REGULAR MEETING Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19 This meeting will be entirely by teleconference. All Council/Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N ‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐19 pandemic. Members of the public can observe and participate in the meeting by: 1. Using the Zoom website at https://us02web.zoom.us/j/85412579224 or through the Zoom App (Webinar ID 854 1257 9224) and using the tool to raise their hand in the Zoom platform when prompted to speak on an agenda item; OR 2. Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID 854 1257 9224, and pressing *9 when prompted to raise their hand to speak on an agenda item. The public will not be able to participate in the meeting in person. During the meeting, the process for members of the public to be recognized to offer public comment will be explained. As always, members of the public can send written comments to the Committee prior to the meeting by commenting online at www.saratoga.ca.us/publicart prior to the start of the meeting. These emails will be provided to the members of the Council/Commission and will become part of the official record of the meeting. [28 CFR 5.102-35.104 ADA title II] Saratoga Public Art Committee Minutes - Page 1 of 2 MINUTES JUNE 30, 2020 PUBLIC ART COMMITTEE REGULAR MEETING The Public Art Committee meeting was called to order virtually using Zoom at 4:03 p.m. ROLL CALL PRESENT: Council Members Mary-Lynne Bernald, Yan Zhao ABSENT: None ALSO PRESENT: Crystal Bothelio, Assistant City Manager Kayla Nakamoto, Community Engagement Coordinator Angela McConnell, Montalvo Arts Center Executive Director Kelly Hudson, Montalvo Arts Center Managing Director ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS None AGENDA ITEMS: 1. Gateway Sculpture Recommended Action: Discuss opportunities for a sculpture at Saratoga Gateway with representatives of Montalvo Arts Center. Crystal Bothelio, Assistant City Manager, introduced the item. Angela McConnell, Montalvo Arts Center Executive Director, discussed some of the factors to be considered as part of a sculpture installation or program. The Public Art Committee discussed some of their limitations and desired outcomes. The Public Art Committee, Montalvo Arts Center Executive Director Angela McConnell, and Montalvo Arts Center Managing Director Kelly Hudson brainstormed sculpture opportunities at the Saratoga Gateway, including the option to loan artwork to be displayed for limited period, involving the community in the process and use of a focus group, and how the artwork can be used to reflect Saratoga values. The Committee expressed a desire to continue working with Montalvo Arts Center and to learn more about local artists recommended by Montalvo Arts Center that may want to loan artwork to the City to be displayed at the Gateway for a limited period. The Committee asked staff to reach out to several local artists recommended by Montalvo Arts Center to see if the artists are interested in displaying a sculpture at 3 Saratoga Public Art Committee Minutes - Page 2 of 2 the Gateway and have any existing artwork that they feel may be compatible with the location and community values. The Committee also requested additional information about the Rock Paper Scissors sculpture by Kevin Box. 2. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from June 8, 2020. Public Art Budget Recommended Action: Receive status update on the Public Art Fiscal Year 2019/20 and Fiscal Year 2020/21 budget. The Committee agreed to meet again on August 18, 2020 at 4:00 p.m. and requested discussion of a sculpture at the Gateway as well as a status update on the Library Commission’s review of the Commission’s scope and work plan. ADJOURNMENT The meeting was adjourned at 5:13 p.m. Minutes respectfully submitted: Crystal Bothelio, Assistant City Manager City of Saratoga 4 CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Assistant City Manager Date: August 18, 2020 Subject: Gateway Sculpture In recent months, the Public Art Committee has been discussing options for a sculpture program. This has started with consideration of a program modeled on the Los Altos Public Outdoor Sculpture Loan program and evolved into temporary placement of artwork at the Saratoga Gateway. The Saratoga Gateway is located at the corner of Saratoga -Sunnyvale Road and Prospect Road. Original plans for the space called for a raised pedestal, roughly 1.5 feet tall and 3 feet wide. The City could install a pedestal for roughly $5,000 or mount a sculpture to the ground at this location. At the June 30 meeting, the Committee met with Montalvo Arts Center Executive Director Angela McConnel and Montalvo Arts Center Managing Director Kelly Hudson to brainstorm sculpture opportunities for the Gateway location. During the conversation, interest in a short-term loan of artwork