RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
AMENDING THE CITY'S FY 2020/21 OPERATING & CAPITAL BUDGET
TO APPROPRIATE FUNDING FOR ONLINE DEVELOPMENT SERVICES SOFTWARE
WHEREAS, the City Council desires to mitigate service impacts to residents and development
applicants that have resulted from COVID-19 pandemic restrictions; and
WHEREAS, the City Council recognizes the advantages of providing online services to reduce
person -to -person contact in the effort to stop the transmission of viruses and to allow residents and
applicants the ability to obtain information and make submittals online on a 24/7 basis; and
WHEREAS, staff has implemented stop -gap measures to continue conducting business while
researching longer -term solutions and improvements; and
WHEREAS, staff has found an exceptional online software application that guides users through
the development process, providing information and application resources, and the ability to submit plans,
permits and business license applications in a user friendly format; and
WHEREAS, the American Rescue Plan provides funding to pay for pandemic -related services
and products for which this software application qualifies, and
WHEREAS, due to the urgency of implementing this service as speedily as possible, staff is
requesting Council approve the software contract and funding request this fiscal year; and
WHEREAS, it is necessary to make adjustments to the Fiscal Year 2020/21 budget as follows:

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Saratoga
hereby approves the above budget adjustment to the Fiscal Year 2020/21 Operating & Capital
Improvement Budget.
BE IT FURTHER RESOLVED, the above and foregoing resolution was PASSED AND
ADOPTED at a regular meeting of the Saratoga City Council held on May 5, 2021 by the following vote:
