that we have the feeling that nothing has been done to reduce the traffic safety issues at the 10 mile-per-hour turn. Isn't this a matter for the City to resolve? Isn't the safety of our neighborhoods streets the responsibility of the City to monitor and improve? The City needs to lead this initiative. We are willing to give you more input and history. But the City needs to lead this initiative!!! Again, I cannot speak for my neighbors. For me, it's impossible for me to tell you whether we can wait until the September 10th meeting of the Traffic Safety Commission. This matter has already been an urgent matter not only for the past months but also for as long as I have been living in Saratoga. I worry every day that something might happen. So get your Traffic Safety Information Report done ASAP. And then tell us when you are ready to present your plan of action to resolve the 10 mile-per-hour turn problem. Finally, I’m sad to report that the last accident at our 10 mile-per-hour turn happened on February 11th at around 7:30pm.It was a head on collision.Both cars crossed the middle line.The roads were dry. The neighbors heard it (my son and I included) and rushed out to see what had happened. One very expensive SUV was totaled.The officers’ on-sight decided not to report the accident since no one seemed to be hurt. Does this make sense? I don’t think so. I brought this up with Mayor Miller who said that he would look into the matter. 19 Traffic Matrix 476- Kilbride Drive Street name and cross street(s) where the traffic safety concern is occurring: Kilbride Dr. & Beaumont Ave, Description of traffic safety concern:Cars that are coming down Beaumont (from Herriman towards Glasgow), turn left on Kilbride Drive, and cut the corner. When they cut the corner, they are in the lane for oncoming traffic, and present a very dangerous situation. Looking at Google Maps, there is a curve at that intersection that may be encouraging this corner cutting. My son has been hit on his bike riding to school, and had his arm broken. (thank goodness it was not worse!). My neighbor's son also had a car cut the corner and hit him in his car, while he was sitting at the corner waiting to turn left. A very serious head on collision is just waiting to happen. Suggestions to address the traffic safety concern:I think a double yellow paint stripe down the middle of the end of Kilbride Dr. as it reaches Beaumont, would help give a visual cue to drivers when turning left to stay on the correct side of Kilbride. 20 TSC matrix 477- Quito Road at Bicknell Road Street name and cross street(s) where the traffic safety concern is occurring: Quito and Bicknell Description of traffic safety concern:Lots of speeding and racing on Quito since Covid , at all hours, esp at night. More patrols and ticketing. 21 TSC Matrix item 478- Quito Ave at Allendale Ave Street name and cross street(s) where the traffic safety concern is occurring: Quito / Allendale to Quito / Pollard Description of traffic safety concern:This strip of road is posted for 30mph, however, over time the number of cars that are hitting speeds in excess of 50mph are increasing. When traveling north, drivers speed in an attempt to beat the traffic light at Allendale (often running through it), same is true when traveling south. Some use the changing light as an opportunity to accelerate quickly and beyond the speed limit when traveling south. Many cars are driven by younger (teens?) and many cars have by definition illegal (loud) exhausts. Given the number of people walking, including with dogs, exercising and cycling in the area (more now because of COVID-19), the safety risk is increasing. This used to be a well monitored road area by the Sheriff's dept, but in recent years, there's been no proactive surveillance and as such drivers are taking advantage of it. The situation is dangerous for pedestrians, pets, residents and other drivers. Suggestions to address the traffic safety concern:Periodic speed surveillance by the Sheriff's department as a significant first step, as well as clearly the way of the speed limit signage. 22 23
