REGULAR MEETING Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19 This meeting will be entirely by teleconference. All Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐19 pandemic. 1. Using the Zoom website https://us02web.zoom.us/j/83362993522 or App (Webinar ID 833 6299 3522) and using the tool to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item; OR 2. Calling 1.408.638.0968 or 1.669.900.6833, enter the Webinar ID 833 6299 3522, and pressing *9 to raise their hand to speak on an agenda item when directed by the Chair. The public will not be able to participate in the meeting in person. As always, members of the public can send written comments to the Commission prior to the meeting by commenting online at www.saratoga.ca.us/lc prior to the start of the meeting. These emails will be provided to the members of the Commission and will become part of the official record of the meeting. During the meeting the Chair will explain the process for members of the public to be recognized to offer public comment. Santa Clara County Library District County Librarian Jennifer Weeks shared updates about Silicon Valley Reeds, provided information about temporary staffing changes during the recruitment of a new Deputy Librarian, and announced the County Library District had the highest growth rate in digital book checkouts of any library system. 3. Saratoga Community Library Acting Saratoga Community Librarian Nichole King introduced herself to the Commission. 4. March 2 @ 6:30 pm Carol Novello, author of Mutual Rescue will be interviewed by Kurt Kruckenberg, President of Humane Society Silicon Valley. They will discuss how rescuing animals can save you, too. This event is brought to you in partnership with the Los Altos Library Endowment (LALE). March 3 @ 4:00 pm Carol Novello will be back for a children's program with animals from Humane Society Silicon Valley, and one of the children she features in her story. Free Online Tax Preparation Assistance If you earned less than $57,000 in 2020, the IRS's Volunteer Income Tax Assistance, the United Way, and CalWorks have partnered to provide you with secure and safe e-filing by trained volunteers via GetYourRefund.org. This service is also available in Spanish. Free In-Person Tax Preparation Assistance If you want in-person assistance, or need tax assistance in languages other than English or Spanish, you can use the IRS's Find a Location tool to locate free tax assistance from community organizations. This new space is already being put to good use preparing Supper at the Library meals, and will be a welcome addition to the library to offer homework help, children’s programs, community events, and much more in the near future. SCCLD has created a brief video to introduce this bright, happy new space, as well as thank our supporters of the Supper at the Library program. The official ground-breaking for the Cupertino Library Expansion is set for March 5 at noon. Please join us for this virtual event as Cupertino Mayor Paul, as well as others from the City of Cupertino and the Santa Clara County Library District say a few words to kick off this exciting and much anticipated project. Printing Service Available at the Librar y Have a current library card and PIN and need to print? SCCLD is offering wireless printing for our patrons at the Gilroy, Los Altos, Milpitas and Saratoga Libraries. Patrons can use our free wireless printing service to upload their documents online and pick up their printouts the same day during walkup service using the Print Station. No appointment is necessary if you have a current library card, PIN and have used our public computers for more than catalog search in the past. To get started, we have included a set of instructions. In this class, they will learn what it takes to start and successfully run your own company. This is a three-part TED-style talk with Q&A for teens on the topic of entrepreneurship:  Manny Cappello - Associate Vice Chancellor and founder of the Entrepreneurship Center at West Valley College  Jacob Choi - COO at Going Merry, a startup company founded by Carnegie Mellon and Stanford graduates  Kaushik Narayan - CTO and Head of the Cloud BU at McAfee. SCCLD is finalizing our plans to reintroduce Lobby Service to replace Walkup Service at the Cupertino, Gilroy, Los Altos, Milpitas, Morgan Hill, and Saratoga Libraries in early to mid-March. Curbside holds pickup will also be available. The Campbell Library will maintain Walkup Service and Curbside Service. We will share more information as it becomes available. The Distinguished Author Series brings together great authors who spark new thoughts, ideas and deep discussion. Delve into the minds of Dr. Robert Sapolsky, Jaron Lanier, Joyce Carol Oates and Jhumpa Lahiri to explore topics of the biology of stress and related diseases, the impact of technology on present lives and the future, and immigration. All talks will be moderated by a special guest and include an opportunity for Q&A. Advanced registration required. All events are free, held online, and open to the public. Saturday, May 22 @ 3:00 pm REGISTER HERE 12 Serving the unincorporated areas of Santa Clara County and the cities of Campbell | Cupertino | Gilroy | Los Altos | Los Altos Hills | Milpitas | Monte Sereno | Morgan Hill | Saratoga COMING APRIL 19: Expanded Library Building Access The Santa Clara County Library District (SCCLD) is pleased to announce that on Monday, April 19th, community libraries in Cupertino, Gilroy, Los Altos, Milpitas, Morgan Hill, and Saratoga will be welcoming our patrons into the libraries with expanded available spaces for full browsing, access to public computers, printers and scanners, and to obtain new library cards, Monday through Saturday. The open hours are also expanding and will be announced by April 12. To provide a safe and successful experience, occupancy and seating will be limited to ensure social distancing, and patrons must wear a face- covering, maintain 6-ft. distance from others, and keep their visit to one hour or less. Curbside pick up will continue Monday – Saturday 3pm-5pm for contactless services, Bookmobile and Book Dash deliveries continue and programs will still be held online. Campbell Library is preparing to close for a full renovation as collaboration with the City of Campbell continues to progress. The new temporary library space will open in Spring 2021. Curbside and walkup services will continue at the Campbell Library until the temporary facility opens. The temporary library will be conveniently located in the Campbell Community Center, near the Orchard Banquet Hall. As a reminder, Cupertino, Gilroy, Los Altos, Milpitas, Morgan Hill, and Saratoga Libraries currently offer lobby and curbside service and the Campbell Library offers walkup and curbside service Monday through Saturday. Teen Poetry Contest: Welcome to the 15th Annual SCCLD Poetry Contest!  We invite teens to submit up to three poems. Teen Volunteer Credit Opportunity: For those Teens looking to earn community service hours, SCCLD has a space for them to use their voice, be creative, and share their expertise! Teens STREAM+ gives teens the opportunity to make short videos about subjects including Science, Technology, Reading, Engineering, Art, Math, and more. Teens will fill out proposals, and once their idea is approved by a Teen Librarian and their video submitted, they will earn anywhere from two to eight community service hours (determined by scoring criteria and Teen Librarians' discretion). The theme for National Library Week 2021 is "Welcome to Your Library."  Monday, April 5: State of America's Libraries Report released, including Top Ten Frequently Challenged Books of 2020.  Tuesday, April 6: National Library Workers Day, a day for library staff, users, administrators and Friends groups to recognize the valuable contributions made by all library workers.  Wednesday, April 7: National Library Outreach Day (formerly National Bookmobile Day), a day to celebrate library outreach and the dedicated library professionals who are meeting their patrons where they are.  Thursday, April 8: Take Action for Libraries Day, a day to rally advocates to support libraries. SCCLD Names Steve Fitzgerald as the New Deputy County Librarian Please join us in congratulating Steve Fitzgerald as the new Deputy County Librarian. Many of you know Steve as he has been with SCCLD in various positions since 2007. He started with SCCLD as a Librarian at the Los Altos Library, then Supervising Librarian for Adults and Teens at the Cupertino Library, Community Librarian at the Milpitas Library, Library Services Manager for Literacy and Learning at the Services and Support Center, and most recently, working out of class as the Deputy County Librarian since January. Steve brings a calm leadership style and strong dedication to improving public library experiences. As the Deputy County Librarian, Steve will lead our work to create a path towards resuming full public services at all of our libraries, and most importantly developing the District’s best actions forward in providing excellent library services. As directed by the City Council, evaluate and assess community concerns, support City engagement programs, and perform such other activities as may be directed by the Saratoga City Council. DUTIES In carrying out its basic responsibilities, the Library & Community Engagement Commission shall perform the following duties: 1. Hold formal meetings as required (see preceding Section on "Administration”). 2. Maintain communications with the City Council, City staff, Santa Clara County Library staff, and the Saratoga Community Librarian. 3. Identify and recommend strategies to help foster a stronger, more inclusive community. a) Increase understanding of Commission’s contributions to community engagement efforts of the City. b) Support collaborative programs or activities between local organizations and the Library and/or the City. c) Advise the City Council on matters of interest to the Saratoga community, as directed by the City Council. d) Support and provide recommendations to the City Council on City engagemen t programs and policies, including Community Event Grant Program allocations. e) Respond to requests to support public art programs, including Paint the City and Rainy Day Sidewalk Poetry, as requested by the City’s Public Art Committee. f) Recommend additional programs and policies that will help create a stronger, more inclusive community. 38
