All Parks & Recreation Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Ex ecutive Order N‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐19 pandemic. Members of the public can observe and participate in the meeting by: 1. Using the Zoom website at 2. https://us02web.zoom.us/j/89204352660 or App Webinar ID: 892 0435 2660 and using the tool to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item; OR 3. Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID: 892 0435 2660 and pressing *9 to raise their hand to speak on an agenda item when directed by the Chair. The public will not be able to participate in the meeting in person. As always, members of the public can send written comments to the Commission prior to the mee ting by commenting online at www.saratoga.ca.us/prc prior to the start of the meeting. These emails will be provided to the members of the Commission and will become part of the official record of the meeting. During the meeting the Chair will explain the process for members of the public to be recognized to offer public comment. Pickleball discussion Pickle Ball Information from Joel Korelitz Issue: Discuss addition of pickleball to existing tennis court in a city park Motion: Recommend pursuing a possible pickleball court at Kevin Moran Park. Review Draft Park Map Issue: Review Draft Park Map Changes included: Change main title font, change horseshoe and hiking icons, create icon for Pickleball, mention hyperlink to virtual park videos, and reviewing map for amenities accuracy. Motion: Make recommended changes and bring back the final map at the next meeting. Approved 4-0 3. Review ADA Park Study 2020-02-20 Draft ADA Parks Assessment Issue: Review document and make recommendations Recommendations: Congress Springs Park– improvement to restrooms and parking area EL Quito – check timing on automatic restroom. Check water fountain height and create an ADA parking space. Create ADA compliant play area in City park Motion: Approve recommendations and bring back at the next meeting for additional recommendations. Approve 4-0 4 3 4. Mission Statement Review PRC Mission Statement Issue: Review Mission Statement and Commission Name Recommended edits: add educational (historical and natural) component to statement, add “all ages” or “all people”, and possibly mention enhancement of quality of life. Motion: Add recommended edits to the Mission Statement from meeting. Commissioner Wang and Commissioner Paquier will make additional changes and the Commission will review final draft at the next meeting. Approved 4 -0 5. Next Steps and 2021 Workplan 03-09-2020 Workplan Issue: Discuss next steps for the Commission and 2021 Workplan Recommendations: Park Survey, Movie Night and Movies for Seniors on hold during Covid. Possibly include “enhance quality of life” to the mission statement. Existing The Parks and Recreation Commission of the City of Saratoga is dedicated toward the planning, acquisition, development, and maintenance of parks, trails, and other recreational areas and facilities promoting a better livin g environment and assuring that Saratoga continues embracing its most valued natural and historic resources so that citizens may enjoy neighborhood and community opportunities now and in the future. New The Parks and Recreation Commission of the City of S aratoga strives to provide safe, welcoming parks, trails, and other recreational areas and facilities, maintain a healthy, diverse living environment, and preserve the city’s valued natural and historical assets for citizens to enjoy. 0- Parks & Recreation Commission Workplan 2020-2021 Draft Parks and Recreation Commission (PRC) Objectives For 2020-2021 • To build stronger community relations and gathering all Saratoga residents by hosting events at City parks. • To build stronger community relations by engaging community members in hosted events, dialogues, and activities by the city. • To continue promoting a healthy lifestyle by informing residents about park and trail locations and amenities. Proposed Ongoing Activities Project Name Objective Tasks Movie Night To build stronger community relations between the City of Saratoga and the community and gathering residents by hosting events at City parks. Continue outdoor movie night series in the summer of 2021 ON HOLD Age Friendly Communities To provide inclusive, age- friendly opportunities for social interaction and equitable access to parks. Continue to organize walking groups; Create virtual parks for less mobile residents; And organize afternoon movies at Civic Theater. ON HOLD Continue to work with volunteer to produce drone videos of all the City parks. Let’s Work! Volunteer Program To continue promoting a healthy lifestyle and engaging community members about new parks and trails in Saratoga. Continue to coordinate the volunteer program at Quarry Park and to help the City advance its effort to extend the existing trails. Historic Plaque Program for City Parks Create plaques for City parks that describes the history of the park location or name. Work with Historical Preservation Commission to research park locations and local history. Ongoing Park Survey Gather feedback to help make better decisions about park amenities and improvements. Create survey and link survey to website and add link on park signage. Work with staff on channels for survey promotion via Facebook and at City events. ON HOLD 9 Below are line items the PRC would like to continue to work on. • Community Outreach – Assist and contribute to city events including Blossom Festival, Arbor Day, State of the City, etc. prepare informational pamphlets. These pamphlets will be distributed to residents and members of the public to increase awareness of parks, trails, and recreational activities. Continue to provide feedback to Council. Notable Accomplishments in 20 20 • Analyzed information from community members during the discussion of park improvements and revitalization, especially Wildwood Park. • Let’s Work Program had another successful year in helping clean and maintain Quarry Park. It has drawn over 70 volunteers of all ages participating in these events. • Commissioners starting to work with the Historic Preservation Commission to research information for plaques in City parks. • Worked with Staff to edit and update City Park Map brochure. The Commission does not constitute a planning agency with the terms and meaning of Government Code Section 65100 of the State of California. The Commissions' powers and duties, in such advisory capacity to the City Council, shall include the following: (a) to recommend a parks and recreation program, and the programming and implementati on thereof, to the Council; (b) advise the Council specifically on design, use, development, financing, care and maintenance of parks and playgrounds; landscaping along thoroughfares and other City streets; walkways, pathways, equestrian paths, streambeds, protection and promulgation of trees, and such other matters as may be requested by the Council. 10
