REGULAR MEETING Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19 This meeting will be entirely by teleconference. All Council/Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N ‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐19 pandemic. Members of the public can observe and participate in the meeting by: 1. Using the Zoom website at https://us02web.zoom.us/j/89888196276 or through the Zoom App (Webinar ID 898 8819 6276) and using the tool to raise their hand in the Zoom platform when prompted to speak on an agenda item; OR 2. Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID 898 8819 6276, and pressing *9 when prompted to raise their hand to speak on an agenda item. The public will not be able to participate in the meeting in person. During the meeting, the process for members of the public to be recognized to offer public comment will be explained. As always, members of the public can send written comments to the Committee prior to the meeting by commenting online at www.saratoga.ca.us/publicart prior to the start of the meeting. These emails will be provided to the members of the Council/Commission and will become part of the official record of the meeting. The law generally prohibits the Public Art Committee from discussing or taking action on such items. However, the Public Art Committee may schedule the item for discussion at a future meeting. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from August 18, 2020. Zhao/Bernald MOVED TO APPROVE THE PUBLIC ART COMMITTEE MINUTES FROM AUGUST 18, 2020. MOTION PASSED. AYES: BERNALD, ZHAO. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 2. Sculpture Program Recommended Action: Discuss opportunities for a sculpture program, including sculpture loans and placement of a sculpture at Saratoga Gateway. Crystal Bothelio, Assistant city Manager, provided an update on the sculpture program. The Public Art Committee asked staff to look for pieces with more size and mass that would stand out against the background of the Gateway location. The Committee asked staff to reach out to artist Jeff Owen to determine if he would be interested in leasing Viewpoint, Somo, Peace Bell, Soujourn, or the Juggler for the Gateway location, if artwork could be loaned at no cost, and if it would be possible to see the artwork in person. The Committee also requested that staff work with Colleen Wilcox to determine if Keeping Watch, Grace, Electra would be available to lease for a limited term to be placed at the City Hall Courtyard. 3 Saratoga Public Art Committee Minutes - Page 2 of 3 3. Paint the City 2021 Recommended Action: Discuss opportunities for a 2021 cycle of Paint the City. Kayla Nakamoto, Analyst, provided a report on options for a 2021 cycle of Paint the City. The Public Art Committee accepted the proposal with no adjustments. 4. Rainy Day Poetry Recommended Action: Discuss plans for the next cycle of Rainy Day Poetry. Kayla Nakamoto, Analyst, provided a report on options for the next cycle of Rainy Day Poetry. The Public Art Committee agreed to do Rainy Day Poetry again, with locations at the Village Clock, Saratoga Library, Sue’s Cafe, and Hong’s Cafe and requested that the Library and Community Engagement Commission propose poetry options to be presented to the Public Art Committee for consideration. The Public Art Committee suggested poems that focused on cultural outreach, inclusivity, diversity, and at least 1 poem in Chinese. 5. Wall Mural Recommended Action: Discuss opportunities for a wall mural in Saratoga Village. Kayla Nakamoto, Analyst, provided an update on options for a wall mural in the Village. The Public Art Committee agreed to work with Saratoga artist Michelle Liu to paint a mural on the wall outside of the Mint Leaf, to pay the artist a stipend of $2,500, and get input and acceptance of the artwork by the business owner and property owner followed by the Public Art Committee before presenting the artwork to the Council for acceptance. 6. Public Art Budget Recommended Action: Receive status update on the Public Art Fiscal Year 2020/21 budget. Kayla Nakamoto, Analyst, provided a status update on the Fiscal Year 2020/21 budget. 7. Vice Mayor Bernald requested outreach on #SaratogaROCKS. 8. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings. Council Member Zhao requested a future agenda item to consider a community project with participation from high school to paint the Village parklet barricades. Vice Mayor Bernald concurred and requested that staff consider artist safety and business owner interest when returning with the agenda item. Minutes respectfully submitted: Crystal Bothelio, Assistant City Manager City of Saratoga 5 CITY OF SARATOGA Memorandum To: Public Art Committee From: Kayla Nakamoto, Analyst Date: October 20, 2020 Subject: Wall Mural At the September 15, 2020 Public Art Committee meeting, staff shared that the owner of the Mint Leaf Cuisine and owner of the property were open to the idea of a mural on the wall outside of the business. The Committee agreed to pursue a wall mural with a stipend of $2,500 for the artist. The Committee directed staff to contact an artist who has had previous experience collaborating with the City in programs such as Paint the City. Michelle Liu, who has been part of the Paint the City program and a volunteer for Public Art Committee initiatives, expressed her interest and artistic ability to paint a wall mural with the request from the business owner to have a natural theme similar to the existing décor. Michelle Liu has been invited to attend the October Public Art Committee meeting to propose her conceptual artwork. Staff will also invite the owner, Laksana and the property manager, Rod Jowkar to the October 20, 2020 meeting. Once the business owner, property manager and the Public Art Committee members approve the conceptual artwork design, it would be presented to the City Council for approval on November 4, 2020. As a reminder, per the Public Art policy, City Council approval is required for artwork that is displayed for longer than 3 years. 