was expressed. Additionally, the representatives of Montalvo Arts Center provided the names of a few artists that may want to loan or sell artwork to the City for placement at the Saratoga Gateway. Following the meeting, Vice Mayor Bernald also shared information about the City of Lake Oswego Gallery Without Walls, an outdoor exhibit with 80 permanent and loaned sculptures that are on exhibit year round. Of the 80 sculptures, 30 are on loan from artists for a period of 2 years and available for purchase. Gallery Without Walls is administered by the Arts Council of Lake Oswego, which is a non-profit arts organization. Staff reached out to the artists recommended by the Montalvo Arts Center and received two responses. Local artist Colleen Wilcox shared information about a series 5 of busts inspired by Rodin that could be temporarily placed at the Saratoga Gateway. Photos and descriptions of the artwork are attached. Box Studio also shared information about several pieces available for purchase. Additional details are included in the attachments. He was commissioned to memorialize the town’s leaders who in the 1300s during the 100 Year War with England, agreed to be imprisoned in exchange for protecting the Town of Calais from the ravages of the war. Rodin’s sculptures reflect the various emotions the prisoners were feeling upon their release. Whether it was forgiveness or resignation, their expressions represent a range of human emotions that are easily identified by the observer. I was inspired to sculpt women whose facial expressions represent a range of emotions inspired by life’s travails and joys. 7 A Kiss Goodbye represents African American women who by all accounts have had to say goodbye more frequently than most others. Whether through being taken from their homeland, families being split up on the auction block, or sending their husbands and sons to war, goodbyes are far too common for African American women. 8 Keeping Watch represents women’s sense of responsibility for keeping children safe - their own and others. Constantly mindful of the needs of others while engaged in a myriad of other tasks. That ever-present protective eye on the needs of others around them. 9 Seen So Much attempts to portray women’s deep resolve in the face of life’s devastations, human cruelty, loss, heartache and injustice. 10 Grace suggests that feeling of deep gratitude when having witnessed human goodness, the beauty of the world or tenderness toward others when we become acutely aware of our interdependence. 11 Electra represents those times when we are faced with indecision. It’s the choosing between alternatives which have profound ramifications for ourselves and others. The Commission reviewed its current responsibilities and recommended changes to broaden the Commission’s scope on June 23, 2020. The Commission also recommended changes to the 2020 Work Plan. Both the proposed changes to the Commission’s responsibilities and work plan are scheduled for City Council consideration on August 19, 2020. Copies of the draft proposals are attached. 24 CITY OF SARATOGA LIBRARY AND COMMUNITY ENGAGEMENT COMMISSION AUTHORITIES, RESPONSIBILITIES, AND DUTIES PROPOSED CHANGES STRUCTURE Membership. The Library & Community Engagement Commission of the City of Saratoga shall consist of five members appointed by the City Council. At least four of the Commission's members shall reside in the City or in the adjacent unincorporated areas within the Librar y’s service district. Because of the support and usage of the Library by citizens of Monte Sereno, the City of Monte Sereno shall be invited to nominate a candidate to serve as a member of the Commission and to nominate replacements for this member as may be needed. Term of Office, Vacancies and Removal, Officers. The term of office, vacancies and removals, and officers of members of the Commission shall be as set forth in the City Code. ADMINISTRATION Meetings. The Saratoga Library & Community Engagement Commission shall hold regular meetings every other month. The date and time of regular meetings shall be approved by resolution of the Commission. Rules of Procedure. The Commission shall in all respects comply with the requirements for City Commissions as set forth in the City Code and City Council policies adopted from time to time. Compensation. Members of the Commission shall serve without compensation. When in accord with current City policy and when arranged in advance with the City Manager, actual and necessary expenses incurred by Library Commission members acting in their official capacity shall be reimbursed by the City. Records. The staff liaison of the Library & Community Engagement Commission shall keep a record of all proceedings, deliberations, findings, determinations, and recommendations of the Commission. These records shall be available to the public, and copies shall