HomeMy WebLinkAbout09-15-2020 Public Art Committee MinutesSaratoga Public Art Committee Minutes - Page 1 of 3 MINUTES SEPTEMBER 15, 2020 PUBLIC ART COMMITTEE REGULAR MEETING The Public Art Committee was called to order virtually using Zoom at 4:05 p.m. ROLL CALL PRESENT: Council Members Mary-Lynne Bernald, Yan Zhao ABSENT: None ALSO PRESENT: Crystal Bothelio, Assistant City Manager Kayla Nakamoto, Analyst ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS None AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from August 18, 2020. Zhao/Bernald MOVED TO APPROVE THE PUBLIC ART COMMITTEE MINUTES FROM AUGUST 18, 2020. MOTION PASSED. AYES: BERNALD, ZHAO. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 2. Sculpture Program Recommended Action: Discuss opportunities for a sculpture program, including sculpture loans and placement of a sculpture at Saratoga Gateway. Crystal Bothelio, Assistant city Manager, provided an update on the sculpture program. The Public Art Committee asked staff to look for pieces with more size and mass that would stand out against the background of the Gateway location. The Committee asked staff to reach out to artist Jeff Owen to determine if he would be interested in leasing Viewpoint, Somo, Peace Bell, Soujourn, or the Juggler for the Gateway location, if artwork could be loaned at no cost, and if it would be possible to see the artwork in person. The Committee also requested that staff work with Colleen Wilcox to determine if Keeping Watch, Grace, Electra would be available to lease for a limited term to be placed at the City Hall Courtyard. Saratoga Public Art Committee Minutes - Page 2 of 3 3. Paint the City 2021 Recommended Action: Discuss opportunities for a 2021 cycle of Paint the City. Kayla Nakamoto, Analyst, provided a report on options for a 2021 cycle of Paint the City. The Public Art Committee accepted the proposal with no adjustments. 4. Rainy Day Poetry Recommended Action: Discuss plans for the next cycle of Rainy Day Poetry. Kayla Nakamoto, Analyst, provided a report on options for the next cycle of Rainy Day Poetry. The Public Art Committee agreed to do Rainy Day Poetry again, with locations at the Village Clock, Saratoga Library, Sue’s Cafe, and Hong’s Cafe and requested that the Library and Community Engagement Commission propose poetry options to be presented to the Public Art Committee for consideration. The Public Art Committee suggested poems that focused on cultural outreach, inclusivity, diversity, and at least 1 poem in Chinese. 5. Wall Mural Recommended Action: Discuss opportunities for a wall mural in Saratoga Village. Kayla Nakamoto, Analyst, provided an update on options for a wall mural in the Village. The Public Art Committee agreed to work with Saratoga artist Michelle Liu to paint a mural on the wall outside of the Mint Leaf, to pay the artist a stipend of $2,500, and get input and acceptance of the artwork by the business owner and property owner followed by the Public Art Committee before presenting the artwork to the Council for acceptance. 6. Public Art Budget Recommended Action: Receive status update on the Public Art Fiscal Year 2020/21 budget. Kayla Nakamoto, Analyst, provided a status update on the Fiscal Year 2020/21 budget. 7. Updates on Existing Projects Recommended Action: Receive updates on existing projects and programs. Vice Mayor Bernald requested outreach on #SaratogaROCKS. 8. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings. Council Member Zhao requested a future agenda item to consider a community project with participation from high school to paint the Village parklet barricades. Vice Mayor Bernald concurred and requested that staff consider artist safety and business owner interest when returning with the agenda item. The Public Art Committee agreed to meet on Tuesday, October 20 at 4:00 p.m. ADJOURNMENT ZHAO/BERNALD MOVED TO ADJOURN THE MEETING AT 5:36 P.M. MOTION PASSED. AYES: BERNALD, ZHAO. NOES: NONE.