6 After receiving approval from the City Council, Michelle Liu can begin painting. Since the Mint Leaf opens for lunch, painting would have to occur in the morning before 11:00 a.m. Painting may also be able to occur between lunch and dinner depending on the setup and clean up time. The overall project timeline is estimated at 3 months, including artist selection, conceptual artwork approval, and installation. Timeline Selection of Conceptual Artwork October 2020 City Council Approval of Conceptual Artwork November 4, 2020 Artwork Installation November – December 2020 7 CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Assistant City Manager Date: October 20, 2020 Subject: Sculpture Program In recent months, the Public Art Committee has been discussing options for a sculpture program. This has started with consideration of a program modeled on the Los Altos Public Outdoor Sculpture Loan program. During recent meetings, the Committee has been refining plans to enter a short-term loan of a sculpture created by a local artist to be placed at Saratoga Gateway and at the City Hall Courtyard. Saratoga Gateway The Saratoga Gateway is located at the corner of Saratoga-Sunnyvale Road and Prospect Road. At the last meeting, the Committee considered works from Rick Waltonsmith and Jeff Owen. The Committee agreed that the location required artwork with significant height and mass and asked staff to reach out to the artists to see if they had any works that would be compatible. Artist Jeff Owen expressed interest in loaning either Somo and Viewpoint to the City for a period of 2 years for $1,500. At the end of the lease, the City could opt to purchase the sculpture. He suggested placement of the sculpture on a pedestal that is 2 feet tall and 2 feet wide as well as a brass plaque near the sculpture with the sculpture name, artist name, and artist website. If the Committee would like to see Somo or Viewpoint in person, Jeff has agreed to open his studio for a personal visit. After the meeting, staff was also asked to contact artists Oleg Lobykin, Ryan Carrington, and David Middlebrook to gauge their interest in leasing artwork to the City for placement at the Gateway. Artist David Middlebrook expressed interest in leasing his sculpture, Head of Man, to the City and suggested that the limited foot traffic at the Gateway location makes it 8 an undesirable location for artwork. He suggested that the Committee consider a location with more foot traffic that allows the public to interact and engage with the artwork. If the City were to lease the artwork, he requested that the flexible lease terms that would allow the lease to end early if the artwork is purchased and he requested that the City bear responsibility for transporting the artwork from his studio and to his studio (assuming that the artwork is not sold prior to the end of the lease). He also invited the Public Art Committee to visit his studio to see his work in person. City Hall Courtyard At the August 2020 meeting, artist Colleen Wilcox shared some of her artwork that she felt comfortable loaning to the City. At the September meeting, the Committee asked staff to see if the City could loan Keeping Watch, Grace, and Electra for placement at the City Hall Courtyard. Colleen let the City know that all 3 pieces are available to be leased. Locating the artwork at the City Hall Courtyard would require relocating the fountain donated by Saratoga Rotary. Consequently, staff has been speaking with Saratoga Rotary to determine if there are concerns with relocating the fountain. He was commissioned to memorialize the town’s leaders who in the 1300s during the 100 Year War with England, agreed to be imprisoned in exchange for protecting the Town of Calais from the ravages of the war. Rodin’s sculptures reflect the various emotions the prisoners were feeling upon their release. Whether it was forgiveness or resignation, their expressions represent a range of human emotions that are easily identified by the observer. I was inspired to sculpt women whose facial expressions represent a range of emotions inspired by life’s travails and joys. 12 Keeping Watch represents women’s sense of responsibility for keeping children safe - their own and others. Constantly mindful of the needs of others while engaged in a myriad of other tasks. That ever-present protective eye on the needs of others around them. 13 Grace suggests that feeling of deep gratitude when having witnessed human goodness, the beauty of the world or tenderness toward others when we become acutely aware of our interdependence. 14 Electra represents those times when we are faced with indecision. It’s the choosing between alternatives which have profound ramifications for ourselves and others. It’s the time before we move forward in one direction or the other. 15 Artwork from Rick Waltonsmith African Trees: The sculptures were inspired by a trip to Africa and Madagascar. In the photo below, the sculpture on the left is titled “African Tree (Jackalberry)”. It stands six feet tall, is made of silicon bronze, brass and stainless steel. The center piece is named “African Tree (Baobob)”. It stands seven feet tall, is made of silicon bronze, brass and stainless steel. The sculpture on the right is named “African Tree (Madagascar)”. It stands six feet tall, is made of silicon bronze, brass and stainless steel. 