be filed with the City Clerk. Staff Services. Staff services required by the Commission shall be provided by the C ity Manager, consistent with City budget authorizations. BASIC RESPONSIBILITIES The Library & Community Engagement Commission shall serve as an senior advisory and 25 liaison body. Its basic responsibilities shall include the following: 1. Provide counsel and recommendations on Library policies, budgets, plans and procedures to the Saratoga City Council, the City staff, and the Santa Clara County Library. staff and Saratoga Community Librarian. Identify and bring to the attention of the City Council, the City staff, and the Santa Clara County Library staff (as appropriate) current and prospective issues and questions relating to Library policies and activities. 2. Provide counsel and recommendations to the Saratoga City Council on increasing public engagement in City government, supporting cultural and artistic programs in the community, and fostering a stronger, more inclusive community. 3. As directed by the City Council, evaluate and assess community concerns, support City engagement programs, and perform such other activities as may be directed by the Saratoga City Council. 2. Identify and bring to the attention of the City Council, the City staff, and the Santa Clara County Library staff (as appropriate) current and prospective issues and questions relating to Library operation. 3. Participate, along with other appropriate governmental units, in explaining and interpreting matters pertaining to Library operation to Library users, Library support groups, and the general public. DUTIES In carrying out its basic responsibilities, the Library & Community Engagement Commission shall perform the following duties: 1. Hold formal meetings as required (see preceding Section on "Administration”). 2. Maintain communications with the City Council, City staff, Santa Clara County Library staff, and the Saratoga Community Librarian on matters related to Library services. 3. Serve in an advisory capacity on major engagement initiatives or policies to help create a more inclusive and engaged community, including providing support in identifying and connecting with to different groups in the community (such as other governmental, educational, and non-profit organizations). to inform them of library services and to receive suggestions on improving Library operation. 26 4. Maintain within the Commission a continuity of knowledge of Library, its operations and its problems, and City community engagement policies and strategies. 5. Keep generally informed on technical developments that could have a bearing on the Library's policies or strategies. operation. 6. Provide support and/or advice on events related to the Library and City. 7. Work with and engage "Friends of the Saratoga Libraries", the Saratoga Teen Advisory Board, and other support groups as may be desirable concerning the Library. in the planning of their activities. 8. Engage the Saratoga Teen Advisory Board in matters concerning use of the Library and programs. RELATIONSHIPS 1. The Library & Community Engagement Commission shall report to and be responsible to the Saratoga City Council. The City Manager is authorized to appoint a City staff member to serve as a liaison representative between the Council, staff and the Library & Community Engagement Commission on administrative matters. 2. The Library & Community Engagement Commission shall have no administrative authority over Library or City operations, activities, or staff. the Librarys operation, or activities of City staff. 3. The Library Commission & Community Engagement shall have authority to call meetings, conduct hearings, perform analysis, and make contacts with various interested parties in carrying out its basic responsibilities. 4. The Library Commission may act on its own initiative, based on its own assessment of needs, or upon request from other interested parties such as the City Council, the City staff, and the Santa Clara County Library staff. 27 2020 DRAFT WORK PLAN REVISIONS KEY POINTS OF WORK PLAN 1. This would include current trends in the community, ideas for programs that our community may be interested in (e.g. 3D printing), and upcoming community events where outreach might occur. i) Attend annual Friends and Commissioner forum. 28 j) Interact with other County Library Commissions and JPA, when appropriate. k) Work with Friends of the Saratoga Libraries to promote and cross-promote events and activities. 2. The bottom of the table shows the remaining balances in the CIP, Lease and operating funds. The Committee discussed some of the possible public art costs for Fiscal Year 2020/21. The budget below reflects the programs and activities that the Committee agreed to consider for Fiscal Year 2020/21 so far. Expenses can be adjusted based on Public Art Committee priorities.