16 17 Saratoga Gateway Photos & Plans 18 19 20 21 22 CITY OF SARATOGA Memorandum To: Public Art Committee From: Kayla Nakamoto, Analyst Date: October 20, 2020 Subject: Village Parklet Barricade Artwork At the September 15, 2020 meeting, the Public Art Committee asked staff to bring back information regarding opportunities for student artwork on the Village parklet barricades. The Committee requested staff to consider artist safety and business owner interest. Staff learned that CalTrans does not allow artwork that could be considered advertisement for the businesses. Staff from the Public Works Department submitted a request to CalTrans for clarification on whether the restrictions include community artwork. Once CalTrans responds to the request to paint artwork on the parklet barricades, staff can bring back this agenda item with a more detailed program outline. Public Works staff shared that the permit for the parklets was extended through December 2021. Since the artwork would be displayed for less than 3 years, the Committee would not need City Council approval. If the City is approved to paint the parklet barricades, the artists can only paint the side parallel to the sidewalk that faces the oncoming traffic. This is to protect the artist during the installation period as well as avoid distracting driver’s who are going through the Village. 23 CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Assistant City Manager Date: October 20, 2020 Subject: Temporary Sidewalk Hopscotch At the request of Vice Mayor Bernald, a proposal from the member of the public to place hopscotch squares on sidewalks in the Village during the summer. A temporary summer installation using spray chalk and an artistic stencil could be considered as an option for the program. Traditional hopscotch designs are also available. Estimated costs vary based on the stencil type and number of stencil placements. While stencils can be reused several times if property stored, additional stencil placements are more expensive due to the additional spray chalk required. Stencil Type Cost of 1 Placement Cost of 3 Placements Standard $250 $400 Artistic $450 $750 24 There are several park locations with smooth paved surfaces that would provide adequate room for hopscotch squares to be used safely. These locations include: Wildwood Park, Azule Park, El Quito Park, Foothill Park, and Gardiner Park. The estimated project timeline is 1 to 3 months, depending on shipping times for stencils. 25 CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Assistant City Manager Date: October 20, 2020 Subject: Public Art Committee Structure At the September 2 City Council Meeting, Vice Mayor Bernald, with support from Mayor Miller, requested a future City Council agenda item on the structure of the Public Art Committee. Before the item is brought to the City Council, it has been placed on the Public Art Committee’s agenda for consideration. Public Art Advisory Group One option for broadening the Public Art Committee could be to establish a Public Art Advisory Group. The members of this group would be selected by the Public Art Committee annually in January after City Council assignments are established and would not be subject to term limits. If the Public Art Committee wanted to form this Advisory Group, staff recommends starting with a total of 3 members that would include 1 representative of the Library and Community Engagement Commission. Members would be expected to attend all Public Art Committee meetings to provide insights and perspective for the Committee consider. However, the Advisory Group would not have the ability to vote on Public Art Committee agenda items. To help facilitate attendance at Public Art Committee meetings, staff would recommend creating a regular Public Art Committee meeting schedule with the option to cancel meetings if they are unneeded or schedule special meetings when necessary. If the Public Art Committee wanted to create a Public Art Advisory Group, staff would prepare a resolution that defines and distinguishes the roles and responsibilities of 26 the Public Art Committee Members and the Public Art Advisory Group for City Council consideration at the November 4 meeting. Increase Public Art Committee Voting Members Alternatively, the Committee could recommend a restructuring of the Public Art Committee to include voting members that represent the community. For example, the Committee could include 2 City Council Members and 3 community representatives. Votes of the City Council Members and community representatives on the Committee would have equal weight. These members would be appointed by the City Council in the same fashion as City Commissioners. The City could conduct open recruitments for the community representative positions, or the Public Art Committee could nominate members for City Council consideration. The community representatives under this model would be subject to all the same requirements, such as disclosing economic interests. If the Committee recommended expansion of the number of voting members, s taff would recommend creating a regular Public Art Committee meeting schedule with the option to cancel meetings if they are unneeded or schedule special me etings when necessary. If the Public Art Committee wanted to increase the number of voting members on the Public Art Committee, staff would prepare a resolution that defines the structure and membership of the Public Art Committee for City Council consideration at the November 4 meeting. 27 CITY OF SARATOGA Memorandum To: Public Art Committee From: Kayla Nakamoto, Analyst Date: October 20, 2020 Subject: Public Art Budget This item has been placed on the Committee’s meeting agenda to provide regular budget updates as a standing item on the Public Art Committee meeting agendas. The table below shows the estimated amounts that are projected to be spent on each project and the actual expenditures. The bottom of the table shows the remaining balances in the CIP, Lease and operating funds. The Committee discussed some of the possible public art costs for Fiscal Year 2020/21. The budget below reflects the programs and activities that the Committee agreed to consider for Fiscal Year 2020/21. Expenses can be adjusted based on Public Art Committee priorities. Additionally, many of the costs can be scaled. Since the September 15, 2020 meeting, the table has been updated to reflect the addition of the wall mural stipend in the CIP section.
